A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION, THROUGH FLORIDA HOUSE OF
REPRESENTATIVES APPROPRIATION REQUEST FY 2023-2024, IN THE
APPROXIMATE AMOUNT OF $500,000; AND 2) FLORIDA JUNIOR GOLF
COUNCIL, FLORIDA'S GOLF LICENSE PLATE PROGRAM, IN THE
APPROXIMATE AMOUNT OF $9,500.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to accept an appropriation in the
approximate amount of $500,000 from Florida Department of Environmental Protection, through
Florida House of Representatives Appropriation Request FY 2023-2024, the details of which are
set forth in the Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $9,500 from Florida Junior Golf Council, Florida's Golf License Plate
Program, the details of which are set forth in the Commission Memorandum accompanying this
Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Florida Department of
Environmental Protection, through Florida House of Representatives Appropriation Request FY
2023-2024, in the approximate amount of $500,000; and 2) Florida Junior Golf Council, Florida's
Golf License Plate Program, in the approximate amount of $9,500.

RECOMMENDATION
Adopt the Resolution.
The City of Miami Beach applies for various grants and funding allocations 'from external
agencies and' organizations. Information regarding the projects and funding sources is included
in the Analysis section of this Agenda Item.
ANALYSIS
1 Florida Department of Environmental Protection through Florida House of Representatives
Appropriation Request FY 2023-2024 in the approximate amount of $500,000 for Resilient
Seawalls along Collins Avenue
The Florida House of Representatives has appropriated funds to projects submitted under the
2023-2024 General Appropriations Act. Funded projects meet the definition of House Rule
5.14 and have been reviewed and approved by a designated sub -committee.
The City administration is accepting a Florida House of Representatives Appropriation award in
the approximate amount of $500,000 for the construction of resilient seawalls along Collins
Avenue between 23rd and 25t' Street. No matching funds required.

The Florida Junior Golf Council (FJGC) is an organization dedicated to the junior golfers- of
Florida, introducing them to the game of golf and the values embodied in the game. FJGC
provides funds to junior golf programs that offer instruction, playing opportunities, and education.
The City administration is applying for grant funding in the approximate amount of $9,500 to
support the Normandy Shores Youth Golf Clinic. The clinic offers golf instruction to City of
Miami Beach youth twice a week for 36 weeks. No matching funds required.
SUPPORTING SURVEY DATA
In the 2022 Resident Satisfaction Survey, 39A% of resident respondents were very satisfied or
satisfied with City efforts to be a "green or sustainable city'.
In the 2022 Resident Satisfaction Survey, 81.9% of resident respondents rated the "quality of
parks and recreation programs" as "good" or "excellent".
FINANCIAL INFORMATION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
