A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
AUTHORIZING THE ADMINISTRATION TO SUBMIT A GRANT
PROPOSAL TO THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT UNDER THE FAIR HOUSING
INITIATIVES PROGRAM, IN THE AMOUNT OF $38,765, FOR
THE PURPOSE OF EXPANDING FAIR HOUSING ACTIVITIES
CONDUCTED BY THE CITY OF MIAMI BEACH; AUTHORIZING
THE ACCEPTANCE OF THE GRANT, IF AWARDED, AND
APPROPRIATING THE FUNDS IN COMPLIANCE WITH THE
TERMS OF THE GRANT.
WHEREAS, the City has traditionally fulfilled the Fair Housing laws of both the State and
the Federal government; and
WHEREAS, in December 1992, the Mayor and City Commission adopted Ordinance
Number 92-2824 the City's Human Rights Ordinance; and
WHEREAS, in April 1997, the U.S. Department of Housing and Urban Development (HUD)
issued a Notice of Funding Availability for Fair Housing Initiatives, advising interested parties of
funds available for, among other activities, education and outreach initiatives to enhance
compliance with the federal Fair Housing Act and substantially equivalent State and local Fair
Housing laws; and
WHEREAS, to qualify for funding, a grant application must be submitted to HUD no later
than August 25, 1997; and
WHEREAS, the City prepared and submitted an application for funding seeking an award
of $38,765 for the expansion of its current activities in the area of Fair Housing; and
WHEREAS, it is herein requested that the Mayor and City Commission retroactively
authorize the submission of the grant application, authorize acceptance of the grant, if awarded,
and appropriate the funds received in compliance with the terms of the grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Administration is retroactively authorized to
submit a grant proposal to the U.S. Department of Housing and Urban Development under the Fair
Housing Initiatives Program, in the amount of $38,765, for the purpose of expanding Fair Housing
activities conducted by the City of Miami Beach; authorizing the acceptance of the grant, if
awarded, and appropriating the funds in compliance with the ter s of the grant.

Adopt the Resolution.
BACKGROUND
The U.S. Department of Housing and Urban Development (HUD) has issued a Notice of
Funding Availability for the Fair Housing Initiatives Program to assist projects and activities
designed to enforce and enhance compliance with the Fair Housing Act and substantially
equivalent State and local fair housing laws. The Fair Housing Initiatives Program will fund
projects under three initiatives: (1) Education and Outreach Initiative; (2) Private
Enforcement Initiative; and (3) Fair Housing Organizations Initiative. The deadline for
applications was August 25, 1997.
ANALYSIS
In order to be eligible to receive federal funds, all participating jurisdictions must comply
with federal regulations regarding Fair Housing. HUD has responsibility for ensuring that
Fair Housing regulations are adhered to in all of their programs. For the City of Miami
Beach, these include: Community Development Block Grant (CDBG), Emergency Shelter
Grant (ESG) Program, and the HOME Investment Partnerships Program. Other federal
funding agencies include the Federal Emergency Management Association (FEMA), the
Department of Transportation (DOT), and the Economic Development Administration
(EDA).

The grant proposal under HUD's Fair Housing Initiatives Program, Education and Outreach
Initiative, would allow the City to expand its activities and establish tools for the
continuation of the program in years to come. The program is designed to:
. Assist the City with its new Consolidated Plan in the area of fair housing. Through
this project, technical assistance will be available to the City to ensure that fair
housing issues are addressed in all aspects of the City's Consolidated Plan for
Federal Funds, expected to become effective October 1, 1998.
. Update and maintain the existing Analysis of Impediments to Fair Housing.
. Develop a fair housing public information campaign that may include brochures,
videos, television, radio spots, newspaper advertisements, etc.
. Provide training sessions to City staff, and subrecipients of federal funds, to support
compliance with the Fair Housing Act and the Fair Housing Accessibility Guidelines.
. Develop and implement workshops regarding fair housing.
. Provide fair housing victim counseling services;
. Provide additional outreach through the City's existing site on the World Wide Web.
CONCLUSION
The Administration recommends adoption of the attached Resolution of the Mayor and City
Commission of the City of Miami Beach, Florida, retroactively authorizing the
Administration to submit a grant proposal to the U.S. Department of Housing and Urban
Development under the Fair Housing Initiatives Program, in the amount of $38,765, for the
purpose of expanding fair housing activities conducted by the City of Miami Beach;
authorizing the acceptance of the grant, if awarded, and appropriating the funds in
compliance with the terms of the grant.
