Evaluation Committee Related to Request for Qualifications (RFQ) No. 02-05106 --
Independent Structural Engineers.
The purpose of this LTC is to update the Mayor and City Commission on Request for Qualifications
(RFQ) No. 02-05106, which seeks to hire Independent Structural Engineers to provide specialized
historic preservation services, at the discretion of the City Commission.
Pursuant to the City Key Intended Outcome to maintain and preserve the historic structures of its
historic districts, multiple independent engineers would be selected to serve on a rotating basis in
order to act on behalf of the Historic Preservation Board to ensure that every available effort is being
made to retain, preserve, and restore the City's historic structures. If retained by the City Commission
at the request of the Historic Preservation Board, an Independent Structural Engineers would be
expected to perform the following:
· The evaluation of the structural condition of an existing building;
· The evaluation of the findings and recommendations of the Engineers of Record;
· A determination as to whether alternate methods are available to stabilize, shore and protect
an existing structure; and
· The development of a restoration and rehabilitation plan, if feasible, that would assure the
retention and preservation of the existing structure, or its most architecturally significant
elevations.
I am considering appointing the following individuals to serve on the Evaluation Committee on the
above subject RFQ:

Jorge Cano, Assistant Director, CIP
Arshad Vigar, Civil Engineer III, Public Works Department
