A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA CONFIRMING THE REAPPOINTMENT OF MS.
ZOILA DATORRE AND DR. .I.F. DONNELLY TO SERVE AS CITY OF MIAMI
BEACH REPRESENT A TIVES ON THE MIAMI-DADE COUNTY LIBRARY
ADVISORY BOARD FOR A THREE YEAR TERM, COMMENCING ON
OCTOBER 1, 1999.
WHEREAS, on June 18, 1998, the Mayor and City Commission approved
Resolution No. 86-18488 and entered into an Agreement with Miami-Dade County which authorized
the County, among other things, to provide library services to the residents of the City of Miami
Beach; and,
WHEREAS, the Miami-Dade County Commission adopted Ordinance No. 86-65
which expanded the composition of the Miami-Dade County Library Advisory Board by two
members; and,
WHEREAS, as stipulated in Section 27 of the Agreement between the City and the
County, the Mayor and the City Commission, upon recommendation by the City Manager, shall
appoint two members to the Miami-Dade County Library Advisory Board; and,
WHEREAS, the term of the current City representatives will expire on September
30, 1999; and,
WHEREAS, the City wishes to continue to serve and represent its citizens on the
Miami-Dade County Library Advisory Board; and
WHEREAS, the City Manager would recommend that Ms. Zoila Datorre and
Dr. J.F. Donnelly be reappointed.
NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission accept the recommendation of the City Manager and confirm the reappointment
of Ms. Zoila Datorre and Dr. J.F. Donnelly to serve as the City's representatives on the Miami-Dade
County Library Advisory Board for a three year term commencing, October 1,1999.

MIAMI-DADE COUNTY LIBRARY ADVISORY BOARD FOR A THREE
YEAR TERM, COMMENCING ON OCTOBER 1, 1999.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND
On June 18, 1986, the City of Miami Beach executed an agreement with Miami-Dade County via
Resolution No. 86-18488 which transferred the responsibility of providing library services from the
City of Miami Beach to Miami-Dade County.
Effective October 1, 1986, the Board of County Commissioners expanded membership of the
Miami-Dade County Library Advisory Board by two seats. As stipulated in Section 27 of the
Agreement, the appointments of these two positions shall be upon the recommendation of the Miami
Beach City Manager.
Both Ms. Datorre and Dr. Donnelly were confirmed by the City Commission on September 25,1996
and have been serving as the City's representatives on the County's Library Advisory Board since
July 1993. They have expressed their desire to be reappointed.
CONCLUSION
The Administration recommends that the City Commission adopt the attached resolution confirming
the reappointment of Dr. J.F. Donnelly and Ms. Zoila Datorre as the City's representatives to the
Miami-Dade County Library Advisory Board for a three year term.
