RESOLUTION NO. 99-23418
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING A GRANT TO THE
MIAMI BEACH CHAMBER OF COMMERCE FOR THE CONSTRUCTION
OF A VISITORS INFORMATION CENTER
WHEREAS, the Miami Beach Chamber of Commerce ("MBCC") is constructing a new
facility which will include a new 1 0,000 square foot Visitors Information Center for Miami Beach,
the goal of which is to enhance and promote Miami Beach's tourism and entertainment industries
and cultural offerings; and
WHEREAS, the existing Visitors Information Center served in excess of 36,000 visitors
during Fiscal Year 1998-1999 either in person, by telephone or by mail; and
WHEREAS, MBCC has requested that the City assist in the funding of the new Visitors
Information Center portion of the building in the amount of $300,000, and has advised the City that
a funding commitment in that amount is necessary in order for MBCC to secure financing for the
construction of the facility; and
WHEREAS, the City has included a provision in its agreement with the Greater Miami
Convention and Visitors Bureau ("GMCVB") requiring the GMCVB to provide $30,000 per year
to the MBCC for the Visitors Information Center beginning in fiscal year 1999-2000 and continuing
each year during the term of said agreement; and
WHEREAS, GMCVB agreement begins in Fiscal Year 1999-2000 and has a three year term
with a two year renewal option at the discretion of the City, and the funding provided in said
agreement will total $90,000 during the initial term of the GMCVB agreement with an additional
$60,000, or a total of $150,000, if the renewal option is exercised by the City; and
WHEREAS, assisting MBCC in providing for a Visitors Information Center will serve a
public purpose by encouraging the tourism and entertainment industries and will promote cultural
events in the City.
NOW, THEREFORE, BE IT RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the City hereby covenants to budget
and appropriate $30,000 a year for up to seven years (beginning in Fiscal Year 2002-2003 if the City
does not exercise the renewal option with the GMCVB agreement in Fiscal Year 2004-2005 or if
alternative funding is not available at such time) to be paid (1) from the Resort Tax levied and
collected by the City pursuant to Chapter 67-930, Laws of Florida, Acts of 1967, as amended, and
Section 102-307, et. seq., of the Miami Beach Code; provided, however, that such covenant to
budget and appropriate shall be subordinate to any present or future bonds or other obligations to
which the Resort Tax may be pledged, and (2) in the event that proceeds of the Resort Tax are not
available, from any legally available non-ad valorem funds of the City; provided that, as a condition
precedent to the obligation of the City to provide such covenant to budget and appropriate, MBCC
shall deliver to the City a written commitment that the space will be used as a Miami Beach Visitors
Information Center, and that any change in use shall be subject to the approval of the City.
This Resolution shall become effective immediately upon its adoption.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
ANALYSIS:
The Miami Beach Chamber of Commerce (MBCC) is constructing a new facility which will include
a new 10,000 square foot visitors Infoilllation Center for Miami Beach. The goal of the center is to
enhance and promote Miami Beach's tourism and enteliaimnent industries and cultural offerings.
The Visitors Information Center will provide a variety of products and services including a travel
bureau, a central hotel reservation system, a concierge and information service and promotional
merchandise. The existing Visitors Information Center served in excess of 36,000 visitors during
Fiscal Year 1998-1999 either in person, by telephone or by mail.
The MBCC has requested that the City assist in the funding of the Visitors Information Center
portion of the building in the amount of $300,000. The MBCC needs a commitment for this
funding in order to secure financing for the construction of the facility.
The City has included a provision in its agreement with the Greater Miami Convention and Visitors
Bureau (GMCVB) requiring the GMCVB to provide $30,000 per year to the MBCC for the Visitors
Center beginning in fiscal year 1999-2000 and continuing each year during the tcrm of the
agreement. The GMCVB Agreement begins in fiscal year 1999-2000 and has a three year term with
a two year rcnewal option at the discretion of the City. As such, the funding provided in this
agrecment will total $90,000 during the initial term of the agreement with an additional $60,000, or
a total of $150,000, provided the renewal option is exercised by the City.
Therefore, the Chamber is requesting that the Mayor and City Commission adopt a resolution
containing a covenant to budget and appropriate $30,000 a year for up to seven years (beginning in
FY 02/03 if the City does not exercise the renewal option with the GMCVB agreement or othelWise
in FY 04/05) to be paid from resort tax. If for any rcason resort tax is not available then it would be
paid from any legally available non-ad valorem funds ofthe City.

It is anticipated that funding at the same rate would continue to be provided by the GMCYB, ifthere
is an agreement with the City for a subsequent five year period beginning in either FY 02/03 or FY
04/05. Should such funding not be available the City's covenant to budget and appropriate would
be utilized.
