2000-23787 RESO RESOLUTION NO. 2000-23787 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING, BY 5/7THS VOTE, THE WAIVER OF FORMAL COMPETITIVE BIDDING AND AWARDING A CONTRACT TO DPC GENERAL CONTRACTORS, INC., IN THE AMOUNT QF $11,395, FOR THE EMERGENCY REMOVAL OF ASBESTOS MATERIAL AT THE EXISTING BASS MUSEUM BUILDIN~. WHEREAS, on December 3, 1997, the Mayor and City Commission authorized the award of a construction contract, in the amount of $6,450,500, to Danville-Findorff, Inc., for the Expansion and Renovation of the Bass Museum of Art (the Project); and WHEREAS, during demolition of installations in the existing building, materials containing asbestos have been discovered; and WHEREAS, construction in the area has been stopped until abatement can be performed, thereby creating a significant delay to the Project; and WHEREAS, the Administration has obtained bids on an emergency basis to perform the asbestos abatement services, and would recommend that the Mayor and City Commission authorize a waiver of competitive bidding, and approve a contract with DPC General Contractors, Inc., in the amount of $11,395, for the emergency removal of asbestos material at the existing Bass Museum Building. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize, by 517ths vote, the waiver of formal competitive bidding and award a contract to DPC General Contractors, Inc., in the amount of$II,395, for the emergency removal of asbestos material at the existing Bass Museum Building. ADMINISTRATION RECOMMENDATION Authorize the award. FUNDING $11,395 Funds are available in the project's appropriated reimbursable allowance account 364.2076.069358. ANALYSIS On December 3, 1997, the City Commission authorized the award of a construction contract in the amount of $6,450,500 to Danville-Findorff, Inc. for the Expansion and Renovation of the Bass Museum of Art. On October 6, 1999, the City Commission authorized the award of an asbestos abatement contract to DPC General Contractors, Inc. (Resolution No. 99-23346), for the removal of asbestos containing material which was uncovered during demolition of interior installations in the existing building. This material was previously concealed and was not discovered during the previous asbestos testing performed in 1995, prior to beginning construction. Additional interior areas of the building, not originally anticipated to be disturbed during the renovation, now require removal. These areas were tested, as they were suspected of containing asbestos materials. The tests indicate that asbestos containing materials exist, requiring abatement. Simpson & Associates, Inc. Asbestos Certified Technicians Inc. Ecotech Environmental Contractors Inc. Decon Environmental & Engineering, Inc. Total Price $11,395 $11,725 $14,900 $15,570 $16,720 Gonstruction in the area has been stopped until abatement can be performed. This constitutes a significant delay to the project and prompt performance of the abatement is required in order to minimize the effect on the overall project schedule. In order to complete construction, the Administration recommends that the Mayor and City Commission approve the award of an asbestos abatement contract to DPC General Contractors, Inc., the lowest, responsive, responsible bidder, on an emergency basis, in the amount of$11,395. ~MD~ 'dV+ LAL~R ~J'
