ADMINISTRA TION RECOMMENDATION: The Administration recommends that the Mayor and City Commission schedule a public hearing on September 24, 1997 at 1 :45 p.m. to consider the traffic modification proposal for the area of lower North Bay Road at Twentieth Street and the entrance to Sunset Islands 3 and 4, BACKGROUND: At the request of lower North Bay Road residents to modify the flow of traffic through North Bay Road between Twentieth Street and Alton Road at Chase Avenue, several alternatives were developed. Following previous hearings before the City Commission and numerous meetings between residents of lower North Bay Road, Sunset Islands 3 and 4 and City staff, a proposal by the homeowners for traffic modifications in the area has been developed as depicted in the attached sketch, This proposed traffic modification needs to be presented to all affected parties including residents of Sunset Harbour, Alton Road and Neighboring businesses, ANALYSIS: The estimated cost to implement this conceptual design is $210,000, excluding the cost of the wall that extends along North Bay Road, proposed by the homeowners, for which a cost estimate cannot be made until the wall is further designed. Should the Sunset Islands 3 and 4 homeowners desire to relocate their guardhouse, the estimated cost of $40,000 for this work will be paid for by those homeowners. Gfthe $210,000 required to implement this project, $35,000 can be paid from water, sewer and stormwater funds, leaving a balance of $175,000. Funding for the $175,000 shortfall is available from unallocated bond funds, CONCLUSION: The City Commission should schedule the public hearing to consider the residents' proposal for the lower end of North Bay Road at the entrance to Sunset Islands and the City Clerk should provide proper,o'ice to all the concerned residents of the scheduled public hearing.
