A RESOLUTION OF THE CITY OF MIAMI BEACH CITY
COMMISSION ADOPTING THE CERTIFICATE OF THE
RESUL TS FOR THE NOVEMBER 4, 1997 GENERAL
ELECTION FOR THE CITY OF MIAMI BEACH AND
ADJOURNING THE CITY OF MIAMI BEACH CANVASSING
BOARD FOR THE NOVEMBER 4, 1997 GENERAL
ELECTION.
WHEREAS, on October 21,1997, the City Manager (or his designee), Mayor Seymour
Gelber and Commissioner Susan Gottlieb were designated by the Miami Beach City Commission
to act as its Canvassing Board representatives regarding the conduct of the November 4, 1997
General Election for the City of Miami Beach; and
WHEREAS, the City Manager (or his designee), Mayor Seymour Gelber and Commissioner
Susan Gottlieb acted as the Commission representatives and were present at the tabulation of the
returns ofthe General Election as duly conducted by the Election Department of Metropolitan Dade
County; and
WHEREAS, the results of the November 4, 1997 General Election have been certified; and
WHEREAS, the candidates for Mayor and City Commissioner of the City of Miami Beach,
Groups I, II, III, and IV have received the number of votes cast as reflected more specifically within
the Certification of Elections attached hereto as Composite Exhibit "A"* and incorporated herein.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that having canvassed the
returns of the November 4, 1997 General Election of the City of Miami Beach, it does hereby adopt

the certificate as to the results of said General Election and it is hereby ordered that the Certificate
of Elections and this Resolution be recorded in the minutes of the meeting as a permanent record of
the results of said Election; be it further resolved that by adoption of this Resolution, the City
Commission-appointed committee acting as Canvassing Board for the City of Miami Beach
composed of the City Manager (or his designee), Mayor Seymour Gelber and Commissioner Susan
Gottlieb has discharged its duties for the November 4, 1997 City of Miami Beach General Election
and said committee is hereby adjourned.
PASSED and ADOPTED this 5th day of November, 1997.

We, Mayor Seymour Gelber, Commissioner Susan Gottlieb and Assistant City Manager Mayra Diaz
Buttacavoli, City Manager's designee; acting as designees of the Miami Beach City Commission and
serving as the City of Miami Beach Canvassing Board, do hereby certify that we have made an
examination of the returns of the General Election held in Miami Beach, Florida, on November 4, 1997,
as conducted by the Clerks and rnspectors who were duly appointed by the Metropolitan Dade County
Supervisor of Elections; and as reflected by certification received from the Supervisor of Elections of Dade
County, Florida; such examination having been made solely, exclusively and entirely from such returns
and certification; and DO HEREBY CERTIFY that as a result of said examination we have found and DO
HEREBY DECLARE the results of said election to be as follows:
THAT there were a total of 12,971 votes cast.

FOR NOVEMBER 4, 1997 CITY OF MIAMI BEACH GENERAL ELECTION

We, the undersigned, Mayor Seymour Gelber, Commissioner Susan Gottlieb,
and Assistant City Manager Mayra Diaz Buttacavoli, constituting the Miami Beach
Canvassing Board for the November 4, 1997 General Election, do hereby certify that
we met at the Office of the Mayor of the City of Miami Beach on the 31 st day of
October, 1997, and proceeded to pub I icly establ ish the criteria for determining
acceptance of absentee ballot certificate envelopes received for the General Election
to be held in said City on the 4th day of November, 1997. We determined that
absentee ballots would be accepted as legal when the certificate envelopes contain
the following:
1. Voter's signature.
2. One attesting witness's signature with * identifiable* address.
(Notary's signature with current notary stamp may qualify as sole
attesting witness).
3. "X" signature sufficient for witness so long as accompanied by
identifiable address.
We further determined that each absentee ballot in a certificate envelope containing
the following deficiency will be reviewed and determined to be either valid or invalid by
the Miami Beach Canvassing Board at 6:00 p.m. on Tuesday, November 4, 1997, in the
office of the Dade County Supervisor of Elections, 111 N .W. 1 st Street, 19th Floor.

signature on file in the office of the Dade County Supervisor of

SUBJECT: ACCEPTING CITY OF MIAMI BEACH GENERAL ELECTION RESULTS
AND CALLING RUN-OFF ELECTION
The attached three Resolutions formally adopt the certificate of results of the City of Miami
Beach November 4, 1997 General Election and adjourn the Canvassing Board for said election, call
for the City of Miami Beach November 13, 1997 Run-Off Election, and designate the Canvassing
Board for the Run-Off Election; these resolutions are necessary because no candidate for Mayor or
Commission Group numbers r, II, and rv from the General Election received a majority of votes
cast. Accordingly, and pursuant to Miami Beach City Charter Section 2.01, a Run-Off Election shall
be called for November 13, 1997 between the two candidates in the Mayoral Group and in
Commission Group numbers r, II, and rv receiving the highest number of votes in the General
Election.
