99-23226 RESO RESOLUTION NO. 99-23226 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA APPROVING AND APPROPRIATING $30,000 FROM MIAMI BEACH CULTURAL ARTS COUNCIL FUNDS TO THE PERFORMING ARTS CENTER TRUST, INC. TO ENGAGE A CONSULTANT TO CONDUCT A CULTURAL FACILITIES MASTERPLAN FOR MIAMI BEACH. WHEREAS, the Cultural Arts Council (Council) was created to develop, coordinate, and promote the performing and visual arts of the City of Miami Beach for the enjoyment, education, cultural enrichment, and benefit of the residents of and visitors to the City; and WHEREAS, at its regular board meeting on April 29, 1999, the Council recommended that $30,000 be allocated from its funds for the development of a Cultural Facilities Masterplan to assess the City's needs regarding cultural facilities; and WHEREAS, accordingly, the Administration would recommend that the Mayor and City Commission herein approve and appropriate $30,000 from Council funds to the Performing Arts Center Trust, Inc., to engage a consultant to conduct said Facilities Masterplan and assess the City's needs regarding cultural facilities. TO ENGAGE A CONSULTANT TO CONDUCT A CULTURAL FACILITIES MASTERPLAN FOR MIAMI BEACH. ADMINISTRA TION RECOMMENDATION Adopt the Resolution. BACKGROUND The initial stages of the Cultural Arts Council's (CAC) community outreach revealed a need for a thorough evaluation of the City's performance facilities and an assessment of costs to bring these facilities into usable condition. It is the goal of the Council, as directed by the Commission, to ensure the availability of accessible, affordable, and suitable places for the arts to be performed and exhibited on Miami Beach. ANALY'SIS At its April 29, 1999 board meeting the Council resolved to allocate $30,000 for a facilities masterplan to professionally assess the condition of the City's cultural facilities vis-a-vis the needs of the cultural community. It is critical to the accomplishment of the CAC's mission to hire professional expertise to perform a citywide facility assessment. That expertise is available locally, through a current contract held by the Dade County Performing Arts Center Trust. The most efficient and expeditious manner to conduct this assessment is to channel funding available from the CAC budget for the Facilities Masterplan to the Performing Arts Center Trust, a not-far-profit organization assisting in the development of the Performing Arts Center in Miami, in order to utilize the services of the recognized national expert now doing similar work for Dade County. An agreement as to the terms and conditions, as well as a timeline for implementation, will be negotiated prior to award of the funding. AGENDA ITEM c... I A DATE --2-=1- 99 The consultant's scope of work to conduct the Cultural Facilities Masterplan includes: ~ Assessing the current physical condition of selected existing and planned performing arts facilities in the City of Miami Beach and making recommendations for capital improvements, to maximize their technical capability for the work of artists and arts organizations and to improve the experience for audience members. This assessment should incorporate an analysis of the existing user organizations and recommendations on how to maximize and provide for an efficient use of the identified facilities. This work will take the form of a written report making narrative recommendations, accompanied by line-item budgets detailing costs, in current dollars, for recommended changes and/or improvements to front and back of house areas. The report shall prioritize the list of selected facilities for recommended work, based on the cost effectiveness of proposed capital improvements and the maximum cultural impact that improvements can make in providing affordable, upgraded performance spaces for performing arts groups. ~ Work items recommended for each facility shall be prioritized in the event that projects may be partially implemented or implemented in phases. ~ In consultation with the Office of the City Manager of Miami Beach and the Miami Beach Cultural Arts Council, compile an initial list of possible funding sources for work recommended. The Facilities Masterplan is to be completed 60 days from notice to proceed with the work. The facilities to be assessed include: ~ Colony Theater ~ Rotunda of the "Old" Miami Beach Library (21st Street) ~ Performing Arts Network (PAN) studios and performance space ~ New Miami Beach Regional Library auditorium/performance space ~ Bass Museum New Auditorium space ~ Ocean Front Auditorium ~ North Beach facility (to be identified) The consultant's proposed cost shall be inclusive of all services and reimbursable costs necessary to complete this project, and is not to exceed $30,000. The consultant's work will be managed by the City's staffand Facilities Committee of the Miami Beach Cultural Arts Council with funding through the Performing Arts Center Trust CONCLUSION: The City Commission should adopt the resolution appropriating $30,000 from Miami Beach Cultural Arts Council funds to the Performing Arts Center Trust, Inc. to engage a consultant to conduct a Cultural Facilities Masterplan for Miami Beach.
