LTC 171-2004 Florida Power & Light (FPL) Damaged Power Cables CITY OF MIAMI BEACH Office of the City Manager Letter to Commission No. 171-2004 m To: From: Mayor David Dermer and Members of the City Commission Jorge M. Gonzalez \ ~ City Manager 0 Date: July 8, 2004 Subject: FLORIDA POWER & LIGHT (FPL) DAMAGED POWER CABLE On June 23, 2004 a contractor for the Aqua Development damaged an underwater FPL power cable in the Indian Creek Waterway just south of the 63rd Street Bridge. FPL was able to reroute power immediately so there was no loss of service to customers in the area. The damaged line however does represent a significant feeder to the area and must be repaired expeditiously by FPL in order to maintain reliable electric service. In order to provide for backup power in the absence of this major feeder cable, FPL is positioning a substantial generator at a substation in the North Beach area in the event it is needed. The repair is a difficult and complicated process involvin~ 3,000 feet of underwater power lines. The replaced line will run from just north of the 63r Street bridge and east of Allison Island, south in the waterway to the east side of the 5800 block of Pine Tree Drive. Repair on the electric cable has already commenced and will be completed in November 2004. Repair efforts will involve the use of barges, cranes, divers and other support facilities to rebuild and replace the underwater power cable. At this point, FPL anticipates working from 7:00 a.m. to 7:00 p.m., Monday through Saturday, and in some critical phases, may need to work around the clock to complete key phases. The City will work with FPL to assure that disruption to residents is kept to a minimum as this significant power line is repaired in the next several months. The attached le~tter ha: been sent to all customers in the service area by FPL. J sam F:\cmgr\$ LL\BOB\fplltc.doc Attachment c: Robert C. This incident did not result in any loss of electric service to our customers, as FPL was able to temporanly reroute the flow of electricity in this area. FPL must repair the damaged underwater cable as soon as possible to maintain reliable electric service. This repair project involves the replacement of approximately 3,000 feet of underwater major power cable facilities from just north of the 63rd Street Bridge east of Allison Road, south to the east side of the 5800 block of Pine Tree Drive. The repair work will begin on Tuesday, July 6, 2004 and is projected to be completed in November 2004. The work will be performed as follows: · The majority of the work will be done between the hours of 7:00 AM and 7:00 PM, Monday through Saturday. · Some phases of the project will need to be worked around the clock (24 hours) until the specific phase is complete. The restoration of this damaged major power cable is a very difficult and time consuming process which will require the use of a crane on a barge and several temporary support structures to hold the cable out of the water. FPL will strive to minimize any inconveniences and complete this project in a timely manner. If you have any questions concerning this project, please call 800-693-3267, Monday through Friday between the hours of 9:00 AM and 5:00 PM and refer to the Indian Creek-Deauville Restoration Project.
