99-23413 RESO RESOLUTION NO. 99-23413 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA OPPOSING ANY INITIATIVE THAT WOULD IMPOSE AN ADDITIONAL BED T AX IN MIAMI BEACH, BAL HARBOUR, AND SURFSIDE, FLORIDA. WHEREAS, there are discussions taking place in the municipalities ofBal Harbour, Miami Beach, and Surfside regarding an initiative to place an additional two percent (2%) tax on hotel rooms, and WHEREAS, there currently exists a four percent (4%) bed tax in Bal Harbour; a 4% bed tax in Surfside; and 3% bed tax plus a 3% Convention Development Tax in Miami Beach (total 6%); and WHEREAS, data indicates that, on average, a 2% increase or new bed tax would result in a reduction of hotel room sales and associated visitor and convention spending per year; and WHEREAS, any attempt to burden our visitors with another tax would put Bal Harbour, Miami Beach, and Surfside hotels at a competitive disadvantage in attracting future convention and leisure visitors as compared to our neighbors in Broward County, who only impose a bed tax of 5% on their guests, and WHEREAS, Miami Beach hotels could be faced with a potential 3 % increase in the bed tax if this initiative is passed making the bed tax in Miami Beach the second highest in the nation; and WHEREAS, bed taxes, that are not earmarked for travel-related uses, do not benefit tourism and act only as a deterrent to travel by increasing a guest's costs; and WHEREAS, the Greater Miami and the Beaches Hotel Association has already taken unanimous action, through its Board of Directors, and passed a resolution on September 16, 1999 opposing any initiative that would impose additional bed taxes in Bal Harbour, Miami Beach, and Surfside. NOW, THEREFORE, BE IT nUL Y RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that any initiative to impose an additional bed tax on hotel rooms within Miami Beach, Bal Harbour, or Surfside, Florida is hereby opposed. day of December 1999.
