99-23320 RESO RESOLUTION NO. 99-23320 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE FISCAL YEAR 1999/2000 BUDGET OF THE MIAMI BEACH CULTURAL ARTS COUNCIL, IN THE AMOUNT OF $1,515,200. WHEREAS, the Miami Beach Cultural Arts Council (Council) was established by the Mayor and City Commission on March 5, 1997; and WHEREAS, the mission of the Council is to develop, coordinate, and promote the visual and performing arts in the City of Miami Beach for the enjoyment, education, cultural enrichment and benefit of the residents of, and visitors to, Miami Beach; and WHEREAS, the Mayor and City Commission adopted the Cultural Arts Masterplan on June 3, 1998, identifying the following program areas for the Council: cultural arts grants, marketing, facilities, advocacy and planning, and revenue development; and WHEREAS, pursuant to its enabling City legislation, the Council's budget for each fiscal year shall be approved by the Mayor and City Commission; and WHEREAS, accordingly, the Council recommends a $1,515,200 budget allocation for the Fiscal Year 1999/2000 to continue implementation of its programs. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission approve the Fiscal Year 1999/2000 budget of the Miami Beach Cultural Arts Council, in the amount of$I,515,200. FROM: Sergio Rpdriguez City Manager ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The Miami Beach City Commission created the Miami Beach Cultural Arts Council on March 5, 1997. The nine member board works to promote the visual and performing arts in the City of Miami Beach. On June 3, 1998 the City Commission adopted the Cultural Arts Master plan identifying key elements crucial to the arts community's long-term success: cultural arts grants, collective marketing, facilities, revenue development, and advocacy/planning. 1999-2000 Programs Cultural Arts Grants The Cultural Arts Grants budget totals $701,000 (Exhibit A): $585,000 in grant awards approved by Commission on July 21, 1999 for Fiscal Year 1999/2000. Funding for these grants include $300,000 from the GMCVB (if the bilateral agreement between the City and the Bureau is executed and finalized), $200,000 from the VCA (if the VCA budget is approved by the City as to form and legal sufficiency), $35,000 from the North Beach Development Corporation (NBDC), and $50,000 from the 97/98 carry forward. Additionally, $116,000 is allocated for joint programs with the YCA and the Miami-Dade County Cultural Affairs Council's Advancement grants for Miami Beach. FUNDING APPROVED ~~ Management and Budget Agenda Item R LE Date q -~::t - '14 316 The 1999-2000 cultural arts grants program, totaling $585,000, will assist 56 not-for-profit arts organizations that provide quality programming in Miami Beach. The Council conducted a peer review process between May 25 and June 30. The grants review panels consisted of members of the Council, Visitor & Convention Authority, and the community. These panels strengthened the arts community's connection to businesses, universities, and the entertainment industries. This cooperative process has generated tremendous excitement about the 1999-2000 cultural arts season in Miami Beach. Marketing " Through an extensive Request For Qualifications and subsequent Request For Proposals process, the Council selected The Nixon Group, a marketing/public relations firm, to collectively market Miami Beach arts groups. The campaign will promote the City as a lively multicultural arts community. A news bureau, setup and managed by the Nixon Group, will expand media coverage, and a website will feature Miami Beach arts. Facilities During the cultural arts master plan process, the arts community expressed a need for more performing arts venues. As a result, the Council decided that it should "select key projects and invest significant resources for capital improvements to help address the pressing needs for accessible and affordable spaces for the arts and audiences throughout Miami Beach." To address these issues the Council is now conducting a Facilities Master plan to assess the current physical condition of selected City facilities: Ocean Front Auditorium, 21st Street Complex (bandshell, little theater, auditorium), Colony Theater, 71st Street Bandshell, Regional Library, Rotunda, PAN alternative space, and the future Bass Museum auditorium. The Facilities Master plan will identify possible funding sources to maximize the facilities. technical capability for the work of artists and arts organizations and improve the experience for audience members. Additionally, it will make recommendations for capital improvements. At its May 27, 1999 board meeting the Council voted to allocate $220,000 for the Colony Theater State Cultural Facilities grant from its Fiscal Year 1999/2000 Facilities master plan and implementation budget of $240,600 (Exhibit A). The Council's financial commitment of $220,000 along with the City's $60,000 from the ADA settlement completes a 2:1 match requirement for a $500,000 grant. The total project cost is $1,500,000. The Colony Theater is one of the City's most substantial cultural resources and its improvement will make a significant impact in Miami Beach's cultural development. Endowment (reverme development) The Council continues its commitment, for the second year, to allocate $200,000 annually to its endowment. To coordinate fundraising the Council established the Miami Beach Arts Trust, a not- for-profit corporation. The Trust will work to create a substantial permanent endowment through private contributions, grants, and corporate sponsorships. 317 Advocacy and Planning The Cultural Arts Council staff is in constant contact with the arts community. The cultural arts grants panels were a significant resource for advocacy and planning. Panelist involvement and feedback gave further insight into the needs of the arts community. A community forum will be held in November. Topics to be discussed include grants workshops, community outreach, facilities, and marketing. Cooperation with the Greater Miami Convention & Visitors Bureau and the Visitor & Convention Authority increase exposure for Miami Beach arts groups. In the past year these partnerships facilitated the Council's mission and subsequently strengthened the arts community. Future partnerships will reach into the entertainment industry, the business community, and other boards and committees within the City. Administration The Cultural Arts Council's staff manages the cultural arts grants program: 56 arts groups producing, presenting, or programming a multitude of exhibitions and/or perfonnances throughout the year. The cultural arts grants program is a powerful link in the community among artists, residents, visitors, and the City. The staff monitors grant recipient programs, maintains a database of all applicants, and will assist in organization development in the fall. The staff also oversees the marketing campaign, working closely with the Nixon Group and the arts community. Coordinating the campaign to establish Miami Beach as a lively multicultural arts community and to build audiences requires constant attention, communicating with arts groups and the marketing team. The staff also is now coordinating the Facilities Master plan and implementation program with consultants and community advisors. The Council's staff facilitates the work of the Council in the community by scheduling meetings and responding to the City and Arts Council constituents. Additionally, the City Commission has charged the Arts Council with determining a future appropriate use of the Collins Park and recommending a policy relative to street performances. Months of town meetings and cooperative efforts among the Council, arts groups, and members of the community produced the Cultural Arts Master plan. The primary goal of this Master plan is the long-tenn success of the Miami Beach arts community. The Council's programs exist to accomplish this objective and, therefore, the Mayor and City Commission should approve the 1999-2000 budget allocation of the Cultural Arts Council in the amount of$I,515,200.
