In July, 2004 City staff and Commissioner Saul Gross met with representatives from the
Department of Environmental Resources Management (DERM) in the City's continuing
efforts to streamline the permitting process.
As a result, attached please find correspondence in this regard and a response from
DERM indicating DERM's agreement to grant the City's recommendation to preclude
interior renovation projects from pursuing sanitary sewer certification of transmission
capacity when they meet specified criteria. In essence, this will eliminate the extra step of
requiring a developer/contractor to visit DERM offices in Downtown Miami for an additional
approval and assist in streamlining the development approval process,
We are pleased with this result and will continue to pursue further streamlining initiatives.

Dear Mr. Gonzalez:
This shall acknowledge receipt of the above-referenced request to modify the sewer certification
process, specifically with respect to interior renovation projects within the jurisdiction of the City
of Miami Beach, In accordance with the discussions held with the DERM staff on July 9, 2004,
DERM agrees that it is unnecessary to obtain 'the Sanitary Sewer Certification of
Transmission/Capacity for interior renovation projects which meet the following criteria:
1) Limited to renovation of building spaces with no change in use and more
specifically, limited to "office use to office use" and "general retail use to general
retail use"; and,
2) There is no increase in the overall square footage of floor space in the new use; and
3) Water use and sewage flows will not/do not increase.
All uses listed in "Attachment A" will continue to require DERM review and certification.
Interior renovation projects where there is no change in use, no increase in floor space, and no
increase in sewage flows wiH not require DERM review and certification, '
Regarding enhancement of communications, DERM has been encouraging greater use of
electronic interaction with municipalities and the general public throughout all of our programs,
The efficiency benefits to be gained through improved communications will shorten and
streamline the plan review process and will certainly improve our service to the public, DERM
is willing to implement any reasonable improvements to the process that our respective staffs
identify where these efficiencies can be realized.
Thank you for your continued efforts to improve plan review services to the public and to further
our mutual overall goals of enhancing environmental protection in the City and Miami-Dade
County,

Dear Mr, Renfrow:
Pursuant to a meeting held on July 9, 2004 with Alyce M, Robertson and Jose Lopez of your staff
with Miami Beach Commissioner Saul Gross and City staff, this letter is being submitted to formally
document the City of Miami Beach's request regarding municipal review requirements relative to
sewer capacity certifications,
The City understands that any change in use that increases the sanitary sewer flow to the existing
sewer system requires DERM approval and review, The City requests your consideration to
streamline the DERM review and approval requirement for interior renovation projects where there is
no change in use that results in no increase in sanitary sewer flows, such as office to ,office or
general retail to general retail. We understand that uses listed in Attachment "A", such as Doctor's
offices, beauty salon, etc., will require DERM review and approval.
Specifically, in interior renovation projects where the use remains the same, then no sewer
allocation review and approval will be required by DERM, which would be consistent with DERM
regulations since general office and general retail are not listed on Attachment "An.
Additionally, enhanced communication measures, such as the use of technology to streamline the
transmittal of information between the City and DERM, would also be extremely beneficial.
We appreciate your consideration in this regard and look forward to your favorable review of this
request to further enhance the permitting experience.
