99-23070 RESO RESOLUTION NO. 99-23070 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REJECTING ALL PROPOSALS RECEIVED, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 34-97/98 FOR A MOBILE COMPUTING SOLUTION FOR THE MIAMI BEACH POLICE DEP ARTMENT. WHEREAS, the City is.sued Request for Proposals (RFP) No. 34-97/98 for a Mobile Computing Solution for the Miami Beach Police Department; and WHEREAS, specification packages for RFP No. 34-97/98 were issued on February 1, 1998, resulting in the receipt of three (3) responsive proposals; and WHEREAS, an Evaluation Committee was appointed to review the proposals received and during the evaluation process, it was determined that the proposals should be rejected; and WHEREAS, accordingly, the Administration would recommend that the Mayor and City Commission reject all proposals received pursuant to the RFP and direct the administration to prepare a new RFP. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the Administration to reject all proposals received pursuant to RFP No. 34-97/98, for a Mobile Computing Solution for the Miami Beach Police Department, and direct the Administration to prepare a new RFP. BACKGROUND A Request for Proposal was issued on February 1, 1998, with an opening date of March 27,1998. Fourteen (14) specifications were issued, resulting in the receipt of Proposals from the following four (4) firms: Ceruleam Technology, Inc. Motorola, Inc. Stellar Technical Systems Vision Software, Inc. Ceruleam Technology, Inc. failed to submit their proposal in compliance with the RFP requirements, therefore, was considered non-responsive. The scope of services requested in this RFP is as follows: Provide, install, and support an integrated solution for mobile data communications utilizing state-of-the-art Cellular Digital Packet Data (CDPD) for access to Federal (NCIC/NLETS), State (FCIC) and Police Department database information, real time messaging, report generation, with the potential for Automatic Vehicle Location (A VL). Local support and project management services Expectation that selected vendor(s) will be capable of providing local support representatives within agreed upon time frames. ANALYSIS An Evaluation Committee, consisting of the following persons, met on July 8, 1998, to review and discuss the Proposals: Martin Zaworski, Technical Service Commander, City of Miami Beach, PD Phyllis Koch, Information Technology Director, City of Miami Beach Greg Butler, Accident Unit Sergeant, City of Miami Beach, PD Joe Longueira, Deputy Commander Support Services, City of Miami, PD Paul Lauria, Communications Division Captain, Broward Sheriff's Office Ira S. Feuer, Systems Development Bureau Commander, Miami-Dade County PD The Proposal's were evaluated based on System Functionality, Maintenance and Support, Price, System Architecture and Performance, Implementation Plan, Proposer's Financial Strength, and Track Record. The Evaluation Committee short listed the following two (2) firms for presentations and product demonstrations: Motorola, Inc. Vision Software, Inc. Several members of the Evaluation Committee were unable to continue their role on the Committee, therefore, presentations were not conducted until a revised Evaluation Committee was named. Greg Butler, City of Miami Beach, Police Department Henry Herranz, City of Miami Beach, Police Department Joe Longueira, City of Miami, Police Department Paul Lauria, Broward Sheriff s Office Brian Miller, City of Miami Beach, Police Department Pat Schneider, City of Miami Beach, Police Department The committee unanimously recommends that all Proposals received be rejected and that the RFP be reissued, with. modifications for the following reasons: · Proposal pricing is $177,000 higher than the available budget. · Hardware costs have declined since the submission of Proposals. · At the time the RFP was issued the Police Department had not yet selected a vendor for the Computer Aided Dispatch (CAD) and Records Management System (RMS), therefore, the RFP did not describe the specific systems that the mobile system would be required to interface with. A vendor for the CAD/RMS has now been selected and installa.tion is underway. The issuance of a revised RFP with the interface information may eliminate costs included by vendors due to unforeseen technical requirements. In accordance with the terms of the RFP, the City Manager has reviewed the Evaluation Committee's recommendation and concurs with its recommendation.
