The proposed ordinance amending Ordinance No. 789 was passed on first reading on April S, 1993. PREVIOUS WAGE SETTLEMENT: Wage increases provided to AFSCME Local 1554, under the previous Labor Agreement were based on a "formula" which tied wage increases to changes in the City'S assessed property values and the amount of available fund balance. Implementing the two tier salary structure on a timely basis, provides sufficient saving to ensure the affordability of the negotiated wage increase for current employees. The components of the wage settlement are as follows: A. TWO TIER SALARY STRUCTURE The wage settlement in the current Agreement provides for a two tier salary structure for all new employees hired by the City on or after April 1, 1993. CONTRACT COST SUMMARY: Assuming that all retiring/terminated employees are replaced and that there is no reduction in the bargaining unit workforce, it is projected that after funding the wage increases, the City would realize savings of $264,667 over the term of the contract. This savings consists of the following: Two Tier Salary Wage Increase Attrition Total Cost Amount $(228,750) 345,333 (381.250) $(264.667) The City will continue to realize these savings after the term of the current Agreement has expired.
