WHEREAS, the preservation of the works of art in the Bass Museum's permc,nellt
collection is a fundamental part of its mission; and
WHEREAS, the Federal Institute of Museum and Library Services solicits applications f >r
Conservation Project Support grants to help museums in caring for their collections so that flltu~e
generations may share the treasures of our artistic heritage; and in an effort to promote long-ran,:e
planning and institutional commitment to sound collection care practice; and
WHEREAS, the Bass Museum of Art has identified two necessary pieces of collec:io IS
care equipment, as pictured in Exhibit A, that will allow it to properly maintain works of crt .n
its permanent collection; and
WHEREAS, the Bass Museum of Art has determined that this equipment is eligibh~ f)r
Federal Institute of Museum and Library Services Conservation Project grant support; and
NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND THE en y
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Ci I:y
Commission authorize the City Manager to submit an application to the Federal Institme )f
Museum and Library Services Conservation Project Support grant program for a totl )f
$102,100, $50,000 of which is the grant amount requested; authorizing the provision of a ca. ,,h
match of $52,100 from the City FY 1999-2000 General Fund Budget to purchase a moving
painting storage system and oversized archival textile storage cabinet for the Bass Bmeun
permanent collection; and appropriating said grant funds, if awarded.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND
In order to properly store its permanent collection paintings and textiles in the new facility, lhe
Bass Museum needs a moving painting storage system (also called "rolling racks") in which
paintings are hung on twenty-five wire panels measuring 12' high by 8'6" wide which can be
pulled out for access to the works and pushed back into place and out of the way when not in u;e,
The Museum also needs a custom-designed oversized cabinet with cloth mesh trays for the proper
flat storage of its important permanent collection textiles. (See Exhibit A) This textile collection
numbers seventy works, including two rare sets of eighteenth century embroidered ecclesiasti'.:al
vestments, and this piece of equipment will allow these works to be stored flat on archival mesh
trays and not creased or folded. Both these pieces of equipment are standard in museum art
storage.

The Federal Institute of Museum and Library Services solicits applications for conserva:io 1
project support. This grant program assists museums in the care of their collections so that fum.~
generations share the treasures that are our artistic heritage, These awards promote long-rang~
planning and institutional commitment to sound collections care practice.
Conservation Project Support grants are awarded through a competitive peer review and requir:
a 1: 1 match by the applicant. This grant proposal is due March 5, 1999. It will fund the design
materials, manufacture, transportation and installation of these two important pieces of equipffil~nt
ANAL YSIS
This equipment is essential for art storage in the new building, especially since only 800 squan
feet of space is being provided. Without this equipment, the City will need to continue to pro" idt
off-site storage for the permanent collection since the amount of space being provided in the Lev
facility is inadequate, The City currently pays $24,000 annually to store the Bass perman en
collection off-site, The purchase of this equipment will eliminate this annual expense. Therefure
the FY 1999-2000 purchase of this equipment represents a $28,100 budget increase in the Bas:
Museum collection storage line item and eliminates the annual expense of storing the collectiOl
off-site.
Under the category of "Environmental Improvements," the IMLS regularly supports project~, ir
which museums attempt to upgrade their storage facilities through the purchase of these piece~ 0 '
equipment. The IMLS realizes that proper storage equipment is vital to safeguarding collection~
