95-21730 Reso RESOLUTION NO. 95-21730 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING A THREE (3) MONTH EXTENSION OF THE AGREEMENT BETWEEN THE CITY OF MIAMI BEACH AND MOTOROLA, INC. SO THAT THE CITY MAY HAVE TIME TO PREPARE A REQUEST FOR PROPOSAL AND AWARD A NEW SERVICE AGREEMENT FOR RADIO SYSTEM AND EQUIPMENT MAINTENANCE. WHEREAS, the City's existing Agreement with Motorola, Inc. for the maintenance, repair and installation of the City's radio system and equipment (Agreement) is due to expire on September 30, 1995; and WHEREAS, there are now other vendors in addition to Motorola who are in a position to provide these services; and WHEREAS, the Administration has decided to prepare and issue a Request for Proposal for a new service agreement; and WHEREAS, in the interim, the Administration needs to continue to have a service agreement for the radio system and equipment while preparing and issuing a Request for Proposal, so as not to interrupt the service being provided. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve a three (3) month extension to the existing Agreement between the City of Miami Beach and Motorola, Inc. at the current rate of $14,532.00 per month. FOR MAINTENANCE OF THE CITY'S RADIO SYSTEM. ADMINISTRATION RECOMMENDATION The Administration recommends that the City Commission approve a three month extension of the current Agreement for maintenance of City of Miami Beach communication equipment with Motorola, Inc. so that the City can prepare and issue a Request for Proposal for a new service contract. BACKGROUND In February 1991 (Commission Memorandum No. 80-91 attached), the City contracted with Motorola, Inc. for the maintenance, repair and installation of the City's radio system and equipment for a period of four years and twenty- eight weeks commencing March 15, 1991 and ending September 30, 1995. At that time, Motorola was the only option other than the City employing its own personnel and stocking its own parts to maintain its radio system. The Agreement provided for a fixed fee during each successive year and covers all aspects of the radio system on a 24 hour/7 day a week basis. Some equipment such as handlheld radios and other peripheral equipment is covered on regular working days. In December 1993, the City reinvestigated the feasibility of bringing the radio system and equipment maintenance in-house and determined that it was still not feasible for the City to do so. A copy of this report is attached for reference. Since that time, several changes have occurred in the local radio industry. Two firms, Signal Communications and Communications Maintenance, have come to our attention in the last month, who are interested in providing radio system maintenance and equipment service to the City. Rather than renegotiate a new long-term agreement with Motorola, we are preparing an RFP for these services. Motorola has indicated that they will agree to the extension of the existing Agreement at the current rate of$14,532.00 per month. ANALYSIS The extension of this Agreement will grant the City adequate time to prepare and issue a Request for Proposal for service while ensuring that the City can continue to maintain the existing radio system and equipment. Since the radio system is used by both public safety and general government departments, it is in the City's best interest to have continuous service for the radio system. CONCLUSION The extension of the Agreement is needed to provide continuous service for the City's radio system and equipment while preparing and issuing a Request for Proposal and awarding a new agreement. It is anticipated that the Request for Proposals process will take two months with another month to implement a new agreement. CLG AGENDA ITEM GATE 2 ` - 6
