SUBJECT: HURRICANE IRENE RESTORATION STATUS
The following is a brief summary of the Hurricane Irene restoration work to as of October 22, 1999.
The work continues and we estimate that the bulk of the cleanup effort will be completed by the end
of this weekend.
Parks Department and their subcontractors:
· Initial estimated trees down pending restanding: 300 trees + 25 palms. As of October 22,
1999,90% (295) have been righted, the remaining trees will be completed no later than end
of the day October 23, 1999.
· It is estimated that approximately 50 trees will be removed when the initial phase of the
restoration is completed. It must be stressed that others may die later due to unforeseen
conditions such as structural stress, lost spikes, etc. At this time, it is not possible to predict
the complete impact that the storm winds had on the standing trees (including palms).
· All trees on Allison Island have been righted.
Sanitation
· Onyx and their contracted representatives have nine crews currently working the streets of
Miami Beach and are concentrating on all main and secondary roads which are 70%
completed and the first sweep of the City will be completed on Sunday, October 24, 1999.
. A second sweep of the City will begin on Monday, October 25, 1999.
*Note: Many residents still have not brought out their debris and some have called saying
they can not get the help they need (insurance, etc.) until this coming weekend or
next week.
. A final pass is anticipated to conclude by Friday, October 29, 1999 or sooner, depending on
citizen needs.
Public Works
. The Water and Sewer Divisions are back to normal, suffering no lasting effects from the
storm. The Stormwater Division is still cleaning catch basins which were clogged with
storm debris. This will be on-going for at least two more weeks (3,000 catch basins).
. The Street Lighting Division is responding to a small number of leaning pole reports. All
storm-related lighting issues have been addressed.
· There are currently no reported storm-related traffic light issues.
· The FPL account manager for Miami Beach reports that as of 10-20-99, all storm-related
outages have been cleared.
Property Management
Attached is Property Management's status report of repairs from Hurricane Irene dated October 21,
1999.

Status of repairs from Hurricane Irene

After the hurricane, Property Management performed a damage assessment of all City Facilities to
detennine damage that was done as a direct result of wind and water damage from Hurricane Irene.
The prioritization of project repairs were determined by the immediate need of the users and the life
safety requirements of the repairs. To date, the following are the status of the projects:
Old City Hall
There was considerable water damage to the Courtroom, Judges Chambers, and the office of the
County Clerk. Because of the necessity of keeping the function open, Property Management provided
all corrections the day after the hurricane to have the facility up and running on the next scheduled
work day. These repairs included;
. Replacement of water damaged ceiling tiles
. Wet vacuuming of water damaged carpet areas
. Cleaning of all furniture
. Repair and adjustment of windows in the space
Additional water damage was also observed on other floors of the Old City Hall Building. Because
ofthe different brands and styles of ceiling tiles used throughout the building, these tiles have been
ordered from the supply houses and will be installed when they arrive. Property Management has
removed all debris and has cleaned the carpet in these spaces.
Lifeguard Stands
The hurricane knocked over two of the stands at 35th Street and 83rd Street. Because of the heavy
duty construction, there was minimal damage to these stands. These stands have been up righted and
repairs have been made to make them operational. Other lifeguard stands received minimal damage
from the wind and water. These repairs have also been made.
Roof tile replacement
Hurricane Irene caused damage to multiple facilities barrel tile roofs, concrete tile roofs, and flashing
materials. These facilities included:
. 3rd Street restroom
. 6th Street restroom
. Old City Hall
. South Pointe Park
. Kiosk by Sunshine Pier
. 21 th Street Community Center
. Fire Support Building
. South Pointe Park Activity Building
. North Shore (Altos Del Mar property)
. North Shore Band Shell (card room)
. Sanitation Building
Because none of these items restrict the operation of the facilities. A RFP is being developed to
contract with a Roofing contractor for these repairs.
Log Cabin
The canvas canopy was destroyed by the high winds. Property Management is seeking quotes from
awning contractors for the replacement of the fabric. The steel framework was not damaged.
Chain Link Fences
The high winds and attached wind screens caused portions of chain link fences to bend under the
pressure. Damage to the chain link fences occurred at the following locations:
. Palm Island Tennis Courts
. Bayshore Golf Course Tennis Courts
Property Management will contract with the Dade County vendor for the repairs of the fences.
City Hall
There was water intrusion in various areas in the City Hall Building causing damage to carpets and
ceiling tiles. All of these repairs have been corrected. The specifications for a new roof of the facility
are near completion and the project will go out for bid within the next two months.
In conclusion the City's facilities held up very well to the forces of Hurricane Irene. Although
electrical outages effected many buildings, including the Scott Rakow Youth Center where the Ice
Rink melted, Property Management's Electrical and NC staff was able to bring all system back on
line as soon as the power was restored to the facilities. Minor drywall and interior walls damage is
also scheduled for repairs. Currently, there are no City facilities that are not in full operation as a
result of the storm. All services and buildings systems are in full operation.
Property Management is also tracking all cost related to the damages from Hurricane Irene and has
taken photographs of the damaged areas for possible FEMA reimbursement documentation.
