This memorandum will serve to inform you of the actions taken by the City Administration to address
the concerns of our residents and the lack of a pooper scooper program.
Due to the increasing number of concerns expressed by residents, the City has developed a pilot
program to address this issue. As our City's density and animal population increases, we would like
to implement a program that will assist pet owners in curbing their pets while keeping City's swales,
sidewalks and green spaces clean and beautiful. Pooper scooper enforcement is extremely difficult
and we believe that an outreach and educational campaign to our residents will achieve the desired
results. The City's target implementation date is May 15t and will conclude 6 months from that date.
The Parks and Recreation Department is developing a brochure for distribution to the residents. The
Neighborhood Services Department, in partnership with the Public Works and Parks and Recreation
Departments, is taking the lead with a new pilot "Poeper Scooper" program. West Avenue between
6th and 1 ih Streets has been designated as the site for this program. This specific neighborhood
was chosen because it is a confined geographic area and a difficult area for pet owners due to the
lack of green space along the avenue. The City will be installing fifteen (15) bag dispensers and
attaching them to light poles in fifteen (15) different locations along West Avenue. The estimated
cost of the pilot program is approximately $15,000. The area condominium associations are
committed to supporting the City by restocking the bags which will be supplied by the City. The
Sanitation Division will be assigned the responsibility of collection and will be coordinating the
collection twice a week. Additional collection cans will be installed and within walking distance of the
newly installed pooper scooper stations.
Prior to the implementation of the pilot program, a group of randomly selected residents will receive
a brief questionnaire. Additionally, after the 6-month trial period, another questionnaire will be sent to
determine the effectiveness of the program. A status report detailing the results will be submitted to
you upon completion. If the program is deemed successful, the City will explore the feasibility of
implementing this program in other areas of the City.
