SUBJECT: Strategic Planning for Columbus Weekend
Columbus Weekend will challenge all of our City departments and resources. At issue are four
major events occurring simultaneously. These include:
The Miami Beach Auto Show -- October 8-17: Four Halls at the Miami Beach
Convention Center will be utilized for this exhibition
"Billboard Radio" -- October 7, 8, 9: Fontainebleau Hilton. Urban radio
programmers (estimated 1,000 conference goers); October 9 performance by Artist
formerly known as "Prince" (expected interaction with "How Can I Be Down")
West Indian Carnival -- October 8, 9, 10: Radisson Deauville Hotel (200 rooms);
Ballroom capacity -- 2,700 people
"How Can I Be Down (HCIBD)": Peter Thomas Urban Music (Hip-Hop); Event
Headquarters -- Radisson Deauville
Several of these events have historically been problematic. In an effort to anticipate and pro actively
address potential problems, senior staff has been meeting with event promoters, hoteliers, and
relevant City department directors. Of particular concern are street teams who are notorious for
postering and defacing public property in an effort to promote particular music artists. Police and
Code, in conjunction with event promoters, are sending a zero tolerance message to conference
participants.
Police, Code, Fire Prevention Bureau (overcrowding), and Sanitation will all provide additional
manpower throughout the busy weekend. In addition, substantial numbers of off-duty police officers
have been hired by the private properties hosting these conferences as well as the bars and clubs
associated with these events. Particularly important is the agreement of all music conferences to
only allow properly badged and credentialed guests onto their premises.
Police will also be addressing issues of traffic gridlock (particularly in the area of 67th Street and
Collins Avenue), and have worked with the City's Parking Department to identify additional parking
for conference attendees, particularly in the North Beach area.
In addition, the CEO's of the top five major record distribution companies (SONY, EMI, BMG,
Warner Bros. and Universal) associated with these music conferences have been contacted, advised
oflocal concerns, and requested to take action to curb negative promotions by the labels and artists
they distribute.
I have also requested that our Legal Department advise me regarding the City's ability to require
additional safeguards in the form of surety bonds and other measures to ensure that our residents and
visitors, as well as City of Miami Beach public and private property are properly protected.

History
The 1999 Columbus Day Weekend (October 8 through 11, 1999) will be a time of high activity on the
beaches and night club areas of the City of Miami Beach due to the scheduling offour events, These
events include the Auto Show at the Convention Center, the Bill Board Convention at the Fountainbleu
Hotel, the How Can I Be Down Hip Hop Music convention at the Radisson Hotel, and the West Indian
Carnival at the Radisson Hotel.
It is anticipated that a large number of residents and tourists will be enjoying these events, The Hip Hop
event is of special concern because (1) it will attract non-sanctioned musicians, who will be preforming
on the streets and in nightclubs; and (2) unauthorized posters and stickers are traditionally part of a Hip
Hop event. The West Indian Carnival is of special concern because similar past events have resulted in
large crowd disturbances. ~
This Uniform Patrol Division action plan has been developed to address the security and traffic needs of
this weekend, and to properly coordinate the on-duty policing efforts with the off-duty security measures
of the special events taking place within our City during the weekend,
Overtime:
In order to properly staff this weekend, several measures have been taken, The MBPD Uniform Patrol
Division has restricted permission for Officers to use vacation time off on this weekend. Staffing has
been increased,
When overtime pay is required a special tracking code has been created to monitor all expenditures. The
overtime code 212 was assigned for this detail. The officers working the overtime will write Columbus
Day Weekend 99 in the Secondary Tracking Code section.
Uniform Patrol Division Action Plan
The Patrol Division will increase the minimum staffing levels of the Afternoon and Midnight Shifts
by five Officers for Friday, Saturday, and three on Sunday Afternoon. Shift Commanders are requested
to begin staffing these overtime assignments, (See page three for staffing and hours)
The North District will require four additional officers on Thursday afternoon, due to a Hip Hop party at
the Radisson that will attract numerous Street Acts.
On Sunday, October 3, 1999 there will be an all day party at the Deauville. I am requesting three
additional officers from 0700 to 1600 to enhance staffing in the north district.
Three Officers will be needed for the Afternoon Shift.
The primary concerns for officers will be twofold:
One, the placing and posting of posters and signs on public property. Those found posting signs
should be arrested for criminal mischief. FSS 806.13. The decision to PTA is up to the officer.
Additionally, a Code Enforcement officer should be called to assist. They will issue a civil
summons in addition to the arrest. The civil fine is $50.00 per sign posted and $23.00 removal fee.
The second primary concern are the street performers. These individuals will pull up to a location
and start an impromptu concert. They usually target the nightclubs and hotels where the Hip
Hop Conventioneers are staying.
(1) Increase staffing for Beat Officers from Friday through Monday.
See attached Ocean Drive Task Force Plan
(3) Staff the Washington Avenue Gang Task Force on Friday, Saturday, and Sunday.
(4) Assign Officers to cite and tow illegally parked vehicles in the alleyways of Ocean Court and Collins

(5) Prepare for emergency road closure, due to pedestrian and/or vehicular gridlock.
* Barricades are available (100 three foot, sawhorse type) at the PMU.

(6) STEP Motorcycle Officers
Afternoon Shift is authorized to staff a minimum of six STEP Motorcycle Officers for Friday, Saturday,
and Sunday. Staffing hours are 7 pm to 3 am for Friday, Saturday and Sunday. Their primary task is to
insure traffic flow in and around the Radisson Hotel, 6701 Collins Ave and if needed in any other district.
Sgt. Hankoffwill staff these positions (under the direction of Capt. Skinner) and submit an overtime
estimate,

The shift commander will determine where the officers are to be deployed, depending on the
circumstances.

The following outlines my thoughts on what we require for overcrowding and crowd control issues
on the upcoming holiday weekend.
For the most part, the special events ( Carnival Miami, Billboard, the Auto Show, and HCIBD) can
be handled by the off duty details which will be assigned to them. Just filling these details will
stretch the resources of the Fire Prevention Bureau. My intention is to double up on the night
inspection staffing for the weekend, using certified Inspectors from Shift, by sending out 2 teams
instead of one. Most of the issues which have caused the greatest disruption in the past are related
to traffic and overall congestion. These matters will be handled by the addition of the units Chief
Delfavero has planned to deploy,
I will be assigning my self to one of the teams doing night inspections on Friday night. Should this
plan prove inadequate, I will up the staffing with additional call-ins on Saturday. I would be glad to
know if you have further ideas or suggstions. If! can supply further information, let me know.

Code Compliance
The Department of Code Compliance has the responsibility to enforce
the City Code concerning the illegal distribution of stickers and
posters placed on City property and flyers placed on cars. The
department will be utilizing additional Code Compliance Officers on a
overtime basis during the night shift and extending the evening and
morning hours to ensure adequate coverage. It is the goal of the
department to discourage the distribution of any posters or flyers by
immediately removing any observed and identifying individual
violators. Code Compliance Officers will be in direct contact by
radio with the Police Department to report any street teams that are
observed defacing City property. Adequate information about the
individuals will given to the Police Department so that arrests can be
made.
