FOllOW-UP INFORMATION ON AGENDA ITEM C2B, SUPPLY AND
DELIVERY OF TAPPING SLEEVES AND SADDLES, PRESENTED TO CITY
COMMISSION MEETING OF JULY 28, 2004.

The purpose of this LTC is to provide you with an update relative to agenda item C2B,
supply and delivery of tapping sleeves and saddles, presented to the City Commission at
its July 28th, 2004 meeting. At said meeting, Commissioner Steinberg pulled item C2B from
the consent agenda and made a motion to have the Procurement Division benchmark the
two bid responses against U.S. Communities Contract and award to the lower.
Attached is a letter from Hughes Supply (Attachment 1), which explains that there is no
special pricing on tapping sleeves and saddles associated with the U.S. Communities
Contract. However, the Procurement Division conducted a benchmark analysis to include a
comparison with the following:
1. Unit Prices prior to Bid results. The comparison shows that the prices obtained
through the City's bid process are lower than the prices paid by the Public Works
Department on its most recent invoices (Attachment 2).
2. Unit prices for the same material acquired by other government agencies and the
private sector, also reflect lower prices obtained via the City's bid process:

Dear Ms. Femandez:
Thank you for your request for pricing for tapping sleeves and saddles from the U.S.
Communities Contract. While Hughes Supply, Inc.. is a supplier for the contract, we are
supplying tools and MRO types of materials. We do not have any special pricing on
tapping sleeves and saddles associated with the U.S. Communities Contract.
The recent quotation for the above bid from us is the best pricing we have available for
this type of material. Let me assure you that, with the recent and continued price
increases in steel. the bid prices are very good prices. If you were to re-bid today, we
would need to raise the prices due to market conditions.
