99-23345 RESO RESOLUTION NO. 99-23345 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, REALLOCATING $62,992 FROM UNUSED FISCAL YEAR 1996-97 NORTH BEACH COMMUNITY RESORT TAX FUNDS TO THE INDIAN CREEK MEDIAN LANDSCAPING PROJECT WHEREAS, on May 27, 1997, the Mayor and City Commission adopted a Resolution appropriating $350,000 from the Resort Tax Fund, for Quality of Life Improvements in the North Beach Community; and WHEREAS, the North Beach Quality of Life Committee prioritized twenty (20) separate projects, including $20,000 identified for the Indian Creek Median Project; and WHEREAS, on January 21, 1999, the firm of Rosenberg Design Group was retained by the City for the design of the Project; and WHEREAS, the construction costs, including design fees, are estimated at $82,992; and WHEREAS, the North Beach Quality of Life Committee, based on current estimates, has requested that $62,992 of unused Fiscal Year 1996-97 North Beach Community Resort Tax Funds be reallocated to the Project NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission, hereby reallocate $62,992 from unused Fiscal Year 1996-97 North Beach Community Resort Tax Funds to the Indian Creek Median Landscape Project. Date: 09/16/99 Re: Indian Creek Median Project Funding A total of $20,000 was originally budgeted in the City Commission approved 1996-97 North Beach Quality of Life Program for the Indian Creek Median landscaping project. As the design for the project has been developed, the project cost has increased. According to the final estimate for the project, the total construction cost for median one is $64,642. In addition, the Rosenberg Design Group's design fee for the project is $18,350. Total project cost is now estimated to be $82,992. The North Beach Quality of Life Committee has been working on this project for almost two years. The Committee had. previously approved an increase in the project budget from $20,000 to $65,700. The additional amount was reprogrammed from other approved projects as follows: North Beach Grant Writer - $20,000 orignally budgeted, $10,000 $10,000 reprogrammed to Indian Creek median project Southeast Normandy Isle Landscaping - $3,000 originally budgeted, work accomplished without requiring QOL funding, $700 reprogrammed to Indian Creek median project $700 City planner for North Beach projects - $35,000 originally budgeted, total amount reprogrammed to Indian Creek median project $35,000 In addition to these reprogrammed amounts, the North Beach Quality of Life Committee has recommended further reprogramming for this project as follows: f Tree planting at 8iscayne elementary - $3,000 originally budgeted trees obtained through donation, total amount reprogrammed to Indian Creek median project $3,000 300 71ST. The project clearly meets the objective of enhancing tourism by beautifying one of the most heavily traveled visitor corridors in the City. The project is also enthusiastically supported by the community. NBDC requests that this modified project budget be approved by the City Commission so that work on this long awaited project can begin. BACKGROUND On May 27, 1997, the City Commission adopted a resolution appropriating $350,000 from the Resort Tax Fund for Quality of Life improvements in the North Beach Community. Twenty (20) separate projects, including the Indian Creek Median project, were prioritized by the North Beach Quality of Life Committee. Of the $350,000 appropriated, $20,000 were identified for the project. ANALYSIS On January 21, 1999, the firm of Rosenberg Design Group was retained by the City for the design of the Indian Creek Median Project. The estimated cost of construction including design fees is $82,992. At the request of the North Beach Quality of Life Committee and based on current estimates for construction, the attached reallocation of unused funds is required to complete the project (Attachment No.1). CONCLUSION The Administration recommends the approval of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, reallocating $62,992 from unused Fiscal Year 199~1~rth ~a~o;:ity Resort Tax Funds to the Indian Creek Median project.
