99-23229 RESO RESOLUTION NO. 99-23229 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR FUNDS FROM THE MIAMI-DADE COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM TO IMPLEMENT CITY PROGRAMS THAT HAVE A REGIONAL IMPACT, AND AUTHORIZING THE APPROPRIATION OF FUNDS WHEN RECEIVED. WHEREAS, the Miami-Dade County Community Development Block Grant (CDBG) program allocates block grant funds from the U.S. Department of Housing and Urban Development (HUD) to municipalities, non-profit organizations, and others for activities that benefit low and moderate income areas; and WHEREAS, on June 15, 1999, Miami-Dade County made its Request for Applications for CDBG program funds available, with a deadline of Noon, on July 15, 1999; and WHEREAS, CDBG program funds generally are allocated to agencies implementing projects and activities in the following categories: Economic Development, Public Services, Housing, Capital Improvements, and Historic Preservation; and WHEREAS, the City of Miami Beach has programs that, because of their regional impact, are good candidates for funding under Miami-Dade County's CDBG program; and WHEREAS, the Administration is requesting authorization from the Commission to submit applications for funding to Miami-Dade County CDBG program; and WHEREAS, there will not be a financial impact on the City's General Fund as a result of this application. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Manager, or his designee, to apply for Funds from the Miami-Dade County Community Development Block Grant (CDBG) Program to implement city programs that have a regional impact, and authorize the appropriation of funds when received. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND The Miami-Dade County Community Development Block Grant (CDBG) program allocates block grant funds from the U.S. Department of Housing and Urban Development (HUD) to municipalities, nonprofit organizations and others for activities that benefit low and moderate income persons or low and moderate areas (areas in which at least 51 % of the residents earn below 80% of the County's median). On June 15, 1999, Miami-Dade County made its Request For Applications (RF A) available with a deadline of noon on July 15, 1999. CDBG program funds generally are allocated to agencies implementing projects and activities in the following categories: (1) Capital Improvements ($2,275,485 available) - Acquisition, senior centers, neighborhood facilities. parks, recreational facilities, homeless facilities, street improvements, sidewalks, water and sewer improvements, child care centers, tree planting. (2) Public Services ($4,964,280 available) - Senior services, services for the disabled, child care, crime prevention, youth services, employment training, substance abuse, transportation services, welfare reform activities, fair housing counseling, and abused and neglected children. (3) Housing ($6,452,000 available) - Land acquisition. new housing construction, single-family home rehabilitation, multi-family rehabilitation, acquisition for rehabilitation, disposition, relocation, and housing site improvements. AGENDA ITEM C-1D 1 -1-99_ DATE COMMISSION MEMORANDUM JULY 7,1999 PAGE 2 (4) Historic Preservation ($260,000 available) - Rehabilitation of historical residential or commercial structures and planning for neighborhood historic preservation activities. (5) Economic Development ($3,500,000 available) - Revolving loan funds for business development, commercial/industrial infrastructure development, technical assistance, commercial rehabilitation, revitalization, acquisition and/or construction of commercial facilities and micro-enterprise assistance and peer lending (Note: the RF A is not soliciting funding proposals/requests during this funding cycle for revolving loan funds, micro-enterprise and peer lending, and commercial revitalization activities.) County CDBG funding for activities in entitlement jurisdictions will be limited to those activities which demonstrate Metropolitan Significance, and which are consistent with the high-priority needs identified in that jurisdiction's Consolidated Plan. Metropolitan Significance is defined as "benefitting low- and moderate-income persons either directly or indirectly in Dade County beyond the boundaries of the municipality where the activity is either physically located or the borders of its service area." ANALYSIS The City of Miami Beach is an entitlement city receiving an annual allocation of federal funds which includes Community Development Block Grant (CDBG) program funds. As such, the City has not traditionally received funding from Miami-Dade County CDBG funds. However, the City of Miami Beach has programs that, because of their regional impact, are good candidates for funding under the County's program. The Administration recommends two such activities that have been defined both in the City of Miami Beach's Consolidated Plan and the County's Consolidated Plan as high priority needs. Both projects are located within target areas, as defined by the City of Miami Beach's CDBG program and benefit low and moderate income persons beyond the boundaries of the City of Miami Beach. . North Shore Open Space Park Nature Center: $500,000 - to complete the renovation and construction of a Nature Center. Partial funding for the Center has been secured through Miami-Dade County's Safe Neighborhoods Park Bond Program. Additional funding will pemlit an expanded Nature Center that will serve as a regional facility capable of serving Miami-Dade residents. Presently, Miami-Dade County's Beach Maintenance Division is housed within the Park. which the City leases from the State of Florida. The requested funding will be utilized to renovate and expand the Nature Center to better accommodate the County's Beach Maintenance Division and landscape the Center to better fit into the park. Park facility improvements have been identified as high priority needs in both the City of Mianli Beach's Consolidated Plan and the County's Consolidated Plan. COMMISSION MEMORANDUM JULY 7,1999 PAGE 3 . Collins Park Regional Library and Cultural Campus: $1,000,000 - to complete streetscape and landscaping improvements for the library and cultural campus. Funding for the library renovation has been secured through the 1996 lnterlocal Agreement with Miami - Dade County. Public facility improvements have been identified as high priority needs in both the City of Miami Beach's and the County's Consolidated Plan. The Administration is requesting authorization from the Commission to submit the recommended applications for funding to Miami-Dade County's CDBG program. There will not be a financial impact on the City's General Fund as a result of these applications.
