99-23058 RESO RESOLUTION NO. 99-23058 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE RECOMMENDATION OF THE ART IN PUBLIC PLACES COMMITTEE FOR PLACEMENT OF A MONUMENT IN MEMORY OF JORGE MAS CANOSA IN THE OPEN SPACE AREA AT THE SOUTHWEST CORNER OF 41ST STREET AND PINE TREE DRIVE WHEREAS, on October 7,1998, the Mayor and City Commission approved a proposal to place a monument in memory of Jorge Mas Canosa on Miami Beach; and WHEREAS, the Mayor and City Commission further directed the Art in Public Places Committee (Committee) to recommend a suitable location for the monument; and WHEREAS, on December 16, 1998, the Mayor and City Commission adopted Resolution No. 98-23005 accepting the policy and criteria for review and recommendation for acceptance of donations of works of art to be placed on public property, as established by the Committee; and WHEREAS, on October 30, 1998, the Committee proposed that the monument be placed in the open space area at the southwest comer of 41st Street and Pine Tree Drive; and WHEREAS, on December 15, 1998, the Committee reviewed the site plan indicating the proposed location of the monument and approved the location at 41st Street and Pine Tree Drive, subject to review by the appropriate City Departments and final design review by the Committee; and WHEREAS, on January 13, 1999, the executive board ofthe Middle Beach Partnership also voted in favor of placement of the monument at the recommended location. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission herein approve the recommendation of the Art in Public Places Committee for placement of a monument in memory of Jorge Mas Canosa in the open space area at the southwest comer of 41st Street and Pine Tree Drive. Kasdin and Members of the City C mission DATE: February 3, 1999 FROM: Sergio Rodriguez City Manager SUBJECT: A RESOLU I OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE RECOMMENDATION OF THE ART IN PUBLIC PLACES COMMITTEE, FOR PLACEMENT OF A MONUMENT IN MEMORY OF JORGE MAS CANOSA ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND On October 7, 1998 the City Commission approved a proposal to place a monument in memory of Jorge Mas Canosa on Miami Beach. Further, the City Commission directed the Art in Public Places Committee to recommend a suitable location for the monument. In order to address requests for donations and placement of works of art on City property, the City Commission adopted a resolution accepting the policy and criteria for review and recommendation for acceptance of donations of works of art to be placed on public property, as established by the Art in Public Places Committee. ANALYSIS On October 30, 1998 the Art in Public Places Committee reviewed proposals for a location for the monument by the project sponsor. These proposed locations included the triangular area at Alton Road, Sunset Drive and 20th Street, and Lummus Park north or south of the 10th Street Auditorium. The Committee did not think that a drive-by location was suitable and an oceanfront location was not recommended for a bronze sculpture. The Committee proposed that the monument be placed in the Hispanic Community Center, which is scheduled to be located in the Coral Rock house in North Beach. The project sponsor advised the Committee that they would prefer that the monument be placed in a public space. The Committee then recommended that the monument be placed in the open space area at the southwest corner of 41st Street and Pine Tree Drive and requested that the project sponsor report back to the Committee with a site plan indicating the proposed location of the monument. On December 15, 1998 the Committee reviewed the site plan (attached) and approved the location at 41st Street and Pine Tree Drive, subject to review by the appropriate city departments including AGENDA ITEM ('~ 1 I 2-3-QS DATE Commission Memorandum - February 3, 1999 Placement of Jorge Mas Canosa Monument Page 2 Parks and Recreation, Property Management and Public Works. Additionally, the project sponsor was requested to work with design review staff and present the final design for the project to the Committee. City staff has reviewed the proposed location and will work with the project sponsor to determine the specific siting of the monument at this location. On January 13, 1999 this matter was presented to the executive board of the Middle Beach Partnership. The board voted in favor of placement of the monument at the recommended location. CONCLUSION The City Commission should adopt the attached resolution approving the recommendation of the Art in Public Places Committee for placement of a monument in memory of Jorge Mas Canosa. ~~S~k~~;',""'M ./ Attachment
