A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO
SUBMIT AN APPLICATION TO THE SAVE AMERICA'S
TREASURES PRESERVATION PLANNING FUND FOR A GRANT
IN THE AMOUNT OF $50,000 WITH A LOCAL MATCH OF $50,000
IN ORDER TO PLAN FOR WINDOW REPLACEMENT AND
OTHER NEEDED REPAIRS AT OLD CITY HALL; AND TO
APPROPRIATE THE FUNDS, IF AWARDED.
WHEREAS, Save America's Treasures is a partnership between the National Trust for
Historic Preservation and the White House Millennium Council that bestows the designation of
"Official Project" on symbols of American tradition to focus attention on our national heritage; and
WHEREAS, Old City Hall is an Official Project of Save America's Treasures and thus is
eligible to apply for grants ranging from $10,000 to $50,000 from the Save America's Treasures
Preservation Planning Fund that may be used for architectural and engineering fees; and
WHEREAS, Old City Hall needs renovations, including window replacement, structural
repairs, and roofing with architectural and engineering fees estimated at $100,000; and
WHEREAS, the City has identified a required $50,000 match from funds previously allocated
to Old City Hall renovations; and
WHEREAS, consultants working on Old City Hall projects funded by the Save America's
Treasures Preservation Planning Fund will be approved by the National Trust for Historic Preservation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND
CITY COMMISSION OF MIAMI BEACH, FLORIDA retroactively authorize the City Manager,
or his designee, to submit an application to the Save America's Treasures Preservation Planning
Fund for a grant in the amount of $50,000 with a local match of $50,000 in order to plan for window
replacement and other needed repairs at old city hall; and to app lrfl,e the funds, if awarded.

BACKGROUND
Established in 1998, Save America's Treasures is a public-private partnership between the National
Trust for Historic Preservation, the nation's oldest national non-profit preservation organization, and
the White House Millennium Council. Save America's Treasures identifies enduring symbols of
American tradition and bestows the "Official Project" designation on them in order to focus national
attention on cultural expressions of our national heritage.
On June 15, 1999, the National Trust for Historic Preservation designated Old City Hall as an
Official Project of Save America's Treasures. Official Projects may apply for financial assistance
from the Save America's Treasures Preservation Planning Fund which was established by a
$1,000,000 grant from the J. Paul Getty Trust to the National Trust for Historic Preservation.
The purpose of the fund is to foster planning activities by awarding grants that range from $10,000
to $50,000. The grant awards may be used for architectural and engineering fees (AlE fees).
However, before grant awards can be received, all design consultants involved in the funded activity
must be approved by the National Trust for Historic Preservation pursuant to its guidelines.

Built in 1927 in the architecturally significant Mediterranean style, Old City Hall was the center of

Miami Beach's municipal government for 50 years. It is located in a National Register Historic
District and was designated an individual historic structure by the City in 1983.
The City focuses preservation and renovation activities on Old City Hall is due to its architectural
and historical significance. In 1993, Old City Hall was substantially restored after Hurricane
Andrew as well as renovated for adaptive reuse, as a mixed-use facility, containing municipal court
space, private offices, and retail and public areas.
In 1995, the south wing of Old City Hall was considerably damaged by fire and water. Additional
preservation work, deferred in 1993, was necessary to prevent water intrusion and to preserve
significant features of the building. In 1997, the City received a State Special Categories Grant in
the amount of $475,000. Renovations initiated with this funding are nearly completed.
The remaining projects to conclude the renovation of Old City Hall include window replacement
($385,000), structural repairs ($135,000), and roofing/waterproofing ($130,000). It is estimated that
NE fees for these projects will be $100,000. If fully funded, a $50,000 grant from the Save
America's Treasures Preservation Planning Fund would cover 50% of NE fees.
Property Management has identified the required dollar for dollar match from funds already
allocated to Old City Hall renovations by the City. There is also a provision that mandates that all
project consultants must be approved by the National Trust for Historic Preservation. The City's
rigorous design regulations and the planning and preservation staff's professional experience will
guarantee that project consultants working on renovations funded by the Save America's Treasures
Preservation Planning Fund will meet the approval of the National Trust for Historic Preservation.
