Kasdin and Members of the City C mm~ss~on Sergio Rodriguez ~ City Manage~~ SUBJECT: Washington Avenue Off Duty Detail This Letter to the Commission is to clarify some of the questions raised by the Commission regarding the Washington Avenue Off Duty Detail. The Washington Avenue Off Duty Detail operates seven days a week. The number of officers working varies with the day of the week and time of day. As an example, Mondays through Thursdays, there is one officer working the evening shift and one officer working the midnight shift. On Fridays and Saturdays, there are three to four officers each on the evening shift and midnight shifts. On Sundays, there are two officers each on the evening and midnight shifts. If possible, more officers are added on holidays or when there are special events, etc. The Washington Avenue Off Duty Detail generally deploys officers on this detail usually 22 hours per day. In August 1999, Washington Avenue Off Duty officers made four felony arrests, 19 misdemeanor arrests, issued 57 citations, assisted on duty officers with another 14 arrests, addressed 287 suspicious persons and made 375 business contacts. The Washington Avenue Off Duty Detail costs approximately $11,000 per pay period. The funds are derived from a special City fund that pays the Miami Beach Police Athletic League (PAL) who manages and disburses funds to the officers who work the off duty detail.
