Resolution 2023-32820RESOLUTION NO. 2023-32820 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER AND WAIVING THE INDEPENDENT COST ESTIMATE REQUIREMENT OF THE "MANAGEMENT POLICY FOR INTERNAL CONTROLS ON MAJOR CONSTRUCTION PROJECTS", APPROVED PURSUANT TO RESOLUTION NO. 2022-32047, FINDING SUCH WAIVER TO BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING THE COMPETITIVE BIDDING OF THE VENETIAN CAUSEWAY WATER MAINS AND FORCE MAINS REPLACEMENT PROJECT (PHASE 2), FOR THE PURPOSE OF FAST -TRACKING THE REPLACEMENT OF PIPELINES IN CRITICAL CONDITION, AHEAD OF MIAMI- DADE COUNTY'S VENETIAN CAUSEWAY BRIDGE REPLACEMENT PROJECT. WHEREAS, the City of Miami Beach (CITY) receives potable water from the Miami -Dade Water and Sewer Department (MDWASD) by means of four transmission mains and one of these transmission mains is located along the Venetian Causeway; and WHEREAS, water is conveyed into the Venetian Islands from MDWASD through one 30- inch ductile iron pipe (DIP) water main that splits into two parallel 16-inch water mains at each bridge crossing; and WHEREAS, these parallel mains travel aerially along the Venetian bridges on the north and south face of each bridge, with the exception of the recently installed subaqueous segment between Rivo Alto Island and Belle Isle; and WHEREAS, similarly, sewage is transmitted from the Venetian Islands due east through a series of sewer main aerial crossings on the Venetian Causeway historic bridges; and WHEREAS, each bridge carries a DIP force main that ranges in size from 8 to 12 inches, and WHEREAS, the crossings between Rivo Alto Island and Belle Isle, and between Belle Isle and Dade Boulevard on the main island, were recently replaced sub-aqueously through emergency projects; and WHEREAS, the overall condition of the remaining water and sewer main aerial crossings along Venetian Causeway is poor; and WHEREAS, the replacement of these aerial water and sewer mains crossings were prioritized in the City Water and Sewer Master Plans due to high probability and consequence of failures, in that, mechanically, all the aerial TR Flex bell and spigot pipe (inspected under previous service order) have a failed coating system or are uncoated, resulting in significant corrosion, and WHEREAS, air release valves (ARV) show extensive corrosion from exposure to the saltwater, and in multiple locations, failed water main supports have caused pipe deflections that appear to exceed manufacturer recommendations for the TR Flex joints; and WHEREAS, from a structural standpoint, in general pipe, hangers show signs of significant corrosion and some pipe supports are failing and/or missing at most of the bridges along Venetian Causeway; and WHEREAS, several pipe failures have caused significant impact to our residents and to the environment; and WHEREAS, the City retained Hazen and Sawyer, PC ("Consultant"), the prime Water and Sewer consultant, to design the replacement of the pipes as recommended in the Master Plan per Resolution No. 2020-31211; and WHEREAS, with the design effort now completed and the project currently in permitting, the scope of work for the project is as follows: (1) installation of four Horizontal directional drill segments to replace water main bridge -aerial crossings between San Marco, San Marino, Di Lido and Rivo Alto Island and between Belle Isle and Dade Boulevard in Miami Beach; and (2) installation of two horizontal directional drill segments to replace sanitary force main bridge - aerial crossings between Sant Marino, DiLido and Rivo Alto Islands; and WHEREAS, the water main replacement segments include about 5,000 linear feet (LF) of HDPE Pipe installed via horizontal directional drill (HDD) and about 450 LF of Ductile Iron Pipe (DIP) via open cut; and WHEREAS, the force main replacement segments include about 2,500 LF of HDPE pipe installed via horizontal directional drill and about 130 LF of DIP via open cut; and WHEREAS, the design has been closely coordinated with the Miami -Dade County Department of Transportation and Public Works (DTPW)'s design for demolition and construction of 11 bridges along the Venetian Causeway (MD Public Project No. 2021001 1); and WHEREAS, since these bridges were originally constructed in 1920's and have exceeded their useful life, the replacement of the water and sewer pipes with new aerial crossings on the bridges is no longer a feasible option; and WHEREAS, the pipeline replacement project is anticipated to have a construction duration of approximately 18 months, and is required to be completed prior to July 2025, when the DTPW plans to initiate the construction of the Venetian Causeway Bridge Replacement Project; and WHEREAS, pursuant to the City's "Management Policy for Internal Controls on Major Construction Projects'', as approved pursuant to Resolution No. 2022-32047, projects with an estimated construction cost greater than $5 million require the completion of an independent cost estimate; however, in an effort to fast -track the implementation of this critical pipeline replacement project and meet the DTPW's project schedule requirements, the City Manager recommends waiving this City requirement and proceeding directly with the issuance of a competitive bid for the Venetian Causeway Water and Sanitary Sewer Mains Replacement Project (Phase 2), finding that said waiver is in the best interest of the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager and waive the independent cost estimate requirement of the '"Management Policy for Internal Controls on Major Construction Projects", approved pursuant to Resolution No. 2022-32047, finding such waiver to be in the City's best interest, and authorize the competitive bidding of the Venetian Causeway Water Mains and Force Mains Replacement Project (Phase 2), for the purpose of fast -tracking the replacement of pipelines in critical condition. ahead of Miami -Dade County's Venetian Causeway Bridge Replacement Project. SUPPORTING SURVEY DATA Results from the 2022 Resident Survey related to the City's perception and satisfaction show an overall approval of 67.4%, and rated 29 Lilt; \ally QD Q yvuu PICIUC LV IIVC. FINANCIAL INFORMATION There will be no fiscal impact as this is a request to waive the independent cost estimate requirements and authorize the competitive bidding of the Venetian Causeway Water Mains and Force Mains Replacement (Phase 2) Project. The projects construction cost was estimated in October 2023 by the engineer of record at $20 million (Class 2 estimate with +20% to -15% accuracy, thus in the range of $17 million to $24 million). This project is fully funded as part of Capital Project No. 28520 Water and Wastewater Mains and Rehab. CONCLUSION This pipeline replacement project is anticipated to have a construction duration of approximately 18 months, and it is required to be completed prior to July 2025, when the Miami -Dade County Department of Transportation and Public Works (DTPW) plans to initiate the construction of the Venetian Causeway Bridge Replacement Project. In an effort to fast -track the implementation of this critical pipeline replacement project and meet the County's project schedule requirements, the Administration recommends waiving the City s requirement for projects exceeding $5 Million in construction cost, to complete an independent cost estimate ahead of issuing for bid (Resolution 2022-32047). Therefore, the Administration recommends proceeding with the competitive bid of the Venetian Causeway Water and Sanitary Sewer Mains Replacement (PHASE 2).
