A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
AUTHORIZING THE CONCERT ASSOCIATION OF FLORIDA,
INC, TO SUBMIT A GRANT PROPOSAL TO THE METRO-DADE
CULTURAL AFFAIRS COUNCIL'S CAPITAL DEVELOPMENT
GRANTS PROGRAM, FOR AND ON BEHALF OF THE COLONY
THEATER, IN THE AMOUNT OF $50,000, AND AUTHORIZING
THE CITY TO COMMIT MATCHING FUNDS, FROM REVENUES
OF THE PARAMOUNT CAFE, IN AN AMOUNT EQUAL TO
FUNDS AWARDED,
WHEREAS, the Metro-Dade Cultural Affairs Council has announced applications for ts
1997 -98 Capital Development (MDCAC) Grants Program; and
WHEREAS, the program assists nonprofit cultural organizations to purchase, reno'ia13,
and/or equip neighborhood-based cultural facilities; and
WHEREAS, a condition of the program is a minimum 1:1 match commitment of supp< rt
from the City of Miami Beach, with applications due August 24, 1997; and
WHEREAS, the Capital Development Grants Program has provided funding for renovatioils
and improvements for the Colony Theater since the inception of the program; and
WHEREAS, the Concert Association would like to submit an application again this ye3r
requesting maximum funding of $50,000 for a project that includes the purchase of video proje:;ticln
equipment, the purchase of new state-of-the-art lighting instruments, and repairs to the proje::tion
booth; and
WHEREAS, the City of Miami Beach and the Concert Association have been partne rs in
this project each year, underwriting renovation and purchase of state-of-the-art technical equipme1t
that has made the Colony the most popular small theater in South Florida; and
WHEREAS, in recent years, the Colony has used its MDCAC grant to fund technical
equipment and improvements,
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIO~,I C F
THE CITY OF MIAMI BEACH, FLORIDA THAT the Concert Association of Florida, Inc, is
retroactively authorized to submit a grant proposal to the Metro-Dade Cultural Affairs Coul1ci 's
Capital Development Grants Program, for and on behalf of the Colony Theater, in the amount)f
$50,000, and authorizing a matching contribution from the City, from revenues of the Paramou1t
Cafe, in an amount equal to funds awarded,

BACKGROUND
The Metro-Dade Cultural Affairs Council has announced applications for its 1997-98 Capite I
Development (MDCAC) Grants Program, The program assists nonprofit cultural organization 5 tll

ANAL YSIS
The Capital Development Grants Program has provided funding for renovations and improvement;
for the Colony Theater since the inception of the program, The Colony Theater has been fundell
consistently from this grant program and the Concert Association would like to submit all
application again this year requesting maximum funding, The City of Miami Beach and the Con,;el t
Association have been partners in this project each year, underwriting renovation and purch.:lsH

CONCLUSION
The Administration recommends the adoption of the attached Resolution retroactively authori~:in!1
the Concert Association of Florida, Inc, to submit a grant proposal to the Metro-Dade Culture I
Affairs Council's Capital Development Grants Program, for and on behalf of the Colony Theater,
in the amount of $50,000, and authorizing the City to commit matching funds, from revenues of thl.~
