RESOLUTION NO. 99-23031
A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
FUNDING OF THE OFF-DUTY POLICE PROGRAM FOR WASHINGTON
AVENUE, THROUGH SEPTEMBER 30, 1999, OR UNTIL A NEW POLICE
STAFFING PROGRAM IS APPROVED; REALLOCATING FUNDS IN THE
AMOUNT OF $180,000, FROM POLICE FUNDS IDENTIFIED THROUGH
UNFILLED, BUDGETED POSITIONS AS SALARY SAVINGS; AND CONTINUING
TO ADMINISTER THE PROGRAM THROUGH THE POLICE ATHLETIC
LEAGUE (PAL) OF MIAMI BEACH.
WHEREAS, the Administration recognizes the importance of continuing to provide
additional police security services on Washington Avenue through the Off-Duty Police Program; and
WHEREAS, the administrative responsibilities for monitoring and administering the Off-
Duty Police Program for Washington Avenue have been successfully performed by the Miami Beach
Police Athletic League; and
WHEREAS, the Administration recommends that the Mayor and City Commission herein
approve funding from salary savings achieved by unfilled, budgeted positions within the Police
Department, in the amount of$180,000, through September 30,1999, or until a different staffing
program is approved and implemented.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize and approve the funding of the Off-Duty Police Program for
Washington Avenue, through September 30, 1999, or until a new police staffing program is
approved; reallocating funds in the amount of $180,000, from police funds identified through
unfilled, budgeted positions as salary savings; and continuing to administer the Program through the
Police Athletic League (PAL) of Miami Beach.

MIAMI BEACH.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
For the past several years, the community has urged increased police presence on Washington
A venue. While the majority of officers are assigned there on regular shifts, additional staff is placed
through the Off-Duty Program. The Off-Duty Police administrative functions were initially
provided by the Miami Beach Community Development Corporation (MBCDC). The City's
agreement with MBCDC ended at the end of fiscal year 1997. and, at the Administration's request,
was extended by the City Commission for an additional 60 days which lapsed at the end of
November, 1997. MBCDC received a 10% administration fee for administering the Off-Duty
Program. On October 21,1998, the City Commission extended the Washington Avenue Off-Duty
Program through January 1999, utilizing Law Enforcement Trust funds. That approval expires at
the month end. The Administration is seeking to extend the Off-Duty Program and has identified
funding through police salary savings of unfilled. budgeted positions.
In December of 1997, the City Commission awarded the supervision of the Off-Duty Program for
Washington Avenue to the Police Athletic League (PAL). PAL has successfully monitored this
Program for the past 11 months. The Administration recommends that PAL continue to administer
the Off-duty Program through September 30. 1999, or until a new staffing program is approved. The
remuneration, approximately $22.000 per month, is available from funding identified by the Police

Department as part of the salary savings available from unfilled positions. The total cost of the OtI-
Duty Police Program through September 30, 1999 will be $180,000. Continuance of the additional
police presence on Washington Avenue is essential. It is anticipated that new police hires will reduce
the necessity of this Off-Duty Program, but a staffing plan must be developed and approved.
AN AL YSIS
The Police Athletic League has administered the Off-Duty Police Program for Washington Avenue
since December 1997, and has benefitted with the receipt of an administrative fee of 10%. (PAL is
in the process of building a new state-of-the-art facility which, when completed, will greatly enhance
available programming for our City's children.) PAL has validated all payroll reports and monitored
the Program on an ongoing basis. The Program costs have averaged $5,500 per week, and theretore
approximately $180,000 in costs for the eight month period from February 1. 1999 to September 30,
1999 is anticipated. When a new policing plan is accepted, it will reduce the need for this Off-Duty
Program. Until that time, the Off-Duty Program will continue.
CONCLUSION
The City Commission should approve the Resolution enabling PAL to continue to administer the
Off-Duty Program through September 30, 1999, or until the policing strategy for Washington
A venue is revised, and this Program is no longer necessary.
