A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
ADMINISTRA TION TO SUBMIT A GRANT APPLICATION TO THE
METROPOLIT AN PLANNING ORGANIZATION'S TRANSPORT A TION
ENHANCEMENT PROGRAM, FOR THE DESIGN, ENGINEERING AND
CONSTRUCTION OF PHASE TWO OF THE NORTH BEACH
RECREATIONAL CORRIDOR PROJECT, A BICYCLEIPEDESTRIANI
GREENWAY FACILITY ON BEACHFRONT PUBLIC EASEMENT,
EXTENDING FROM 75TH STREET TO THE NORTH SHORE OPEN
SPACE PARK.
WHEREAS, a major objective of the City has been to enhance the public access and utility
of the beachfront for both residents and visitors; and
WHEREAS, the North Beach Recreational Corridor Project (NBRC) is a 2.7- mile bicycle!
pedestrianlgreenway facility to be built on a vacant strip of beachfront public easement; and
WHEREAS, this bicycle!pedestrianlgreenway project is a component of the North Dade
Greenways Master Plan, which is an integral part of the County-adopted Long Range Transportation
Plan; and
WHEREAS, the NBRC is a three-phased project, Phase I of which, or State WPI #6123280,
has recently become fully funded for design, engineering, and construction, at $2.591 million; and
WHEREAS, the City wishes to apply for funding for the NBRC's Phase II Project, which
will extend from 75th Street to the North Shore Open Space Park, at a cost of approximately $1.5
million; and
WHEREAS, grant funding is available via applications to the Metropolitan Planning
Organization's Transportation Enhancement Program, a federally-funded initiative; and
WHEREAS, if the City application is awarded, the local match will be provided utilizing
a combination of the City's General Obligation Bond Program funds, allocated for the North Shore
Open Space Park-area projects, with additional funding to be identified within the next two years.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Administration to submit a grant application to the Metropolitan
Planning Organization's Transportation Enhancement Program, for the design, engineering and
construction of Phase Two of the North Beach Recreational Corridor Project, a
bicycle/pedestrianlgreenway facility on beachfront public easement, extending from 75th Street to
the North Shore Open space Park.

Adopt the Resolution.
ANALYSIS
A major objective of the City of Miami Beach has been to enhance the public access and utility of
the beachfront for both residents and visitors. The North Beach Recreational Corridor Project
(NBRC) is a 2.7-mile bicycIe/pedestrian/greenway facility to be built on a strip of beach right-of-
way (a vacant public easement) running between the dunes and the private property lines. Phase I
of this project, from 63rd Street to 75th Street, is now fully funded at $2.591 million and ready for
final design, engineering, and construction. Extensions to this project are planned northward to
North Shore Open Space Park (Phase IT), and southward to 53rd Street (phase ill) where the corridor
project will interconnect with the proposed Indian Creek Greenway Project.
Phase I is funded at $2.591 million, as follows: $1 million in Safe Neighborhood Parks Bond funds,
$841,000 in IS TEA Transportation Enhancement Program funds (State WPI # 6123280), $500,000
in recently-approved Miami Beach General Obligation Bond Program funds, and $250,000 in V A-
HUD Economic Development Initiative Program funds.
The opportunity has now arrived to submit an application to the Metropolitan Planning Organization
(MPO), under the TEA-21 Transportation Enhancement Program, for design, engineering, and
construction of Phase IT of the NBRC, the project's northward connection from 75th Street to the
North Shore Open Space Park. This Phase II project spans five (5) blocks of beachfront public

easement, and will include the resurfacing of the existing bicycle/pedestrian path within the park.
The Phase II project cost has been estimated at $1.5 million.
The deadline for this TEA-21 Transportation Enhancement application is November 24, 1999. The
maximum MPO award for any single project has been set at $1 million. If the Miami Beach grant
application is awarded, the City's required 20% match, or $200,000, would come from the $3.2
million in recently-approved G.O. Bond Program funds allocated for the North Shore Open Space
Park. If TEA-21 funds are awarded for the Phase II of the NBRC project, these funds will be
programmed for construction in the fourth or fifth year of the MPO's Transportation Improvement
Program (TIP), year 2004 or 2005. Therefore, the City has plenty of time to apply for other sources
of funding and raise the $300,000 balance. Additionally, if the City's November 1,1999 application
to the "Fast-Track" Transportation Initiative program is successful, we would have enough monies
to cover the Phase II project funding gap.
A map indicating all the proposed bicycle/pedestrian/greenway facilities Citywide and, specifically,
the North Beach Recreational Corridor, Phase I, n, and ill Projects, is herein attached as Exhibit A.
The Citywide project shown in this map is known as the Atlantic Trail, a component of the MPO's
North Dade Greenway Master Plan (Exhibit B), which is an integral part of the County-adopted
Long Range Transportation Plan (LRTP). Please note that the County LRTP, a 20-year plan, is an
additional source of grant funding for bicycle/pedestrian facility projects, above and beyond the
MPO's Transportation Enhancement Program, to which we are proposing to apply.
The North Beach coastline features the widest, continuous corridor of beach right-of-way on public
easement available in Miami Beach, where construction of bicycle/pedestrian/greenway facilities
is allowed by the Department of Environmental Management (DERM). The North Beach
Development Corporation (NBDC), the Collins A venue hotel owners, and the North Beach
community as a whole have been advocating for this project for the last five years. This project is
an integral component of the City of Miami Beach's goal to enhance the public access and utility of
the beach front. Through the utilization of available public funding from County, State, and Federal
programs, matched with Miami Beach G.O. Bond funds, we anticipate the full completion of this
important project (Phases I, II, and III) by 2006.
Presently, the City has the chance to apply for grant funding for the Phase n Project, the North
Beach Recreational Corridor's extension to the North Shore Open Space Park. The Administration
recommends approval of the Resolution.
