A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING
(AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY
APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER
DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENTS, AND
APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI
BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) MIAMI BEACH VISITOR AND
CONVENTION AUTHORITY, TOURISM ENRICHMENT PROGRAM, IN
THE APPROXIMATE AMOUNT OF $75,000; 2) U.S. DEPARTMENT
OF HOMELAND SECURITY, FEMA, THROUGH STATE OF FLORIDA
DIVISION OF EMERGENCY MANAGEMENT AND MIAMI-DADE
COUNTY, FY 2022 OPERATION STONEGARDEN GRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF $7,400; AND 3)
FLORIDA DEPARTMENT OF LAW ENFORCEMENT, THROUGH U.S.
DEPARTMENT OF JUSTICE, FY 2022 EDWARD BYRNE MEMORIAL
JUSTICE ASSISTANCE COUNTYWIDE GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $13,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $75,000 from 1. Miami Beach Visitor and Convention Authority,
Tourism Enrichment Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to accept a grant in the
approximate amount of $7,400 from U.S. Department of Homeland Security, FEMA,
through State of Florida Division of Emergency Management and Miami -Dade County,
FY 2022 Operation Stonegarden Grant Program, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $13,000 from Florida Department of Law Enforcement, through
U.S. Department of Justice, FY 2022 Edward Byrne Memorial Justice Assistance
Countywide Grant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or her designee, to apply for, and accept
funding, execute any and all documents or agreements, and appropriate funding received
by the City of Miami Beach in connection with following grants, programs, and
agreements: 1) Miami Beach Visitor and Convention Authority, Tourism Enrichment
Program, in the approximate amount of $75,000; 2) ,U.S. Department Of Homeland
Security, FEMA, through State of Florida Division Of Emergency Management and Miami -
Dade County, FY 2022 Operation Stonegarden Grant Program, in the approximate
amount of $7,400; and 3) Florida Department of Law Enforcement, through U.S.
Department of Justice, FY 2022 Edward Byrne Memorial Justice Assistance Countywide
Grant Program, in the approximate amount of $13,000.

RECOMMENDATION
Adopt the Resolution.
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis section of this Agenda Item.

The Miami Beach Visitor and Convention Authority (MBVCA) FY 2023/2024 Tourism
Enrichment Program provides funding for activities and events that have been identified by the
MBVCA and that fulfill the MBVCA's mission. The MBVCA is a seven -member authority,
appointed by the City of Miami Beach Commission, with the goal of encouraging, developing,

and promoting the image of Miami Beach locally, nationally, and internationally as an outstanding
tourist destination.
The City administration is applying for grant funding in the approximate amount of $75,000 to
support South Beach Slam, which is South Florida's largest double's amateur Pickleball
tournament. The event will be held in a surface parking lot at 1665 Lenox Avenue, in partnership
with Major League Pickleball, the Greater Miami Convention and Visitors Bureau, and the
Lincoln Road Business Improvement District. No matching funds are required.
Operation Stonegarden (OPSG) is a federal grant program administered by the Federal
Emergency Management Agency (FEMA). The goal of the OPSG Program is to provide
funding for the enhanced cooperation and coordination of state, local, tribal, territorial, and
federal law enforcement agencies to jointly enhance security along the United States land and
water borders.
The City administration is accepting the FY 2022 Operation Stonegarden allocation as a
continuation of passthrough funding from Miami -Dade County. The funding will assist the City's
Police Department in protecting the border through its Operation Stonegarden effort, which has
been done in partnership with the Miami -Dade Police Department for several years. Specifically,
the funds will be used to cover police overtime hours. No matching funds are required.
The JAG -Countywide (JAGC) program provides an allocation to each of Florida's 67 counties
to enhance the criminal justice system. JAGC funds may be used to implement programs in
one of the following program areas: law enforcement; prosecution, courts, and indigent defense;
prevention and education; corrections, community corrections, and reentry; drug treatment and
enforcement; planning evaluation and technology improvements; crime victim and witnesses;
and mental health.
The City administration is applying for grant funding in the approximate amount of $13,000 for
the purchase of police equipment and training. Specifically, the funds will be used to purchase 4
monitors and to send 3 crime analysts to two separate training conferences. No matching funds
are required.
SUPPORTING SURVEY DATA
In the 2022 Resident Satisfaction Survey, more than 87% of respondents either "strongly
agree" or "agree" that Miami Beach free or City sponsored art and cultural activities contribute to
the quality of life in Miami Beach.
In the 2022 Resident Satisfaction Survey, more than 65% of respondents said that "quality of
police services" is either "good" or "excellent'.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
