2000-23437 RESO RESOLUTION NO. 2000-23437 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING FUNDING FOR CITY SERVICES, ON BEHALF OF THE MIAMI BEACH FINE ARTS BOARD, TO SUPPORT THE MIAMI BEACH FESTIVAL OF THE ARTS, TO BE HELD ON FEBRUARY 5 & 6, 2000, FOR CITY SERVICES, IN THE AMOUNT OF $18,888.00, FROM THE RESORT TAX FUND. WHEREAS, the 26th Annual Miami Beach Festival of the Arts, to be held February 5 & 6, 2000, is an important ongoing event which has evolved from a local street show to one of the largest and most prestigious art festivals on the east coast; and WHEREAS, following the relocation of this event to North Beach in 1995, additional funding for advertising, promotions and police security became necessary; and WHEREAS, the Festival of the Arts is a City of Miami Beach initiated and produced event; and WHEREAS, over 160 applications were reviewed, yet of these, 41 applicants did not qualify which resulted in a much more distinguished selection of artwork for the event; and WHEREAS, the quota of booth rental fees was not reached, and as a result the event is facing a funding shortfall; and WHEREAS, the source of funding for City services in the amount of $18,888.00, will come from the Resort Tax Fund. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve funding for City services, on behalf of the Miami Beach Fine Arts Board, to support the Miami Beach Festival of the Arts, to be held on February 5 & 6, 2000, for City services, in the amount of $18,888.00, from the Resort Tax Fund. December 28, 1999 Mayor Neisen Kasdin Commissioner David Dermer Commissioner Luis Garcia Commissioner Jose Smith Commissioner Nancy Liebman Commissioner Simon Cruz Commissioner Matti Bower Dear Mayor and Commissioners: The Miami Beach Festival of the Arts is a prestigious cultural and community special event that has been held annually for the past 25 years. This official City event, produced by the City of , Miami Beach Fine Arts Board and City staff, has served to bring culture to City residents and to showcase our City to thousands of artists and visitors. Because of problems with traffic and congestion. the location of the Festival was moved four years ago from mid-Collins A venue to North Shore Open Space Park. At that time, North Beach Development Corporation began working with the Fine Arts Board to help produce and promote the event. Although the park location affords plenty of room to stage the Festival. it lacks the visibility desired by exhibiting artists. As a result, it has been difficult to attract quality artists to the event in recent years and the Festival's reputation has suffered. This year, the Fine Arts Board, under the dedicated leadership of Chairperson Cheryl Jacobs. has been working to reestablish the Festival as a premiere community arts event. The location has been changed to Ocean Terrace between 73rd and 75m Streets which offers much greater visibility. Administration of the Festival and Board was moved from the Parks Department to the Office of Arts, Culture, and Entertainment. At NBDC's recommendation, the prior City Commission approved Quality of Life funding for the event which has been lised to obtain the services of an arts festival consultant and a marketing fIrm to update the Festival's extremely outdated image and promotional materials. 300 71 ST. The results of these efforts can already be seen in the larger number and better quality of the artists who have applied to exhibit at the show. The larger nwnber of applications has allowed the Board to be selective in accepting exhibitors for the first time in many years. The Board has reviewed artists' work and chosen only those that meet the higher standards that have been set. In addition, a fresh contemporary graphic image has been developed for Festival advertising and marketing materials. These changes and the new location have created a level of energy and excitement about the event that has not been seen in many years. Despite these exciting developments, fundraising for the event has been very difficult this year because of the deterioration of the quality of the Festival in recent years. As a result, with the event scheduled to take place just over a month from now on February 5th and 6th, the Fine Arts Board is struggling to make ends meet. Given the huge effort that has been put into revitalizing the Festival this year as well as the important cultural and economic development, I would like to request that the City service and pennit fees for the event be waived to the greatest extent possible. I am aware that you receive many requests for support of this kind but I believe that this request should be given spedal consideration for a number of reasons. Unlike most other events, this is an official City of Miami Beach event, produced by a City Board and administered by a City Department. Further, it is a City event that has been part of the City's cultural tradition for 25 years. It is an event that brings culture to residents at the community level, and that will, this year. showcase an important new emerging area of our City to visitors. ' I hope that you will acknowledge the tremendous efforts that have been made to make the Festival a premiere event that is worthy of its status as an official City of Miami Beach activity and a 25 year City cultural tradition. ANALYSIS: The 26th Annual Miami Beach Festival of the Arts, to be held February 5 & 6, 2000, is an important ongoing event which has evolved from a local street show to one of the largest and most prestigious art festivals on the East coast. In October of this year, the Fine Arts Board unanimously voted to relocate the Miami Beach Festival of the Arts 2000 from the North Shore Open Space Park to the Ocean Terrace in North Beach. The juxtaposition of the seaside landscape on Ocean Terrace and the North Beach commercial district, just west on Collins A venue, lends itself to many patron amenities. Ocean Terrace is adjacent to the North Beach Open Air Bandshell (with seating for 1,(00) and the North Beach Activity Center, which together will enhance the Festival's performing arts entertainment schedule and children' s area. The Festival of the Arts is a City of Miami Beach initiated and produced event. It has been administered entirely by funds generated from sponsors, artists and vendor fees. Following the relocation of this event to North Beach in 1995, additional funding for advertising, promotions and police security became necessary. AGENDA ITEM _~ C DATE --1..-12.. DO Recognizing the importance of this event to revitalization efforts and to maximize the economic impact of the Festival on the local community, the North Beach Development Corporation has committed financial support through Quality of Life funds. These funds have been used to enhance the Festival through the services of an experienced festival consultant and a marketing and graphic design firm. To further enhance the overall allure and quality of the Festival, the Fine Arts Board Artist Selection Committee implemented a highly selective criteria process. Over 160 applications were reviewed. Of these, 41 applicants did not qualify which resulted in a much more distinguished selection of artwork for the event. This selectivity did however, mean that the quota of booth rental fees was not reached, and as a result the event is facing a funding shortfall.
