95-21503 RESO RESOLUTION NO. 95-21503 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE DESIGN TEAM OF THOMPSON AND WOOD, INC. TO PROCEED TO DESIGN DEVELOPMENT FOR THE LINCOLN ROAD CAPITAL IMPROVEMENT DISTRICT #1 WHEREAS, the Lincoln Road community and the City of Miami Beach have worked together as partners for almost three years in planning the revitalization of that area; and WHEREAS, more than 200 meetings, attended by the community, yielded consensus to physically improve Lincoln Road, and adopt a management process to sustain the improved area,and WHEREAS, on July 13, 1994, the Lincoln Road Capital Improvement District # 1 was established, in order to assess property owners to partially fund the above ground improvements, which are part of a $16 Million total budgeted capital improvement proposal; and, WHEREAS, on July 27, 1994, the Mayor and City Commission approved a resolution authorizing the Mayor and City Clerk to execute an agreement with Thompson and Wood, Inc, for architectural and engineering services for Phase II of the Lincoln Road Area Capital Improvement Project; and, WHEREAS, on February 2, 1995, at a public meeting with the Lincoln Road community, the design schematics for the Lincoln Road Capital Improvement District # 1 were presented and endorsed and it is now recommended that the Mayor and City Commission authorize Thompson and Wood, Inc. to proceed to design development, in order to accomplish the proposed construction schedule, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize Thompson and Wood, Inc. to proceed to design development for the capital improvements for the Lincoln Road Capital Improvement District # 1. Carlton ~ City Manager RECOMMENDATIONS FROM THE LINCOLN ROAD PARTNERSHIP AND THE CITY ADMINISTRATION FOR AUTHORIZATION TO THOMPSON AND WOOD, INC. TO PROCEED TO DESIGN DEVELOPMENT FOR THE LINCOLN ROAD CAPITAL IMPROVEMENT DISTRICT #1 DATE: February 15, 1995 TO: SUBJECT: ADMINISTRATION RECOMMENDATION: It is recommended that the City Commission give authorization to Thompson and Wood, Inc.to proceed to design development for the Lincoln Road Capital Improvement District # 1. BACKGROUND: Mer more than two years of extensive open study, debate, and planning with the Lincoln Road Task Force, the City of Miami Beach, Miami Beach Development Corporation, and all other interests in the Lincoln Road area, consensus was reached on the need for capital improvements and effective management of the area. On July 13, 1994, the City Commission enabled the formation of the Lincoln Road Capital Improvement District # 1, for the purpose of a $16 Million capital improvement in the established district, to include infrastructure replacement. curb, gutter and cross-street improvements, as 'well as $9 Million of above ground improvements and beautification for Lincoln Road, from Collins Avenue to West Avenue. On July 27, 1994, the architectural fIrm of Thompson and Wood, Inc. and the engineering fIrm of Kimley, Horn and Assoc. were approved by the City Commission to complete the plans for those improvements, with special emphasis on public involvement. Ben Wood, of Thompson and Wood, Inc., gathered a world class team of designers and technicians, including landscape architect Martha Schwartz. designer/architect Carlos Zapata, arts consultant Cesar Trasobares, landscape architect William Pressley, and several other design experts. The team was joined by Hiroshi Hara, Japan's leading contemporary architect, who visited in November and experienced ..the Road" first hand. Since last August, more than 40 professionals have been working on the Lincoln Road design project, many r' full time. . AGENDA ITEM R-1- 0 2-IS-QS DATE On Thursday. February 2. 1995, the Lincoln Road Partnership, Inc. Board of Directors met with the design team and reviewed a presentation of the design schematics, including budget, options for the treatment of cross streets, and an aggressive schedule to allow the major work to be completed before Christmas 1995. At a public meeting later that day, attended by more than 200 members of the community. there was broad acceptance of the presentation, with the expression of comments and concems regarding details. The design team accepted most of these as recommendations and is now prepared to to more to design development. Therefore it is appropriate for the City Commission to review the presentation and authorize this phase to begin. Attached is a comprehensive representation of that presentation for your review. CONCLUSION: Lincoln Road continues to generate excitement, and its dramatic comeback must be supported. The design team headed by Ben Wood. of Thompson and Wood. Inc., is ready to proceed to design development for the above grade work. The infrastructure and cross street work is nearly ready to go to bid. This will prevent further construction disruption in the near and mid-future. It is of absolute importance that this process proceed, in order to adhere to the proposed schedule. so that the Lincoln Road improvements can be substantially completed before the holiday shopping season in December. This is another step in the exciting process that the City of Miami Beach and the Lincoln Road community are taking together to restore and enhance the heritage and secure an even better future for this "World Class Center of Commerce and Culture of Miami Beach".
