The Florida Department of Transportation's (FOOT) Consultant, Yaskin Engineering, has prepared a Draft Maintenance of Traffic (MOT) Plan for the 63rd Street at Indian Creek Drive area, pursuant to the 63rd Street Removal, Bridge Rehabilitation and Improvements to Indian Creek Project, which is currently planned for a construction start in mid-April 2006. This initial document was discussed with Public Works staff who suggested certain revisions to the plan. The draft MOT plan was also discussed with Commissioner Steinberg who made some recommendations that were submitted to FOOT. The Draft MOT is a living document that will be continuously revised and updated in the 22- month period between now and construction start, as FOOT meets with City staff, the general public, and later with the project contractor who has yet to be selected by FDOT. Additional adjustments to the MOT will be made even during construction in response to unforeseen conditions, special events, etc. Copy of the Draft MOT is attached. A FOOT estimated construction schedule is attached; however, this schedule is for planning purposes only, the actual construction schedule will be developed by the successful construction contractor after award of the contract. FOOT estimates that the entire project will take 580 days to complete. However, since the contractor will be given substantial incentives to complete the work early, and penalties for completing the work late, the real construction time will not be known until the bids for the project are received in January 2005. As to an analysis of what impacts the construction will have on fire rescue and police services, this will also be done in the next few months MOT refinement, via meetings with both the Miami Beach Police and Fire Departments. The City will assure that the provisions of all emergency services are not adversely impacted by the project. FOOT has standard operating procedures for immediate activation and implementation of road opening and construction debris removal, whenever a hurricane emergency is predicted. We will request a copy of this SOP to assure that an adequate response is anticipated to address any hurricane conditions. As to the impacts to residential commuting times and potential economic impacts to North Beach, the City would have to hire consultants to conduct such studies on the City's behalf. FOOT, who has a mandate to construct, maintain, and be liable for all roads under State jurisdiction, is not required either by the State or Federal funding agencies to study these aspects of their projects. In fact, the City itself hired a consultant to conduct such studies prior to construction of the Collins Avenue (Lincoln Road to 26th Street) project. FOOT is scheduled to make a presentation to the Transportation and Parking Committee on July 12, 2004, and also has scheduled a public information meeting at Nautilus Middle School on Wednesday, July 21,2004.
