A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, RELATING TO THE NORMANDY
ISLES 30" WATER MAIN REPLACEMENT PROJECT, AND APPROVING
WORK ORDER NO. 2 PURSUANT TO THE COMPETITIVELY
SOLICITED AGREEMENT BETWEEN THE CITY AND CHA
CONSULTING, INC (FORMERLY A&P CONSULTING
TRANSPORTATION ENGINEERS CORP.), TO COMPLETE THE
ENGINEERING AND CONSULTING SERVICES REQUIRED FOR THE
DESIGN, PERMITTING, AND POST -PERMITTING SERVICES FOR THE
REPLACEMENT OF THE NORMANDY ISLES WATER MAIN, FROM THE
MIAMI-DADE COUNTY WATER METER TO THE NORMANDY ISLES
WATER BOOSTER STATION, INCLUDING REPLACEMENT OF PIPING,
FIXTURES, AND RELATED INFRASTRUCTURE, IN THE NOT -TO -
EXCEED AMOUNT OF $639,706.19 FOR THE DESIGN PHASE UNDER
WORK ORDER NO. 2.
WHEREAS, public infrastructure serves as the backbone of a well -run municipality, and
typically, as infrastructure ages and the needs of a growing city expand, existing infrastructure
requires rehabilitation and upgrades; and
WHEREAS, the failure to reinvest in utility infrastructure has resulted in neighboring
communities having had numerous water main breaks and sewerage spills resulting in one
community being fined $1.9 million by state regulators; and
WHEREAS, the City's existing infrastructure is aging and requires rehabilitation or
replacement; and
WHEREAS, on February 28, 2019, the City and Jacobs Engineering Group entered into
an Agreement for Master Design Consultant for Integrated Water Management (`Agreement"),
having an initial term of three (3) years, with two (2) one-year renewal terms, both of which have
been approved; and
WHEREAS, at its March 18, 2020 meeting, the City Commission accepted the five-year
critical needs capital plan for the City's water and wastewater system for the design and
construction of critical utility infrastructure projects; and
WHEREAS, on March 25, 2022, the Mayor and City Commission awarded and authorized
the execution of the Agreement with CHA Consultants, Inc. (Formerly A&P Consulting
Transportation Engineers, Corp.) for the Engineering Services for Water and Wastewater
Projects, pursuant to (RFQ) No. 2022-122-ND; and
WHEREAS, on February 8, 2023, the City and CHA Consultants, Inc. (entered into an
Agreement for the Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-
122-ND, having an initial term of three (3) years, with two (2) one-year renewal terms; and
WHEREAS, on April 28, 2023, the City Commission approved the Assignment of the
Agreement from A&P Consulting Transportation Engineers, Corp. to CHA Consulting, Inc.,
thereby assigning the rights, titles, interest, and obligations of the Agreement (RFQ) No. 2022-
122-ND from A&P Consulting Transportation Engineers, Corp. to CHA Consulting, Inc; and
WHEREAS, the Normandy Isles Water Main Replacement Project is a priority water
infrastructure project in the Normandy Isles Neighborhood, as Normandy Isles 30" Water Main is
a critical asset of the City's water infrastructure supplying water from Miami -Dade County and
serving as a transition line to the Normandy Isles Water Booster Station; and
WHEREAS, the tasks for Work Order 2 accompanying this Resolution entails the design,
permitting, and post permitting services for the replacement of the Normandy Isles Water Main
from the Miami -Dade County Water Meter to the Normandy Isles Water Booster Station which
involves replacing the piping, fixtures, and interconnections with the Normandy Isles
infrastructure; and
WHEREAS, pursuant to the Agreement between the City and CHA Consulting, Inc., the
total lump sum amount to complete the work order by CHA Consulting, Inc., is $639,706.19, which
includes the approval of NOVA Consulting, Inc., as a subconsultant, to perform specialized
Environmental Review and Permitting Services in the amount of $82,967.48, the approval of
Benny Suarez Surveying, Inc., as a subconsultant, to perform specialized Surveying Services in
the amount of $58,550.50, the approval of Geosol, Inc., as a subconsultant to perform specialized
Geotechnical Testing, Analysis, and Reporting Services in the amount of $20,045.18, and the
approval of Longitude Surveyors, LLC., as a new subconsultant to perform specialized
Subsurface Utility Engineering Services in the amount of $20,912.85.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby, relating to the Normandy Isles 30" Water Main Replacement Project, approve Work Order
No. 2 pursuant to the competitively solicited Agreement between the City and CHA Consulting,
Inc., (formerly A&P Consulting Transportation Engineers Corp.), to complete the engineering and
consulting services required for the design, permitting, and post -permitting services for the
replacement of the Normandy Isles Water Main, from the Miami -Dade County water meter to the
Normandy Isles water booster station, including replacement of piping, fixtures, and related
infrastructure, in the not -to -exceed amount of $639,706.19 for the design phase under Work Order
no. 2.

RECOMMENDATION
The Administration recommends approving the engineering and consulting services for the
Normandy Isles Water Main Replacement Project as described in Work Order 2, a copy of
which is attached. This scope seeks (1) to design the replacement of aging water main
infrastructure from the Miami -Dade County Water Meter to the Normandy isles Water Booster
Station, within the Normandy Isles Neighborhood along Normandy Drive, from just east of the
intersection with Bay Drive, to the intersection with Rue Vendome. The total project amount
within Work Omer 2 for the design phase is to not exceed $639,706.19.
BACKGROUND/HISTORY
On March 18, 2020, the Mayor and City Commission accepted the five-year critical needs
capital plan for the City's water and wastewater system for the design and construction of critical
utility infrastructure projects.
On March 25, 2022, the Mayor and City Commission awarded and authorized the execution of
the Agreement with CHA Consultants, Inc. (FormedyA&P Consulting Transportation Engineers,
Corp.) for the Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122-
ND.

On February 8, 2023, the City and CHA Consultants, Inc. (Formerly A&P Consulting
Transportation Engineers, Corp.) entered into an Agreement for the Engineering Services for
Water and Wastewater Projects (RFQ) No. 2022-122-ND, having an initial term of three (3)
years, with two (2) one-year renewal terms.
On April 28, 2023, the City Commission approved item C2J, which included the Assignment of
the Agreement from A&P Consulting Transportation Engineers, Corp. to CHA Consulting, Inc.,
thereby assigning the rights, titles, interest, and obligations of the Agreement (RFQ) No. 2022-
122-ND from A&P Consulting Transportation Engineers, Corp.to CHA Consulting, Inc.
The tasks for Work Order 2 entail the design, permitting, and post permitting services for the
replacement of the Normandy Isles Water Main from the Miami -Dade County Water Meter to
the Normandy Isles Water Booster Station which involves replacing the piping, fixtures, and
interconnections with the Normandy Isles infrastructure.
ANALYSIS
The Normandy Isles Water Main Replacement Project is a priority water infrastructure project in
the Normandy Isles Neighborhood. The project intention is to design the replacement of aging
water infrastructure, ensuring safety and reliability, in accordance with the City of Miami Beach
Water System Master Plan. This water main is eighty years old, one of the oldest in the City, and
is one of five water supply interconnections with the Miami -Dade Water and Sewer Department,
transmitting water into distribution lines for Normandy Isles and into the Normandy Isles Water
Booster, to transmit high water pressure to other neighborhoods in North Beach. The primary
objective of this replacement project is to avoid the failure of one of City of Miami Beach's most
critical sections of water infrastructure.
The City has conducted several Citywide studies to identify improvements needed throughout
its infrastructure: The City's 2019 Water Master Plan, completed by Hazen and Sawyer, P.C,
identified the need for the Normandy Isles 30-inch Water Main to undergo a replacement
project at the current capacity. This plan determined the Normandy Isles 304nch water main to
have a high consequence of failure (CoF), a composite score calculated for each water main
segment based on amount of flow, land use type, and proximity to major roads to determine the
severity of impacts should the pipe fail. Additionally, transmission water main lines were scored
as having a high CoF due to the potential social and health impacts if they fail. This same plan
identified probability of failure (PoF) factors in all water main sections determined by remaining
useful life, where most sections of the 30-inch Normandy Isles water main were classified as
having a high PoF. The combination of a high PoF due to age and high CoF due to flow amount
and it being a transmission line, leads to the prioritization of this water main replacement project
as part of the 5-Year Water and Sewer Critical Needs Plan.
Procurement Selection Process:
CHA Consulting, Inc. provided a proposal to conduct the preliminary data gathering/preparation,
design drawings, specification development, permitting, and post -design support services under
executed agreement 2022-122-ND for Engineering Services for Water and Wastewater
System Projects. This Work Order 2 for design will (1) conduct necessary preliminary data
gathering, surveying, and initial engineering to verify utilities and confirm the accuracy of existing
information to determine if additional information is needed (2) prepare drawings and
specifications for the replacement of the Normandy Isles 30�inch Water Main, which include all

necessary information to accommodate the proposed Civil improvements (3) develop the
required permit application packages to obtain the permits/regulatory approvals/reviews of
FDEP, City of Miami Beach Fire Department, FDOT, and City of Miami Beach Right of Way
Department and (4) perform the post -design and construction support services of preparing a
conformed set of drawings during the bidding process, attend pre -bid meetings, respond timely
to RFI's with necessary addenda during the bidding and construction process, attend pre -
construction meetings, review and approval of shop drawings, and assist with project close-out
and final certification.
Pursuant to the agreement request for proposals (RFQ) 2022-122-ND Engineering Services
for Water and Wastewater System Projects between the City and CHA Consulting, Inc. and
authorizing a worts order to complete the engineering and consulting services required for the
design and post design services including: (1) design of the replacement of aging water main
infrastructure from the Miami -Dade County Water and Sewer Department water meter to the
Normandy Isles Water Booster station in the amount not to exceed $457,230.18, necessary for
the Civil Engineering services; (2) utilize Nova Consulting, Inc. to perform specialized
environmental assessments and general pemlitting in the amount not to exceed $51,967.48,
and specialized contamination assessment services in the amount not to exceed $20,000, and
specialized tree removal assessment and permitting in the amount not to exceed $10,000, and
for a document reproduction fee not to exceed $1,000 pursuant to Section 6.1 of the contract,
for a total amount not to exceed $82,967.48; (3) utilize Benny Suarez Surveying, Inc. to perform
specialized services for surveying in the amount not to exceed $58,550.50; (4) utilize Geosol,
Inc. to perform specialized geotechnical testing, analysis, and reporting in the amount not to
exceed $7,397.80 in accordance with the contract rates, and for field investigation costs not in
accordance with the contract rates in the amount not to exceed $12,647.38, for a total amount
not to exceed $20,045.18; (5) approving Longitude Surveyors, LLC, as a new subconsultant, to
perform surveying, mapping, and subsurface utility engineering (SUE) services in the amount
not to exceed $20,912.85, and for a total project not to exceed amount of $639,706.19.
The Administration recommends approving and proceeding with CHA Consulting, Inc.'s scope
of work to replace the aged critical water transmission main.
Results from the 2022 Resident Survey related to the Citys perception and satisfaction show
an overall approval of 67.4%, and rated the City as a good place to live.

The total project budget for design services is $639,706.19. This project will provide a cost
estimate for the proposed infrastructure improvements throughout design, construction is
estimated to cost $6,500,000.
This project is funded by the City's Five -Year Water and Sewer Critical Needs Capital
Improvement Plan.
Once completed, this project will extend the life of the Normandy Isles 30-inch Water Main,
which is one of the Citys most critical pieces of water infrastnicture, being one of five water

supply lines from Miami -Dade County and a transmission line that runs through Normandy Isles
to the Water Booster Station. This replacement project will improve the reliability of the City s
infrastructure, ensure public health, and ensure public safety.
In order for the City to advance the replacement of the Normandy Isles 30-inch Water Main, the
Administration recommends that the Mayor and City Commission adopt the Resolution
approving the Task Order with CHA Consulting, Inc.
