99-23280 RESO RESOLUTION NO. 99-23280 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO EXECUTE THE EXISTING FACILITIES PLAN-GRANT AGREEMENT WITH MIAMI-DADE COUNTY, ACCEPTING A GRANT IN THE AMOUNT OF $775,000 FOR THE RENOVATION OF THE COLONY THEATER INTO A FULLY FUNCTIONAL PERFORMING ARTS FACILITY WHICH IS COMPLIANT WITH THE AMERICANS WITH DISABILITIES ACT; AND TO APPROPRIATE SAID FUNDS. WHEREAS, Miami Dade County, represented by the Board of County Commissioners and the Miami-Dade Cultural Affairs Council, seeks to enhance the cultural lives of all its citizens through the support of the performing arts; and WHEREAS, Miami Dade County seeks to implement its support of the performing arts and its support for the planned Performing Arts Center by awarding grants for the renovation of strategically identified existing performing arts facilities; and WHEREAS, the Colony Theater, a City of Miami Beach owned building on the National Register of Historic Places, was constructed in 1934 as a cinema yet currently functions as a mixed use media and performing arts space; and WHEREAS, the Colony Theater has been identified by Miami-Dade County as an existing facility that merits renovation into a full performance facility; and WHEREAS, the Colony Theater has been identified by the City of Miami Beach as a facility that will be renovated in compliance with the American with Disabilities Act as amended; and WHEREAS, the City of Miami Beach understands and accepts the conditions of the Existing Facilities Grant Agreement with Miami-Dade County; NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND CITY COMMISSION OF MIAMI BEACH, FLORIDA authorize the City Manager, or his designee to execute the Existing Facilities Plan Grant Agreement with Miami-Dade County, accepting a grant in the amount of $775,000 for the renovation of the Colony Theater into a fully functional performing arts facility which is compliant with the Americans.. ADMINISTRATION RECOMMENDATION Adopt the Resolution. BACKGROUND In March 1992, Jules Fischer Associates, Inc., the nation's leading theater consultant, and AM Planning & Research Corporation were engaged by Miami-Dade County to undertake planning for a new performing arts center in Miami. On August 11, 1992, Phase I of this project, the 1992 Updated Needs Assessment Report, which explored the state of the performing arts in Miami-Dade County, was completed. Two Miami Beach venues were assessed in this report, the Jackie Gleason Theater of the Performing Arts and the Colony Theater. Three other Miami Beach venues, the Lincoln Theater, the Cameo Theater and the Area Stage were visited but not assessed. The 1992 Updated Needs Assessment Report evaluated the Colony Theater in four categories: Strengths, Weakness, Opportunities, and Constraints. The results are excerpted below. STRENGTHS I) Design of interior theater audience space work&< well for dance and small theatrical performances. 2) Management contract with Concert Association works well. 3) Size of house very good for small and mid-sized performing arts organizations and artists. WEAKNESS I) Severe limitations of wing space and backstage support space. 2) Substantial lack of offices and dressing rooms. 3) Platform built to support audience seating is showing its age. CONSTRAINTS l) Corner location on street property line limits expansion opportunities for correcting backstage problem. The Performing Arts Center Trust's Existing Facilities Committee evaluated the 1992 Updated Needs Assessment Report for 18 months. The culmination of their work was the Existing Facilities Plan that recommends a total of $8 million of essential improvements to neighborhood facilities through out Miami-Dade County. The Existing Facilities Plan was submitted and approved by the Board of County Commissioners On July 13,1993 with the adoption of Resolution No. 860-93. The Existing Facilities Plan states that the "Colony Theater is the most heavily used medium sized theater in the county" and that making "additions and upgrades to the Colony would eliminate the need to build a similarly sized theater at the new Performing Arts Center." The Existing Facilities Plan further recommends a grant award in the amount of $775,000 for renovations at the Colony Theater which will correct its assessed weaknesses. On August 16, 1999, Karen Caruso, General Manager ofthe Colony, received the Existing Facilities Plan Grant Agreement and forwarded it to the City. After review by the City's Legal Department, minor changes were suggested. Miami-Dade County substantially accommodated these changes. If approved, the Existing Facilities Plan Grant Agreement between Miami-Dade County and the City of Miami Beach will be presented to the Board of County Commissioners on September 21, 1999 for final approval. ANALYSIS The grant awarded by the Existing Facilities Plan Grant Agreement can only be used for the purpose of renovating the C()lony Theater into a full performance facility. Because this will ultimately involve new construction, the renovation will assist the City in meeting the clear mandate of the Americans with Disabilities Act of 1990, as amended, and the Rehabilitation Act of 1973, as amended. Thus, the City's ADA issues at the Colony will be remedied. Another condition of accepting the grant is that for the next ten years, the renovated facility must be used for not-for-profit cultural activities for at feast 25% or more of its performance dates each year, of which no less than 39 dates must be on the weekend, which is defined as Friday, Saturday, and Sunday. Currently, the Concert Association of Florida manages and operates the Colony. Last year more than 75% of performance dates were used for not-for-profit cultural activities. Besides the circumstances mentioned, the general conditions ofthe Agreement are routine for a large capital improvement grant. The City will be responsible for monitoring the grant and issuing reports to the Executive Director of the Miami-Dade County Cultural Affairs Committee. These funds have been inconsistent and the space is currently vacant, pending a final sublease agreement, as reported on July 7, 1999. The Concert Association is negotiating a proposed sublease with Mark Soyka to improve and to operate the restaurantlcafe for a monthly rent of $4,000 and for a term in excess of one (1) year. Said sublease would further be subject to the City's approval of a non-disturbance and attornment agreement in light ofthe Concert Association's lease expiration on August 31, 2000. The City also has submitted applications to obtain grant funds to renovate the Colony Theater, currently pending award at the Florida Department of State. Parties: The parties to this Agreement are the Grantee listed in Article I, and Miami-Dade County, a political subdivision of the State of Florida. Miami-Dade County has delegated the responsibility of administering this Grant to the Executive Director of the Miami-Dade County Cultural Affairs Council, or his designee, who shall be referred to herein as the "Director of the CounciL" 2. Project Description: The Grantee may only use the Grant for the purposes described in the Project Description, in the form attached hereto as Exhibit No.1; the Line Item Project Budget and the Project Timetable, in the form attached hereto as Exhibit No.2 - Part 1 and Exhibit No.2 - Part 2: Form EES. The Grantee must attach completed Exhibits No.1, No.2 - Part 1, and No.2 - Part 2, which, upon written approval of the Director of the Council, will be incorporated into this Agreement. All expenditures will be subject to the terms of this Agreement, as specified in Exhibits No.1, No.2 - Part 1, and No.2 - Part 2, subject to the written approval of the Director of the Council. Any changes in line item expenditures must be requested in writing from the Director of the Council, and so long as expenditures do not exceed the total amount of grants funds. Revenues, including any matching public and private sector funds, also will be specified in the Line Item Project Budget attached hereto, as Exhibit No.2 - Part 1. Changes to the scope of work in the Project Description and/or to the Line Item Project Budget must be requested in writing from the Director of the Council. 3. Facility Use: For at least ten (10) years from the completion of the Grant Project, the Grantee shall use the facility and equipment, improved and/or acquired under this Grant Project, for not-for-profit cultural activities involving cultural programs presented by the Grantee and by other artists and not-for-profit cultural organizations. These not-for-profit cultural activities shall benefit artists, community-based cultural organizations and audiences. The Grantee shall make the facility and equipment available for these not-for-profit cultural activities for a minimum of twenty-five percent (25%) of the performance dates each year, of which no less than 39 dates shall be weekend dates which are defined for this purpose as Friday, Saturday and Sunday. Performance times on each of these performance dates shall be evenings on Fridays, Saturdays and Sundays, with an evening performance beginning at a time scheduled between 6:00 P.M. and 8:30 P.M., and matinees on Saturdays and Sundays with matinee performances beginning at a time scheduled between 1 :00 P.M. and 3:00 P.M.. All of these dates and times shall be made available for these not-for-profit cultural activities at affordable rates, not to exceed the Grantee's direct costs (i.e., actual cost of electricity, insurance and theater staff directly utilized for the performance date). The Grantee shall make pro-active efforts to achieve these annual facility usage levels for not-for-profit cultural activities. These efforts shall include, but not be limited to: establishing a theater booking policy and rental agreement incorporating the not-for-profit cultural activities usage levels and rate requirements of this agreement; disseminating the theater booking policy and theater specifications and rate information directly to Miami-Dade County's not-for-profit cultural organizations and artists; and promoting and holding an annual "open house" in the theater for Miami-Dade County's not-for-profit cultural organizations and artists. By January 1 st of each year during this ten (10) year period, the Grantee must submit an annual report to the Director of the Council specifically accounting for all of its efforts and results over the preceding fiscal year to achieve these required usage levels for providing an affordable and accessible facility for these not-for-profit cultural activities. This annual report shall be in a form acceptable to the Director of the Council. For the purposes of this annual report and this Page 2 Agreement, the fiscal year shall be defined as the period between October 1 st and September 30th. 4. Reports: This Grant has been awarded with the expectation that the described project will enhance and develop Miami-Dade County's cultural community. To demonstrate that the Grant is fulfilling, or has fulfilled, its purpose, and to monitor progress, performance, and compliance with this Agreement and with applicable municipal, Miami-Dade County, state and federal requirements, the Grantee must supply the Director of the Council with written reports documenting that the Grantee has fulfilled all applicable requirements. These reports are to be received by the Director of the Council according to the schedule listed under Article 1.5 and II.3 above, and Article II.5 below, or more frequently, as prescribed by the Director of the Council. 5. Amount of Grant and Payment Schedule: The total amount of the Grant is specified in Article 1.2. By making this Grant, Miami-Dade County assumes no obligation to provide financial support of any type whatsoever in excess of the total Grant amount. Cost overruns are the sole responsibility of the Grantee. The Grant funds will be supplied to the Grantee subsequent to receipt and approval by the Director of the Council of all reports, invoices and documents due from the Grantee as required through this Agreement. Upon submission of acceptable documentation, payment(s) of Grant funds will be made to the Grantee upon submission by the Grantee and upon approval by the Director of the Council of: Exhibit No. I, Exhibit No. 2 - Part I, and Exhibit No. 2 - Part 2 of this Agreement; documentation of notice to proceed for each phase of the scheduled work as outlined in Agreement Exhibit No. 2 - Part 2, indicating authorized expenditures for the phase; and documentation reflecting the amount of design and/or construction work completed and/or evidence of services or equipment having been received and paid for. The Payment Schedule for this Grant shall be based upon Exhibit No. 2 - Part 2, a detailed project schedule reflecting the timetable for completion of each phase of the work and the amount of grant and other funds budgeted for the corresponding expenses. All payments are contingent upon the Grantee's submission to the Director of the Council of acceptable documentation required in this Agreement confirming progress of the Grant Project. 6. Program Monitoring and Evaluation: The Director of the Council may monitor and conduct an evaluation of operations and the project under this Grant, which may include visits by County representatives to observe the project or Grantee's programs, procedures, and operations, or to discuss the Grantee's programs with the Grantee's personnel. For construction work involved in the Grant Project, the Grantee shall: notify the Director of the Council of any applicable federal labor compliance requirements regarding procurement and pre-award procedures prior to awarding a contract for construction; submit to the Director of the Council all plans and specifications and receive the approval of the Director of the Council prior to issuance and implementation; and comply with all applicable provisions of applicable municipal, state, federal and Miami-Dade County laws, regulations and rules. 7. Bank Accounts and Bonding: Monies received pursuant to this Agreement shall be kept in accounts in established Miami-Dade County banks or savings and loan associations whose identities shall be disclosed in writing to the Director of the Council with the identity and title of individuals authorized to withdraw or write checks on Grant funds. Page 3 8. Accounting and Financial Review: The Grantee must keep accurate and complete books and records of all receipts and expenditures of Grant funds in conformance with reasonable accounting standards. These books and records, as well as all documents pertaining to payments received and made in conjunction with this Grant, such as vouchers, bills, invoices, receipts and canceled checks, shall be retained in Miami-Dade County in a secure place and in an orderly fashion by the Grantee for at least three (3) years after the submission ofthe Final Report specified in Article I. 7. These books, records, and documents may be examined by the Director of the Councilor his designee at the Grantee's offices during regular business hours and upon reasonable notice. Furthermore, the Director of the Council may, at the County's expense, audit or have audited, upon reasonable notice, all the financial records of the Grantee, whether or not purported to be related to this Grant. 9. Publicity and Credits: The Grantee must include the following credit line in all promotional and marketing materials related to this Grant, including public announcements, press releases, programs, and print and broadcast media: THIS PROJECT IS SUPPORTED BY A GRANT FROM THE MIAMI-DADE COUNTY CULTURAL AFFAIRS COUNCIL, AND THE MAYOR AND BOARD OF COUNTY COMMISSIONERS OF MIAMI-DADE COUNTY. 10. Liability and Indemnification: It is expressly understood and intended that the Grantee is merely a recipient of Grant funds and is not an agent of Miami-Dade County, its Mayor and Board of County Commissioners, or the Miami-Dade County Cultural Affairs Council. Government entity shall indemnify and hold harmless the County and its officers, employees, agents and instrumentalities from any and all liability, losses or damages, including attorney's fees and costs of defense, which the County or its officers, employees, agents or instrumentalities may incur as a result of claims, demands, suits, causes of actions or proceedings of any kind or nature arising out of, relating to or resulting from the performance of this Agreement by the government entity or its employees, agents, servants, partners, principals or subcontractors. Government entity shall pay all claims and losses in connection therewith and shall investigate and defend all claims, suits or actions of any kind or nature in the name of the County,. where applicable, including appellate proceedings, and shall pay all costs, judgments, and attorney's fees which may issue thereon. Provided, however, this indemnification shall only be to the extent and within the limitations of Section 768.28 Fla Stat., subject to the provisions of that Statute whereby the government entity shall not be held liable to pay a personal injury or property damage claim or judgment by anyone person which exceeds the sum of $100,000, or any claim or judgment or portions thereof, which, when totaled with all other claims or judgment paid by the government entity arising out of the same incident or occurrence, exceed the sum of $200,000 from any and all personal injury or property damage claims, liabilities, losses or causes of action which may arise as a result of the negligence of the government entity. 11. Assignment: The Grantee is not permitted to assign or sublet this grant in whole or in part, and any purported assignment will be void. Page 4 12. Compliance with Laws: The Grantee agrees to abide by and be governed by all applicable federal, state, local, and Miami-Dade County laws and terms of Grants of Miami-Dade County of which this is a sub grant, including but not limited to Miami-Dade County's Ordinance No. 72-82 (Miami-Dade County's Conflict of Interest and Code of Ethics Ordinance) as amended, which is incorporated herein by reference as if fully set forth herein. 13. Remedies and Expenditure Deadline: In the event the Grantee shall fail to conform with any of the provisions of this Agreement, the Director of the Council may withhold or cancel all, or any, unpaid installments of the Grant upon giving fifteen (15) calendar days' written notice to the Grantee, and the County shall have no further obligation to the Grantee under this Agreement. Further, in the event of a material breach of any term or condition of this Agreement, upon fifteen (15) calendar days' written demand by the Director of the Council, the Grantee shall repay to Miami-Dade County all portions of the Grant which have been received by the Grantee, but which have not actually been disbursed by the Grantee as of the date that the written demand is received. In the event that this Grant is canceled or the Grantee is requested to repay Grant funds because of a breach of this Agreement, the Grantee will not be eligible to apply to the Miami-Dade County Cultural Affairs Council for another Grant for a one year period commencing on the date the Grantee is notified in writing of the breach of this Agreement. The Grantee will be liable to reimburse Miami-Dade County for all unauthorized expenditures discovered after the expiration of the Grant period. The Grantee will also be liable to reimburse the County for all lost or stolen Grant funds. Any uncommitted Grant funds which remain in the possession or under the control of the Grantee as of the date of the Expenditure Deadline specified in Article 1.6 must be returned to Miami-Dade County within 15 days after the Expenditure Deadline; if such funds have been committed but not expended, the Grantee must request in writing from the Director of the Council an extension of the Expenditure Deadline for a period not to exceed one (1) year. An additional one (1) year extension may be authorized by the Director of the Council if the Grantee can document in a written request sufficient grant project progress and cause for such an extension to be warranted. Grant funds which are to be repaid to Miami-Dade County pursuant to this Section are to be repaid by delivering to the Director of the Council a certified check for the total amount due, payable to Miami-Dade County, Florida. These provisions do not waive or preclude the County from pursuing any other remedy which may be available to it under the law. 14. Indulgence Will Not be Waiver of Breach: The indulgence of either party with regard to any breach or failure to perform any provision of this Agreement shall not be deemed to constitute a waiver of the provision or any portion of this Agreement either at the time the breach or failure occurs or at any time throughout the term of this Agreement. 15. Written Notices: Any written notices required under this Agreement will be effective when delivered in person or upon the receipt of certified letters addressed to the Grantee at the address specified in Article I.l of this Agreement, and to the Director of the Council when addressed as follows: Executive Director, Miami-Dade County Cultural Affairs Council, 111 N.W. 1st Street, Suite 625, Miami, Florida 33128. Captions Used in this Agreement: Captions, as used in this Agreement, are for. convenience of reference only and should not be deemed or construed as in any way limiting or extending the language or provisions to which such captions may refer. 17. Contract Represents Total Agreement: This contract, including its special conditions and exhibits, represents the whole and total Agreement of the parties. No representations, except those contained within this Agreement and its attachments, are to be considered in construing its terms. Other than those modifications and corresponding procedures which are specifically referenced in this Agreement, no modifications or amendments may be made to this Agreement unless made in writing, signed by both parties, and approved by appropriate action of the Mayor and Board of County Commissioners. Page 6 ARTICLES III COMPLIANCES The Grantee also accepts and agrees to comply with the following Special Conditions: The Grantee hereby agrees that it will comply with Title VI of the Civil Rights Act of 1964 (42 U.S.c. 2000d et seq.) prohibiting discrimination on the basis of race, color, national origin, disability, or sex in any program or activity receiving County support. Miami-Dade County endorses the clear mandate of the Americans with Disabilities Act of 1990 (ADA) and requires the Grantee to remove barriers which prevent qualified individuals with disabilities from enjoying the same employment opportunities that are available to persons without disabilities. Miami-Dade County also endorses the mandate of the Rehabilitation Act of 1983 and Section 504, which prohibits discrimination on the basis of disability and requires that the Grantee provided equal access and equal opportunity and services without discrimination on the basis of any disability. The Grantee hereby acknowledges that a professional design team, including architects and engineers and as necessary, theater and acoustical and sound and communications consultants are essential for implementing the Grant Project. In Exhibit 1 to this Agreement, the Grantee shall furnish satisfactory documentation confirming that such consultants, with experience in theater design and/or renovations, are committed for this project. (PACT) recommends that the Board of County Commissioners approve the funding of nine (9) grants for improvements to existing cultural facilities throughout Miami-Dade County for a total of $7,370,000. These funds were made available from the Series 1997 Bonds issued in part for this purpose, and as provided for in the Existing Facilities Plan. BACKGROUND On July 13, 1993, the Board approved Resolution No. 860-93, endorsing the Existing Facilities Plan as put forth by the PACT, and which recommended 58,000,000 in grant funding for improvements to existing cultural facilities throughout Miami-Dade County. On November 18, 1997, the Board ratified a comprehensive plan submitted by the PACT to provide supplemental funds for the new downtown Performing Arts Center, a South Miami-Dade County Cultural Center, significant improvements to three existing cultural facilities in North Miami-Dade and Hialeah, and to fund the Existing Facilities Plan. In addition, on November 18, 1997, the Board approved Ordinance No. 97-210 and Resolution 1399-97, authorizing the issuance of the Series 1997 Bonds secured by Convention Development Tax receipts to accomplish all of these projects, as reco~ended by the PACT. The Existing Facilities Plan set forth a comprehensive set of recommendations for essential improvements to neighborhood cultural facilities throughout Miami-Dade County. The guiding concern for the work of the PACT's Existing Facilities Committee was to develop a plan of strategic capital investments to improve the operational viability of cultural facilities that would be directly impacted by the development of the new Performing Arts Center. These facilities included: Gusman Center for the Performing Arts, Miami-Dade County Auditorium, Manuel Artime Performing Arts Center, Actors' Playhouse - The Miracle Theatre, the Colony Theater, Joseph Caleb Auditorium, African Heritage Cultural Arts Center, Shores Performing Arts Theatre, Milander Auditorium and the Lyric Theater. Chairperson and Mprobers BOard of County Comm .mers Page 2 On July 21, 1998, the Board approved Resolution No. 938-98, approving an advance of up to $275,000 of these Existing Facilities Plan Funds as a grant to the Black Archives, History and Research Foundation of South Florida, Inc., for the completion of the renovation and equipping of the Lyric Theater; and ditecting the Miami-Dade County Cultural Affairs Council to negotiate and implement an agreement for this project. On July 27, 1999, the Board approved Resolution No. 912-99, approving the funding of a complementary grant to the Black Archives, History and Research Foundation of South Florida, Inc., for the renovation, expansion and equipping of the Lyric Theater for a total of $355,000 in Existing Facilities Plan support funds; and directing the Miami-Dade County Cultural Affairs Council to negotiate and implement an agreement for this project. These two grants totaling $630,000 represent the entire allocation recommended in the Existing Facilities Plan for the Lyric Theater project. On November 5, 1998, the Board approved Resolution No. R-1266-98, authorizing the funding of two (2) grants for improvements to North Miami-Dade and Hialeah Existing Cultural Facili- ties for a total of $4,693,200 in support funds from the Series 1997 Bonds; and further, authoriz- ing the amendment of Resolution R-1399-97, as incorporated in each of the grant agreements, so that the Grantees for those cultural facilities improvements would be responsible directly forse- lecting firms and contracting for architectural, acoustical and theater consulting services for their projects. On January 21, 1999, the Board approved Resolution No. R-84-99, authorizing the funding of one (1) grant for improvements to Hialeah High School Auditorium for a total of $3,468,000 in support funds from the Series 1997 Bonds; and further, authorizing the amendment of Resqlu- tion R-1399-97, as incorporated in the grant agreement, so that the Grantee for that cultural fa- cilities improvement project would be responsible directly for selecting firms and contracting for architectural, acoustical and theater consulting services for their project. On August 3, 1999, the City of Miami Commission approved a resolution authorizing the City Manager and the Executive Director of the Miami Parking System to negotiate an agreement with the Miami-Dade County Cultural Affairs Council to operate and improve the Gusman Cen- ter for the Performing Arts on behalf of the City of Miami. In approving this resolution, the City of Miami cited that the staff of the Miami-Dade County Cultural Affairs Council are well quali- fied and positioned to implement long term capital improvement projects, to broaden and expand programming, education, outreach, and marketing opportunities, and to thus ensure the continued vitality of this nationally recognized, historic and architecturally significant facility. In making its recommendations regarding the Existing Facilities Plan, the PACT recognized the importance of establishing first-rate cultural facilities in under-served areas of the County. The plan for establishing these facilities was developed through an assessment process led by the Mi- ami-Dade County Cultural Affairs Council in coordination with the PACT and the team of de- sign consultants working on the downtown Performing Arts Center. The recommended grants projects are as follows: · Facility: Gusman Center for the Performing Arts Grantee: Friends of Gusman - $3,893,000 This 1700-seat historic theater located on Flagler Street in downtown Miami, was built in 1926 as a picture palace in the grand Mediterranean Revival style. Gusman is home tc the Miami Film Festival and the Florida Philharmonic Orchestra for their Miami-Dade County performances. The primary goal of the long-range plan to restore Gusman is to assure its future as an historically important Downtown theater that promotes a broad spectrum of events directed to South Florida's unmatched cultural mix, while remaining accessible to lo- cal artists and organizations. Improvements will include: replacing the theater roof, replac- ing the stage deck, front of house rewiring and restoration of lighting implements, decorative plaster and paint restoration, public service area improvements, HV AC work, smoke evacua- tion improvements, installation of new marquee/patron climate cover and message board, re- placing the auditorium ceiling, reseating the auditorium, installation of ADA stage access, stage lig,..ting improvements, auditorium carpet replacement, vestibule and lobby floor tile restoration, new interior signage, architectural lighting improvements in the auditorium, re- placement of historic furnishings, replacement of stage rigging and draperies, replacement of stage lift system, design and installation of HV AC for stage, improvement of sound and video systems, termite treatments, and acoustical shell improvements. · Facility: Miami-Dade County Auditorium Grantee: Miami-Dade Countv Park and Recreation Devartment - $945,000 Located within the City of Miami, this 2500-seat theater in Miami's distinctive Fifties style, is currently home to the Florida Grand Opera for their Miami-Dade County productions and the site of many presentations of the Concert Association of Florida, among others. The ob- jective of Miami-Dade County Auditorium is to become a cultural campus, acting as a mag- net for the growing Hispanic cultural population and continuing to provide leadership to the Hispanic community when its primary tenants move to the new Performing Arts Center. Im- provements will include the addition of a "stand alone" Hispanic Heritage Cultural Arts Center with a rehearsal/performance space, lighting system upgrades, and new lighting and sound equipment. 3 l:IQn. Facility: Manuel Artime Performing Arts Center Grantee: City of Miami Department of Public Facilities - $145,000 Previously a magnificent.Baptist Church, the Manuel Artime Performing Arts Center was ac- quired by the City of Miami in 1976 and converted into an 800-seat theater. The facility pro- vides Little Havana residents with an affordable performing venue available to local arts and civic organizations. Improvements include: repairing rain gutters, repairing water-damaged wood and walls, interior and exterior painting, repair and relocation of air-conditioning unit, upgrade of sound system, addition of hearing impaired listening system, and installation of an iron security fence. · Facility: Actors' Playhouse - The Miracle Theatre Grantee: Actors' Plavhouse Productions. Inc. - $240,000 Located on Miracle Mile in Coral Gables, the historic Miracle Theatre was purchased by the City of Coral Gables in 1995 and leased to Actors' Playhouse. Actors' Playhouse became the resident producing theatre company and managing agent of the Miracle Theatre rent free in exchange for financing a $6,000,000, five year capital project to restore and renovate the historic movie house into a performing arts facility. The renovated theatre now houses a 600- seat Mainstage and a 300-seat Balcony Theatre. Phase Three improvements include: con- struction of a black box/rehearsal/classroom multi-use lOO-seat theatre, third floor dressing rooms and full bathrooms, installation of gallery/exhibition space in the Theatre's main 10bby and second floor lobby, furnishing of a costume shop, Mainstage dressing rooms and full bathrooms (backstage), creation of a second and third floor loft backstage to include costume and prop storage space plus stage-level dressing rooms, a storage room off the Balcony Theatre, wheelchair lifts to make the entire facility accessible, the creation of gallery space in the first floor lobby and in the Black Box space, the upgrading of lighting, sound and stage systems for all three stages, and the final building finishes and furnishings including doors and windows. · Facility: Colony Theater Grantee: City of Miami Beach - $775,000 The 465-seat Colony Theater is a renovated Art Deco movie house located on Lincoln Road and is listed on the National Register of Historic Places. The primary improvements will en- compass expansion of the backstage and construction of two additional floors wrapping around the south and west wall of the existing building to accommodate new dressing rooms, technical shops, offices and storage space, with the topmost floor for relocation of HV AC and other mechanical equipment. Improvements include: addition of a new lighting bridge, addition and expansion of a loading dock area, purchase of stage lighting equipment and ac- cessories, upgrade of the sound system, and purchase of equipment for fly system and lift system. · Facility: African Heritage Cultural Arts Center Grantee: Miami-Dade Countv Park and Recreation Department - $365,000 The African Heritage Cultural Arts Center is a vibrant community center located near Caleb Auditorium in Liberty City. The Center includes a 125 to 200 flexible-seat black box theater, offering computerized lighting board, P.A. system, and professional make-up room. Im- provements include: construction of a new music building and the purchase of musical equipment, including musical instruments, music chairs, music stands, and sound and re- cording equipment. · Facility: Shores Performing Arts Theater Grantee: Shores Performinf! Arts Theater - $222,000 The Shores Performing Arts Theater is 473-seat converted post World War II movie house located in downtown Miami Shores.
