Kasdin and Members of the City Co ission NE FOR POLICE OFFICER APPLICANTS FROM: Sergio Rodriguez City Manager SUBJECT: HIRING TI This Letter to the Commission is to advise the Mayor and City Commission of the status of the hiring of police officer applicants for the Police Department. On October 19, 1998, the Police Department hired seven certified police officers. One officer was placed on the street immediately, the other six will receive a three-week orientation, then enter the 14-week Field Training Officer Program (FTO). These six police officers are due to complete their FTO training and be assigned to regular duties on February 15, 1999. On November 16, 1998, the Police Department hired four certified police officers. These new police officers will receive a 3-week orientation, then be placed in the 14-week FTO program. They will be assigned to regular duties on March 15, 1999. The Police Department still has applicants on the list of previously certified police officers and is anticipating hiring four to six off of this list by January 1999. Once hired, these new police officers will receive a 3-week orientation, then be placed in the 14-week FTO program. It is anticipated that they will be assigned to regular duties in May 1999. As of this date, the Human Resources Department has administered the Multi Modal Test for the position of Police Officer to 955 persons. Of the 955 non-certified applicants taking the examination, 650 passed and will go on to the next phase of the hiring process. Following is the timeline that will be used for the hiring process: 1. The Human Resources Department will conduct a random lottery Friday, November 20, 1998. The random lottery will select 400 names from the list of 650 qualified applicants. 2. The 400 applicants selected will then be administered the physical ability test (P A T), on two consecutive Saturdays, December 12 and December 19,1998. The testing will be conducted at the Criminal Justice Institute, Miami Dade Community College, North Campus. 3. Those applicants who successfully pass the physical ability test will be administered the final test, which is the Behavioral Assessment Test (BAT). The Behavioral Assessment Test will be administered at the end of December 1998. The exact date is not known at this time as the Human Resources Department is working with the Miami Beach Convention Center to determine the availability of space for conducting the examination. 4. At the completion of the Behavioral Assessment Test, the Human Resources Department will receive a ranked list from the test consultant by January 31, 1999. 5. Based on the January 1999 date, we anticipate a police academy class to begin in April 1999. The police academy program is 23 weeks. Upon successful completion of the police academy, the new police officers will receive a 3-week orientation, then enter the 14-week FTO program. We anticipate them being assigned to regular duties January 2000. This ranked list will be active for two years commencing from January 1999. In summary, the Police Department entered this budget year with an sworn strength of342 employees. Hiring from a list of certified applicants should increase our sworn staffing to approximately 355 employees by the end of this fiscal year.
