Project Descriotion and Freauentlv Asked Questions
This August, the City of Miami Beach Capital Improvement Projects (CIP) Office will begin the Lummus Park
Improvement Project in Lummus Park between Silt Street and 14111 Lane. In order to minimize construction
time. the Project will be divided into 2 phases which will be constructed separately but may both be under
construction at the same time for brief periods of time. Phase One consists of general improvements to the
Park including widening the sidewalk along Ocean Drive to 10 feet, creating semi-circular plazas on the east
side of Ocean Drive at each numbered street. replacing the curb along the east side of Ocean Drive. and
miscellaneous landscaping. irrigation. and site furniture improvements. Phase Two consists of the
replacement of the 14111 Street restroom. Work on Phase One will commence in August 2004 at 5111 Street and
move northward. Phase Two Is expected to begin in October 2004.
a. What Is the scope of this Project?
A. The Project generally consists of the design. permitting and construction of the following improvements:
. Increase sidewalk width from 5 feet to 10 feet from Silt Street to 14 Lane with the exception of the
area in front of the 10111 Street Auditorium
. Construct semi-circular plazas at street ends
. Curb / gutter replacement
. Irrigation system relocation
. Utility/manhole relocation
. 14" Street restroom facilities upgrade (replacement)
. Electrical and plumbing upgrades
. Landscaping
Following the completion Phase One of the Project. the Public Works Department will follow up with the
complete asphalt milling / resurfacing of the Ocean Drive corridor from Sth Street to 14th Lane.
a. How was the contractor for this Proj.ct selltCted?
A. It should be noted that the selection of F&L Contracting was secured through the City's Job Order
Contracting (JOC) system. A JOC is a competitive bid resulting in a firm fixed price construction contract.
pursuant to which the contractor will perform a variety of work at different project locations.
a. What I. the total project budget?
A. The total project budget is $1,000,000.
a. How long Is the construction period?
A. Construction of the project will be implemented in a phased approach. The sidewalk portion of the Project
will commence in August 2004 at 5th Street. Project work will move northward in 2 block increments until
November. 2004, at which time the project will be placed on hold for the duration of the 2004-2005 season. It
is expected that the contractor will be able to complete the first half of the sidewalk work to the 10111 Street
Auditorium by this time. Ifthe contractor is able to complete the entire sidewalk portion of the project (to 141lt
Lane) by the November llmeline he will do so. Otherwise, he will demobilize and remobilize to the site in April
200S to complete the sidewalk portion.
The Contractor will be working in two (2) block increments and street ends will be kept open at all times to
maintain access to the beach and park. There will be no sidewalk access and no parking within the 2 block
construction zone; pedestrians will be routed to the west side of the street or to the serpentine sidewalk on the
east side of the park.
The restroom facility replacement is expected to commence in October 2004 and proceed for a duration of 12-
14 months. The restroom facility portion, however, will be fairly unobtrusive. as the work zone will be
surrounded by a privacy fence and dust barriers to hide the construction progress from the outside.
The construction initiation dates are dependent upon the receipt of all applicable building permits. Upon
receipt of the required permits, construction will be initiated.
a. What Is a Work Zone?
A. The work zone will consist of a 2 block section of sidewalk replacement. The work zone will extend from
the parking lane to a distance of approximately 25 feet into the park.

A. The CIP Office strives to minimize all inconveniences associated with construction. However, motorists.
area businesses and residents may experience some inconveniences while improvements are underway.

a. What work days and hours will the contractor work?
A. The contractor's normal business hours will be 8:30 a.m. to 5:00 p.m. Monday through Friday.
a. Will this project affect the c:on1dor during the upcoming tourist season?
A. Phase One work is scheduled to begin in August 2004 and be completed by the end of November. Phase
Two work on the restroom facilities will proceed during the tourist season.
a. Who will maintain the new landscaping I trees Installed in the sidewalk areas?
A. The construction contractor will be required to maintain the installed landscaping until project acceptance by
the City. After that date, the City will assume day to day maintenance responsibilities and the City win trim the
trees on a periodic basis. The Parks Department win maintain the landscaping within the Park with the
exception of the 2 block work zone.

The quality of life for a major section of South Beach will soon be Improving as the City of Miami Beach
begins the Washington Avenue Streetscape Improvement Project. The project limits extend from 5th
Street to 16th Street along Washington Avenue In Miami Beach. Construction Is scheduled to start In
August 2004 and conclude In 2006. The Washington Avenue Streetscape Improvement Project will

Q, How were the improvements for this project identified?
A. The City has been pursuing the improvement of Washington Avenue in recognition of its status as one of the
City's significant pedestrian and vehicular thoroughfares, A Master Plan consisting of five phases of
improvements was previously developed and partially implemented, The phases are as follows:
Phase 1- The area from 6th to 11th Streets which consisted of sidewalk, roadway and drainage
improvements, and the planting of coconut trees, This construction was completed several years ago,
Phase 2 - The area from 11th to 16th Streets which includes curb, gutter and sidewalk replacement,
drainage and paving improvements, new street lighting and the planting of coconut trees,
Phase 3- The area from 6th to 16th Streets which consisted of the reconstruction of the medians
and the installation of shade trees, landscaping, irrigation, and pavers. This work was completed,
Phase 4 - The area from 6th to 11th Streets which indudes roadway and drainage improvements, and
new street lighting,
Phase 5 - The area from 5th to 6th Streets which indudes curb, gutter and sidewalk replacement, roadway
and drainage improvements, street lighting, planting of coconut trees and median landscaping,

Q, What assurances does the City provide that improvements will be implemented in a timely fashion?
A. The Agreement between the City of Miami Beach and the Design Build Firm contains various requirements
which impose substantial restrictions on the Contractor that are designed to preserve access to businesses
during the construction period and to limit, to the extent possible, detrimental impacts to these businesses as
well, Each block has to be substantially completed prior to relocating the Work Zone and major work activities
will not be permitted to continue until the majority of the proposed improvements are completed in front of your
business I residence,

A. The City Manager created a Capiiallmprovement Projects (CIP) Office to administer and manage the myriad
of public projects that will be constructed in our City, The City is embarking on a $400 million dollar capital
improvement program that will improve all City parks, fire stations, enhance our beaches, public works
facilities and neighborhood enhancements, Prior to the creation of the CIP office, these types of projects were
handled by various departments,
Q, Who is responsible for the design and construction of this Project?
A. The City determined that a design-build approach would be the best method for expediting the completion of
these remaining phases of the project. The City's typical process begins with the City hiring an NE firm to
plan and design a project and then a construction firm to build the project. Under the design-build approach,
one project consultant team with both design and construction expertise and qualifications prepares
construction documents and constructs the project.
Q, What is the agreement value for this Project?
A. On January 14, 2004, the City Commission authorized the City Manager to enter into an agreement with
Ric-Man Intemational in the amount of $12,104,429,

,,, A. It should be noted that the selection of Ric-Man International was secured through an open, competijjve bid
'4 with pricing ranging from Ric-Man International's pricing of $11 ,900,025 to upwards of $21 million with other
bidders. This competitive process was undertaken by the City to select qualified bidders for this project.

Q, What protections does the City have in its Agreement with Ric-Man International, Inc,?
A, The contract imposes substantial restrictions on the Contractor that are designed to preserve access to
businesses during the construction period and to limit, to the extent possible, detrimental impacts to these
businesses as well. Each block has to be substantially completed prior to relocating the Work Zone,
Additionally, based on the corridor's age, the Contractor's acceptance of responsibility for all unforeseen
underground conditions is also a significant benefit, as unforeseen underground conditions is a primary
source of project price increases for this construction type, The original bid contemplated the City being
responsible for paying for change orders related to unforeseen underground conditions.

Q, Does the scope of this Project include other items, such as median improvements between 5th and 6th
Streets and 16th Street and Lincoln Road?
A. Yes, It is important to note that the base bid also includes the necessary effort to plan, design and permit
signature landscape improvements within the medians between 5th and 6th Streets and between 16th Street
and Lincoln Road, the latter of which was not originally included in the Master Plan for the project. The base
bid does not include the cost to construct the proposed improvements, The Design Build Firm will obtain
community consensus via community design workshops prior to finalizing its recommendations, The Design
Build Firm will obtain an Order from the Historic Preservation Board for the signature median improvements.
Once the Order has been obtained, the City will negotiate a change order for the implementation of the
signature landscape median improvements with the DBF. Approximately $125,000 in signature median
improvements is anticipated at both locations, Therefore, a change order in the approximate amount of
$250,000 is anticipated at this time if the designed landscape improvements are to be implemented,
An additional appropriation to construct this work will be presented to the City Commission for approval once
a final, recommended, solution and price is formalized,

Q, How long is the construction period?
A. Construction of the project will be implemented over a period of twenty-one (21) months with an initial
construction start date projected to be 150 days from the issuance of a Notice to Proceed from the City, The
City issued a Notice to Proceed on April 2, 2004, The construction initiation date is also dependent upon the
receipt of a Historical Preservation Board Order, State of Florida Department of Environmental Protection
Well Construction permit, Miami-Dade Department of Environmental Resources Management permit and
Department of Heaith water main construction permit, RMI is of the opinion that these permits can be
obtained within ninety (90) to one hundred and fifty (150) calendar days from the Notice to Proceed date,
Upon receipt of the required permits, construction will be initiated and will be completed within twenty-one
calendar months,

Q, What is a Work Zone?
A. In order to limit the impact of the roadway construction along Washington Avenue, the contract restricts
continuous construction activity to two-three block work zones on one side of the avenue, The work within
the w6rk zones must be substantially completed before the work can proceed to other areas of the avenue.
This approach will result in one major disruption period per block,
Q, What is a tuberculated water main?
A. A tuberculated main consists of the deterioration of the inside pipe wall lining caused by chemical reactions
with water. Tubercles are knoblike mounds that grow within the interior pipe wall and build up over time,

Before construction begins on a particular street, homeowners and businesses will be informed of the
schedule,
Q, Will my water, sewer, electrical or gas service be disrupted during construction?
A. You will be notified if any service disruption is required in order to complete the installation of an improvement.
Please be assured that the contractor will make every effort to minimize inconvenience, However, inadvertent
interruptions to services may occur during construction and your patience would be greatly appreciated,
