The six member Grants Review Subcommittee received 41 Youth Grant Applications and 13 Natural Areas/Open Space Applications. The Committee met to review the applications, hear presentations, and draft recommendations. They divided their funding recommendations into four categories: Denied, Partial Support, Proportional Reduction and Full Support. The City of Miami Beach made four applications in the Youth Grant Applications category. Only one of our applications for $100,000 for tot-lots was approved. The City will again have the opportunity to apply for the interest monies generated by this bond sometime in the first quarter of 1999. The authorization to apply for and accept this grant was approved at the Commission meeting of March 4, 1998. The Oversight Committee received thirteen (13) applications for over $15 million in Natural Areas/Open Space Land Acquisition grants and forty-one (41) applications for over $29 million in Youth Related grants. The Grant Review Sub-Committee met six times over a three week period to review and consider funding recommendations. The Safe Neighborhood Parks Citizens' Oversight Committee heard and approved the Sub-Committee recommendations at their May 27th meeting. Although your projects were not selected for funding by the Oversight Committee, you should not be discouraged. The Oversight Committee anticipates having Interest Earning grant funds available within the next year and would encourage each applicant to consider submitting a request for funding through that grant process. The Committee is now beginning to develop the guidelines for these grants and as a prior applicant you will be notified as to their availability. The Ordinance also established a Citizen's Oversight Committee comprised of thirteen (13) members, one residing in each of the thirteen (13) County Commission districts. The Citizen's Oversight Committee was formed to oversee the disbursement of proceeds from the sale of said bonds. If the total cost of a Project exceeds the value allocated in the grant, then the City of Miami Beach will provide any supplemental funds required to complete the Project. To the extent allowed by law and its adopted budget, the City of Miami Beach shall commit any and all funds which may be required to operate, maintain and provide programming at each park project upon its completion. Section S. No substitution in capital project funding by the City of Miami Beach shall occur as a result of the grant for which the City is applying. Section 6. The Mayor and City Clerk are authorized to execute all necessary documents related to the grant applications. Section 7. The Safe Neighborhood Parks bond Challenge Grant Project Work Order is hereby established for the purpose of renovating several parks and recreation facilities within the Miami Beach Parks System, and the funds received are appropriated into the work order.
