A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO
SUBMIT A GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF
TRANSPORTATION'S "FAST TRACK" ECONOMIC GROWTH
TRANSPORTATION INITIATIVE GRANT PROGRAM; SUCH GRANT
APPLICATION BEING FOR AN ALTERNATIVE TRANSPORTATION/
INTERMODAL ACCESS PROJECT, KNOWN AS THE MIAMI BEACH COASTAL
GREENW AYS, A PEDESTRIANIBICYCLE/TRANSIT NETWORK OF PROJECTS
WHICH SUPPORT AND COMPLEMENT THE CITY'S ECONOMIC GROWTH
EFFORTS.
WHEREAS, the City has been apprised ofthe availability of funding, through a "Fast Track"
Economic Growth Transportation Initiative Grant Program of the Florida Department of
Transportation (FDOT); and
WHEREAS, the "Fast Track" Initiative has been designed to finance transportation projects
of regional significance, and which support domestic/international tourism and lor trade; and
WHEREAS, up to $70 million/year is made available for this Statewide initiative; and
the application deadline for Year 2000 applications is November 1, 1999; and
WHEREAS, certain Miami Beach Municipal Mobility Plan projects are likely candidates
for funding through this "Fast Track" program, due to the fact that Miami Beach is the second largest
tourist destination in Florida, and receives more visitors a year than the three major National Parks
combined; and
WHEREAS, the City wishes to submit a funding application for an alternative
transportation/intermodal access project known as the Miami Beach Coastal Greenways; which
project includes a network of bicycle/pedestrian facilities in a greenway setting; and
WHEREAS, the Coastal Greenways system will connect to existing and numerous transit
lines, and link the hotel/commercial/residential areas of Middle and South Beach with the Cultural
Campus/Convention Center/Lincoln Road/Ocean Drive areas of South Beach.
NOW, THEREFORE, BE IT RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to submit a grant application to the Florida
Department of Transportation's "Fast Track" Economic Growth Transportation Initiative Grant
Program; such grant application being for an alternative transportation/intermodal access project,
known as the Miami Beach Coastal Greenways, a pedestrian/bicycle/transit network of projects
which support and complement the City's economic growth efforts.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The City was recently apprised of the availability of funding, through a "Fast Track" Economic
Growth Transportation Initiative Grant Program of the Florida Department of Transportation
(FDOT). The "Fast Track" Initiative has been designed to finance transportation projects of regional
significance, which support domestic/international tourism and/or trade. Up to $70 million annually
will be made available for this Statewide initiative.
The grant application deadline is November 1, 1999 at 5:00 p.m.
ANAL YSIS
The Miami Beach Coastal Greenways Project encompasses a series ofbicycle/pedestrianllandscaping
enhancement projects that the City has already adopted through the Miami Beach Municipal
Mobility Plan's Implementation Plan. These Greenway projects are either funded, partly funded, or
unfunded, and require a creative planning process to link them as one. These projects are as follows:

1. The North Beach Recreational Corridor at $2.6 million. This project will become fully
funded ifthe proposed General Obligation (G.O.) Bond Program is approved by the voters
on November 2,1999.
2. The Indian Creek Greenway Project, which may receive a $300,000 allocation from the same
G.O. Bond Program. This project is intended as the centerpiece of the City's application to
the "Fast Track" Initiative grant program, in FY 1999-2000.
3. The BeachWalk Project, which is 100% funded at $3.15 million, utilizing City Center Tax
Increment Financing (TIF) Bond funds.
4. The Dade Boulevard-Venetian Way Bicyc1elPedestrian Facility, yet unfunded.
5. Street Ends Landscape and Pedestrian Improvements, 25th to 43rd Street, which is scheduled
to be funded at $4.3 million, utilizing G.O. Bond Program funds, if approved by the voters.
6. Lake Pancoast Streetscape, also scheduled in the G.O. Bond Program at $900,000.
7. Shoreline/Seawall Rehabilitation, also in the G.O. Bond Program at approx. $1 million.
The Miami Beach Coastal Greenways Project is an intrinsic part of the North Dade Greenways
Project of Miami-Dade County, which has funding available for the purpose in the Metropolitan
Planning Organization's (MPO) 20- Year Long Range Transportation Plan (LRTP).
Matching Funds: The "Fast Track" program requires the applicant local governments to provide
a minimum 50% match to the proposed grant funds. The Administration's strategy to meet this
requirement is as follows:
o Submit an application for a master plan study for the entire Coastal Greenway Corridor,
requesting funding for project planning, design, and engineering, as well as for the
implementation of a pilot project known as the Indian Creek Greenways Project.
o Utilize the $300,000 proposed in the G.O. Bond Program for the Indian Creek Project per
se, pending voter approval on November 2nd.
o Utilize $6.2 million in G.O. Bond Program funds proposed for three directly related projects
(Street Ends Landscape, Lake Pancoast Streetscape, and Shoreline/Seawall Rehabilitation),
pending voter approval.
o Leverage over $5 million in local and federal funds already allocated for the North Beach
Recreational Corridor and BeachWalk Projects, as matching funds for the City's 2000
application to the "Fast Track" grant.
The Project's Connection to Regional Economic Growth. Tourism, and Conventions:
The Coastal Greenways Project will provide a safe, attractive and functional connection between the
hotel/commercial/residential areas of North, Middle and South Beach with the Cultural
Campus/Convention Center/Lincoln Road/Ocean Drive area of South Beach, which is the second
largest tourist destination in Florida, and attracts more visitors annually than the three major National
Parks combined. Additionally, the Coastal Greenways Project will provide better pedestrian access
to various modes oftransit, including County/local buses and shuttles, water taxi, and taxicabs.
CONCLUSION
Due to a last-minute notice regarding the "Fast Track" Grant Program, no concrete data is presently
available for submission with this Agenda Item. The City staffhas begun the research work needed
to prepare the application package, which will be thoroughly reviewed by the Administration, prior
to its submission to FDOT. The City Administration recommends approval of the Resolution.
