96-22222 RESO RESOLUTION NO. 96-22222 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY COMMISSION TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE CITY AND RAMP ASSOCIATES, A DIVISION OF URBITRAN ASSOCIATES, FOR THE DEVELOPMENT OF DETAILED CONSTRUCTION DRAWINGS AND BID DOCUMENTS FOR RENOVATION OF THE 8-B SURFACE PARKING LOT, LOCATED ON 42ND STREET BETWEEN ROYAL PALM AVENUE AND PRAIRIE AVENUE, IN THE AMOUNT OF $9,900.00; TO BE FUNDED BY OFF-STREET PARKING PROFESSIONAL SERVICES AND TO BE REIMBURSED UPON THE ISSUANCE OF PARKING BOND FUND NUMBER 481-2149, SYSTEM WIDE SURFACE LOT REPAIRS. WHEREAS, on June 1, 1994, the City entered into an agreement with Ramp Associates, a divI sic n of Urbitran Associates (Consultant), for consulting services in connection with renovating the 17th S tre :t Parking garage (Agreement); and WHEREAS, on February 20, 1996, the Mayor and City Commission approved and authorized tl e Consultant to include a Phase I structural survey to be performed at the 42nd Street Parking garage; anc WHEREAS, on June 5, 1996, the Mayor and City Commission approved and authorizec tl e Consultant to include Phase II preparation of detailed drawings and bid documents for the 42nd Stre:t garage; and WHEREAS, during certain phases of construction at the 42nd Street Garage a shortage of avai ab e parking will occur in the area; and WHEREAS, the 8-B surface parking lot will accommodate the demand of the 41st Stre,:t Commercial District during the construction of the 42nd Street Garage and any periods of closure 0 f tl e garage; and WHEREAS, the 8-B parking lot is currently configured as a metered parking facility and the sUlfa, e areas are in a state of disrepair; and WHEREAS, to provide safe and efficient parking.to the public complete renovation should occu .; and WHEREAS, the need for detailed construction drawings and bid documents are necessmy 1 C) perform this work; and WHEREAS, City personnel shall develop plans and specifications for irrigation and lands;ar e design for the surface lot; and WHEREAS, the Administration has negotiated the attached Second Amendment to the Agreement with the Consultant in the amount of $9,900.00, for the creation of these documents; and Page II December 4, 1996 WHEREAS, funding for this Amendment will come from Off-Street Parking Professional Serv ice ;, and will be reimbursed upon the issuance of Parking Bond Fund Number 481-2149, System Wide SUI fa( e Lot Repairs. BACKGROUND: The 8-B surface parking lot has been planned for complete renovation. This lot is one of the f.rs~ twelve of 60 parking lots to be resurfaced citywide; the resurfacing and upgrading of the facil it) have been planned commensurate with the issuance of Parking Revenue Bonds. This facility v,;l] playa major role in filling the parking shortage that will occur during certain phases of constructior: at the 42nd Street Garage. It is almost a certainty that the 42nd Street Garage will be closed during decking repair and the 42nd Street surface lot has been identified as the alternative parking opportunity for garage displacement. Renovation will include the installation of revenue control equipment. Revenue control equipment, coupled with meters, all OV', , for the development of a hybrid facility that the Parking Department will operate along with the: renovated garage as one facility. Another advantage to this style of operation is the developmen.: of a merchant validation program for area businesses. Other issues to be addressed durinj:.; renovation will include irrigation and landscaping, and repaving, restriping, and upgradin~ 0: lighting around entry areas. CONCLUSION: The condition of the existing surface lot, and the current and increased need for parking access:.bl,,~: to the retail core of 41st Street coupled with the construction of the 42nd Street Garage necessitltei the immediate rehabilitation of this facility. This Second Amendment is e~tered into on this ~'" day Ilf December, 1996 to include the Design of Improvements At Municipal Parking Lot 8-1l, located at 42nd Street between Sheridan Avenue and Royal Palm Avenue, Miami Bt:: ac 1, Florida. 2. The scope of Services shall include the design of the following items: a. Entrance and exit lanes to accommodate access control/revenue control equipme it and cashier booths. b. Canopy structures over the entrance and exit lane equipment. c. Repaving of the parking lot with an asphalt overlay where deemed to be required d. Drainage system improvements. e. Lighting system improvements. 3. The following listed schedules in the Agreement shall apply to this amendment: Schedule A, Paragraphs 11.01 to 12.0 inclusive Schedule B, Entire Schedule Schedule C, Time Performance 1 4. It is agreed that the fee set forth in Schedule C, referenced above, shall be the Lump :~u: n amount of Nine Thousand Nine Hundred Dollars ($9,900.00) payable in the followir g manner: a. Upon completion and submission of the construction documents $8,000.00 less 10% holdback b. Upon completion of the construction holdback $1,900.00 plus the entire work 5. All other terms and conditions of the Agreement between the City and Ramp Associates;h, 11 remain the same in full force and effect.
