SUBJECT: Amended Boundary of the Enterprise Zone
On December 2, 1998, the Mayor and City Commission of the City of Miami Beach adopted
Resolution No. 98-22986 requesting that the Miami-Dade Board of County Commissioners amend
the boundary of the Enterprise Zone within the City of Miami Beach. The proposed amendment to
the Enterprise Zone was to replace land in publicly-owned parks and certain areas of the beaches
with property along Washington Avenue and Espanola Way.
Following the adoption of this resolution, the City Manager forwarded it to the County Office of
Community and Economic Development for review prior to submitting it to the Board of County
Commissioners for consideration. During the review, which included tests of pervasive poverty,
unemployment and general distress, county planners determined that the area north of Lincoln Road
and west of Washington Avenue did not qualify for inclusion because the poverty rate was less than
the 20% required by Florida Statute. Therefore, this area was eliminated, prior to submitting the
proposed amendment to the Board of County Commissioners for their approval at the December 15,
1998 meeting. The area eliminated was the portion that includes the two city-owned parking lots
on 17th Street and buildings that front the north side of Lincoln Road.
The County must now submit the amended boundaries of the Enterprise Zone to the Florida Office
of Tourism, Trade and Economic Development before December 31, 1998. The State will then
review the County's application and a decision to accept or reject the modified boundaries of the
Miami-Dade Enterprise Zone should occur before July 1, 1999.
A map which shows the amended Enterprise Zone in the South Beach area of the City of Miami
Beach is attached.
