Levy, City Manager ~ C:';; -'.-4 ....,..\ en FROM: CJ ,'q C"J C....:> w SUBJECT: RFP AND RFQ FOR THE ELECTRIC SHUTTLE FACILITY/INTERMODAL The following information describes the major differences between the RFP to perform a Feasibility Study for the Electric Shuttle Facility/Intermodal Transit Center, and the RFQ for architectural and engineering services in relation to the 451 Dade Boulevard project, which may also include a shuttle maintenance/charging facility. Although there seems to be a duplication of effort, the following is a simple explanation of facts: RFP NO. 27-99/00, approved by Resolution No. 99-23426, on December 15, 1999, for the performance of a feasibility study/site selection study for an Electric Shuttle Permanent FacilitylIntermodal Transit Center Project. The Scope of Services for this study is herein attached, but we call your attention to two of its main components, which follow: () Examine and evaluate potential sites, within (or near) the Redevelopment Areas of South Beach, for the implementation 1) of a multi-purpose facility for the Electrowave fleet, and 2) of a bus transfer station (intermodal center) and parking garage, pending the location of the selected site. This examination will include City-owned and privately-owned sites; however, due to the cost of acquiring privately-owned land, all City-owned sites will be analyzed. The provision of a permanent facility for the shuttle vehicles is the truly essential element ofthis project; however, it may be difficult identifying a location where zoning regulations will allow for the placement of such a facility. In addition, the intermodal (bus transfer station) element ofthe project can be easily designated to sites other than the shuttle facility site. () Develop preliminary cost estimates, and produce a marketing/briefing brochure to encourage public/private ventures at the selected site (if applicable), as well as to aid the City's requests for funding via the annual Federal transportation appropriations process. LTC, February 1,2000 Page Two RFQ NO. 41-99/00, approved on January 12, 2000 by Resolution No. 2000-23447, states that Project No.1-City facilities at 451 Dade Boulevard may include conceptual design and implementation of a maintenance/charging/propane facility for the shuttle fleet. This would happen only if sufficient space is available at the site to accommodate all the intended uses, being Public Works operations, Property Management, and shuttle facility; and if so recommended by the feasibility study, above mentioned. . If 451 Dade Boulevard is ultimately the recommended site, it is advantageous to the City and the Electrowave program to have already on board a design consultant to perform architectural and engineering services for the project and prepare the plans needed for construction. In this case, the intermodal (bus transfer station) function would be accomplished at other site(s), and the parking garage element would be dropped from the project. CONCLUSION: It is acknowledged that the existing temporary facility on Terminal Island cannot accommodate the soon-to-be fleet of 11 shuttle buses, and that the Electrowave program cannot expand any further without having a larger and suitable facility to serve its needs. Therefore, the Administration recommended the issuance of both the RFP (for the feasibility/site-selection study), and the RFQ (to consider the inclusion of a shuttle facility when analyzing and preparing conceptual plans for the 451 Dade Boulevard site) in an attempt at expediting the shuttle facility project, and not as a duplication of efforts. To produce a feasibility study which is creative and innovative in nature. The City is looking for a project which will fit in, add to, and complement the South Beach 'sense of place.' while being neighborhood and environmentally friendly, and enhancing the area's quality of life. Nothing typical or common place is expected or desired from this study. The City is seeking a proposal which demonstrates the highest level of understanding of the study objectives and produces the best detailed plan to meet these objectives. SCOPE OF SERVICES: Besides identifying, examining, and evaluating potential sites, the feasibility study should be encompassing enough in nature and, at a minimum, address the following issues: 1. Site feasibility, site marketing analysis 2. Potential impacts to surrounding areas, plus mitigation measures (as needed) 3. Circulation plan which benefits headways and alleviates congestion 4. Full-scale electric shuttle needs being served at a single site (or at multiple sites?) 5. Evaluation of advantages/disadvantages of multiple sites vs. one site 6. Potential for future rail transit connection 7. Other transit mode needs 8. Ridership projections and profiles 9. Potential connections to greenways (bicycle/pedestrian facilities) 10. Joint mixed-use development potential and consequences 11. Potential on-site economic development opportunities 12. Potential to generate revenues to fund shuttle operations 13. Conceptual design and program 14. Preliminary cost estimates, including right-of-way acquisition (if needed) 15. Project phasing requirements, the main phases being: * Acquisition of site (if needed) * Construction of Electrowave facility(ies), and transit center (if so decided) * Construction of mid size park-and-ride garage (if so decided) 16. Identification of potential funding scenarios 17. Production of an attractive and effective marketinglbriefing brochure, this being a very important element of the feasibility study. * The feasibility study should consider and determine the optimum combination of transportation modes to be served by the intermodal facility. These modes may include, but not be limited to the Electrowave and County buses, automobiles, motorcycles, bicycles, scooters, taxicabs, water taxi, and an eventual regional rail service. * The study will be sufficiently thorough to determine the approximate size necessary to accommodate the intended requirements. * The study will also include a significant public involvement component, City staff and committee meetings, and presentations to City and County officials. END PRODUCTS: 1. A report which documents the data gathered and the ensuing analysis, and makes a recommendation. 2. A marketinglbriefing brochure. NOTES: All sites under consideration for the Electric Shuttle Facility/Intermodal Center are within or near South Beach. This facility(ies) will also be responsive to the mobility and livability needs of area residents, commuters and visitors, will allow for ease of travel between modes, enhance passenger safety, and alleviate congestion. The facility(ies) will be planned and constructed for maximum economic and performance efficiency, and will encourage coordination among the various agencies involved to ensure efficient management and delivery of services. The Shuttle Facility(ies)/Intermodal Center Project is one of the priority projects in the Municipal Mobility Plan, which is the City's 'blueprint' for addressing transportation needs into the 21st Century, as well as the implementation tool of the traffic circulation element of the Miami Beach Comprehensive Plan.
