99-23410 RESO RESOLUTION NO. 99-23410 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, OPPOSING AN INITIATIVE TO INCREASE RESORT TAXES FOR THE PURPOSE OF EITHER BUILDING OR OPERATING A NEW BASEBALL STADIUM IN MIAMI-DADE COUNTY, FLORIDA. WHEREAS, there are currently discussions taking place regarding an initiative to add a one percent (1 %) tax on hotels, food, and beverages for the purpose of either building or operating a new baseball stadium in Miami-Dade County, Florida; and WHEREAS, existing resort taxes of this nature are to be spent for the purpose of tourism promotion, advertising, and marketing by tourism agencies; and WHEREAS, there currently exists a three percent (3%) convention development tax which was already used to build, as well as operate in some cases, existing sports facilities, including two (2) sports arenas, and to expand the largest convention facility in Miami-Dade County, and which tax is still being collected; and WHEREAS, historically, data indicates that a sports facility, such as the one being discussed, does not bring tourists to Miami-Dade County nor does it bring any tourism dollars; and WHEREAS, any attempt to burden our visitors with another tax would put our hotels and community at a competitive disadvantage in attracting future convention and leisure visitors; and WHEREAS, thirty-nine (39%) of the resort tax currently collected by Miami-Dade County supports sports; and WHEREAS, according to a 1996 County-supported study, Miami-Dade County ranked 4th in the nation in the use of resort tax dollars for sports; and WHEREAS, the Greater Miami and the Beaches Hotel Association as well as the Greater Miami Convention and Visitors Bureau have both passed Resolutions in opposition to any additional resort tax monies being levied or spent for a new baseball stadium in Miami-Dade County, Florida. NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach is hereby opposed to any initiative that would impose any additional resort taxes or would expand the use of the existing resort taxes for the purpose of building or operating a new baseball stadium in Miami-Dade County, Florida.
