Kasdin and Members of the City Commission FROM: Sergio Rodriguez City Manager SUBJECT: INFORMATION REQUESTED BY THE CITY COMMISSION ON JUNE 3, 1998 REGARDING A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN FOR THE HOUSING AUTHORITY OF THE CITY OF MIAMI BEACH. During the City Commission meeting of June 3, 1998, the Commission adopted Resolution No. 98- 22755 authorizing the City Manager to issue a Certification of Consistency with the City's Consolidated Plan for the Housing Authority of the City of Miami Beach. The Certification is for the Housing Authority to operate a program funded by U.S. HUD to enhance the quality of life in North Beach in collaboration with the Miami Beach Police Department, the Office of the State Attorney and the owners of residential buildings, by providing increased police protection, vigorous prosecution of criminals, and physical improvements to the buildings for improved security. The Commission requested that the Housing Authority provide the addresses of the buildings being considered for participation in the program. In addition, the Commission requested the proposed budget for the program, including a breakdown of funds allocated to the collaborating partners. The Housing Authority has provided the attached information in response to these requests. As shown on the Proposed Working Budget, if U.S. HUD funds the requested grant, the Miami Beach Police Department is to receive $71,500 for personnel costs. The grant has a match requirement which the Police Department is to satisfY by providing an in-kind contribution: police vehicles, uniforms and equipment. Robbins FROM: Officer David McLaren SUBJECT: SECURITY SURVEY FLORENCE MANOR APARTMENTS On Tuesday, May 26, 1998, per your request this officer called Mr. Lewis Swezy (377-8840) about setting up an appointment for a security survey at the Florence Manor Apartments located at 1940 - 1950 and 1046 - 1956 Marseille Drive. As of Thursday morning, May 28th, Mr. Swezy had not returned my call. This officer did an initial survey on Thursday, May 28th, of the Florence Manor Apartments, as per your request. The following is a security analysis of the Florence Manor Apartments resulting from this survey: 1. Trim shrubbery below windows and in the rear of the buildings. 2. Robbins FROM: Officer David McLaren SUBJECT: SECURITY SURVEY 1930 - 1950 71 st STREET On Tuesday, May 26, 1998, this officer met with Mr. leon who is the apartment manager at 1930 - 1950 71 st Street. Mr. Leon and Ms. Sofia Carratala (861-3464) are concerned about the security of the building. The following recommendations were made to enhance the overall security of this apartment complex: 1. Additional exterior lighting around the complex and parking area. 2. Trim the shrubbery around the complex. Trim tree branches so they do not hang to the ground. Bushes should be no more than 2 to 3 feet in height. 3. Install peepholes or door scopes in all apartment doors. j 4. Make address easily visible at night. 5. Trim shrubbery by the disabled parking sign in front of the building at 1950 71 st Street. 6. The disabled parking area is not properly marked in the rear of 1950 71 st Street. Mr. Chefminsky is concerned about the security of his buildings. The following recommendations were made to enhance the overall security of his apartmem complex: 7809 7801 Replace jalousie doors with a solid door and replace jalousie windows, trim shrubbery around the complex, additional exterior lighting and replace missing screens. The chain-link fence along the canal behind the buildings on the west side of Tatum , Waterway Drive is in poor condition, with top rails unattached, bent or missing in many locations. The fence material itself is sagging and has holes in numerous locations. The fence is only three feet tall and is easy for a small child to climb over.
