RESOLUTION NO. 99-23044
A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
APPROVING THE CITY'S 1999 STATE LEGISLATIVE
PRIORITIES.
WHEREAS, the City's State Legislative Team has met with the Mayor, Cit r
Commissioners, and the Administration relative to the City's needs and priorities with regard to th ~
1999 State Legislature; and
WHEREAS, the City's State Legislative Team has also met with department heads and Cit r
staff to ascertain their needs; and
WHEREAS, the City met with the Miami Beach Chamber of Commerce to include priori tie ;
submitted by the Chamber's Governmental Affairs Committee; and
WHEREAS, the Administration has communicated with the City's representativesm l
members of the Florida State House and Senate; and
WHEREAS, the City's numerous State-level needs have been assessed and prioritized tll
produce the most effective use of its legislative team.
NOW, THEREFORE, BE IT RESOL VED BY THE MAYOR AND Clf',"
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommended S!:atl:
Legislative Priorities for the 1999 Legislative Session be approved, all as more specifically set fortll
in the attached Exhibit A.

electronic transmittal of sales information from 2nd hand dealers.
5. Support SB 156 relating to the Beverage Law - provides that a location for on-premisfs
consumption of alcoholic beverages licensed after July I, 1999, may not be located withil
500 feet of a school unless the county or municipal government approves the location undl r
quasi-judicial procedures used for other zoning decisions.
6. Immobilization Fee - Amend Sections 125.0103 and 166.043, Florida Statutes; or, ado] It

ADMINISTRA TION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On September 10-11, 1998, the City's State Lobbyists (Gary Rutledge, Fausto Gomez, and B,)b
Levy) met with the Mayor, City Commissioners, and Administrative staff to discuss the Legislati ve
Priorities for the 1999 Legislative Session.
In addition to the meetings with the lobbyists, the Administration met on various occasions with th.e
Miami Beach Chamber of Commerce's Governmental Affairs Committee to discuss the 19'!9
Legislative Agenda.
ANALYSIS:
The proposed list of priorities for the 1999 Legislative Session was compiled by the City's St::.te
Lobbyists, the Office of the Mayor and City Commission, the City Administration, along with intut
from the Miami Beach Chamber of Commerce. The draft agenda is attached for Commission review
and comment.
The list of priorities was referred to the Finance and Citywide Projects Committee but, as of the dHte
of this writing, the Committee had not met on this issue. A verbal report will be provided at tle
January 20, 1999 Commission Meeting.
CONCLUSION:
The Administration recommends that the City Commission review the proposed legislative package.
establish the priorities, and adopt the attached Resolution.
