A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RANKING OF
PROPOSALS RECEIVED AND AUTHORIZING THE ADMINISTRATION TO
ENTER INTO NEGOTIATIONS FOR A CONTRACT WITH THE NUMBER-
ONE RANKED FIRM, A.R.I. ARCHITECTS, INC., D.B.A.
SKLARCHITECTURE, PURSUANT TO REQUEST FOR QUALIFICATIONS
(RFQ) NO. 87-98/99 FOR THE PROVISION OF ARCHITECTURAL AND
ENGINEERING SERVICES TO DEVELOP PLANS, SPECIFICATIONS, AND
CONSTRUCTION DOCUMENTS FOR THE RENOVATION OF THE MIAMI
BEACH CONVENTION CENTER AND THE JACKIE GLEASON THEATER

NEGOTIATE WITH THE SECOND-RANKED FIRM, RJ. HEISENBOTTLE
ARCHITECTS, P.A.
WHEREAS, the City issued a Request for Qualifications (RFQ) No. 87-98/99 to provide
Architectural/Engineering services to develop plans, specifications and bid documents for the
renovation ofthe Miami Beach Convention Center and the Jackie Gleason Theater ofthe Performing
Arts to make available ADA-compliant rest rooms, doors, ramps and other improvements; and
WHEREAS, information packages for RFQ No. 87-98/99 were issued on June 28, 1999,
resulting in eleven (11) responses by interested firms; and
WHEREAS, an Evaluation Committee was appointed by the City Manager and met on
September 16, 1999 and recommended four finalist firms, and following presentations by these four
firms at a meeting on October 7, 1999, A.R.I. Architects, Inc. d.b.a. SKLARchitecture, was
recommended to the City Manager as the best qualified firm; and
WHEREAS, the City Manager has reviewed the response and the recommendation of the
Evaluation Committee and concurs with the Evaluation Committee's recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accepts the ranking of proposals received and authorizes the Administration to
enter into negotiations for a contract with the number-one ranked firm, A.R.I. Architects, Inc., d.b.a.
SKLARchitecture, pursuant to Request for Qualifications (RFQ) No. 87-98/99 for the provision of
architectural and engineering services to develop plans, specifications, and construction documents
for the renovation of the Miami Beach Convention Center and the Jackie Gleason Theater of the
Performing Arts to provide new ADA-compliant door hardware, to refurbish one lounge and two
lobbies, and 72 restrooms and other improvements; should the Administration not be able to reach
an agreement with SKLARchitecture, authorizing the Administration to negotiate with the second-
ranked firm, R.J. Heisenbottle Architects, P'A.
PASSED and ADOPTED this 20th day of October, 1999.

Funds are available from the 1998/99 Miami Beach Convention Center Capital Account number:

BACKGROUND
On June 28, 1999, pursuant to the authorization of the City Commission, the Administration issued
a Request for Qualifications (RFQ) for Architectural and Engineering firms for the provision of
professional services for the design, preparation of Bid Documents, and Construction Administration
of proposed modifications and improvements to the Miami Beach Convention Center and the Jackie

Gleason Theater of the Performing Arts to bring both buildings into compliance with the provisions
of the Americans with Disabilities Act. Eleven firms submitted proposals detailing their
qualifications for the proposed project.
An Evaluation Committee consisting of the following persons was appointed by the City Manager
to review the proposals:
Steve Clark ofSMG Inc., Director ofOpcrations of the Convention Center
Michel Magliore, CMB Capital Projects Coordinator and ADA Coordinator
Andrew Batavia, J.D., Co-Chairperson, Barrier-Free Environment Committee.
The Committee met on September 16, 1999 and reviewed the proposals received. The Committee
selected four (4) of the firms to present their qualifications directly to the Committee.
On October 7, 1999, representatives of the four (4) firms appeared before the Committee. Following
this meeting one ofthe firms was recommended to the City Manager as best-qualified to undertake
this project. This firm is A.R.I. Architects, Inc. doing business as: SKLARchitecture.
The scope of work to be included in this project includes the following:
1. The renovation of 48 restroom facilities at the MBCC, to provide new plumbing, new
fixtures, and new finishes resulting in improved, ADA-Compliant toilet facilities.
2. Replacement of door hardware on 462 doors on the west side of the MBCC, with improved
ADA-Compliant hardware.
3. The renovation of24 restrooms and 7 dressing rooms with restrooms at TOPA, to provide
new plumbing, new fixtures, and new finishes resulting in improved, ADA-Compliant toilet
facilities.
4. Refurbish Patron Lounge reception area, lower the ticket window of the box office on level
I, adapt the lobbies on levels I and 2 to ADA requirements, replace the lift in the backstage area,
reconstruct the ramp in the Rehearsal Area to meet ADA requirements at TOPA.
5. The architectural/engineering firm selected will be responsible for the administration of the
construction contract, including coordinating and monitoring the construction activities and visiting
the construction site at periodic intervals to review the progress of the work completed by the
construction contractor to determine if the work is being performed in accordance with the terms of
the construction contract.
6. Provide detailed construction cost estimates for each phase of the proposed work.
The preliminary budget allocated for the proposed work is $3,487,500 adopted by Resolution No.
98-22971.

ANALYSIS
The firms were evaluated based on past experience with ADA-oriented projects, qualifications of
the firm, qualifications of the personnel assigned, and the time required to complete the project. On
this basis SKLARchitecture was determined to meet the requirements of the City.
This firm has a team of professionals with ADA design expertise, knowledge of local issues, and has
committed to provide a practical, cost-effective design. The references submitted were verified and
were found to be satisfactory.
The Administration proposes to meet with representatives of this firm to negotiate a Professional
Services Agreement for the proposed work. When this negotiation is completed, the proposed
Agreement will be brought back to the Commission for approval.
CONCLUSION
The City Commission should adopt the Resolution accepting the ranking of proposals received and
authorizing the Administration to enter into negotiations for a contract with the number-one ranked
firm, A.R.I Architects, Inc., d.b.a. SKLARchitecture, pursuant to Request for Qualifications (RFQ)
No. 87-98/99 for the provision of architectural and engineering services to develop plans,
specifications, and construction documents for the renovation of the Miami Beach Convention
Center and the Jackie Gleason Theater of the Performing Arts to provide new ADA-Compliant door
hardware, to refurbish one lounge and two lobbies, and 72 restrooms and other improvements;
Furthermore, should the Administration not be able to reach an agreement with SKLARchitecture,
authorizing the Administration to negotiate with the second-ranked firm, R.J. Heisenbottle
Architects, P.A.
