2004-25477 ResoRESOLUTION NO. 2004-2.5477 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO APPROPRIATE FUNDS AND ISSUE CHANGE ORDER NO. 7 TO THE STATEMENT OF WORK FOR THE CITY'S HANDHELD COMPUTER INSPECTION SYSTEM, ISSUED PURSUANT TO THE E-BUSINESS ENTERPRISE SERVICES AGREEMENT, WITH IDEA INTEGRATION, INC., IN THE AMOUNT OF $49,375.00, FOR FISCAL YEAR (FY) 2003-2004, IN ORDER TO FACILITATE MOVING TO 'PERMITS' PLUS® RELEASE 5, AND SQL 2000. WHEREAS, the City has determined that the City's Handheld Inspection Software System should be moved to 'PERMITS' Plus® Release 5 and SQL 2000; and WHEREAS, the City has an E-Business Enterprise Services Agreement with Idea Integration, Inc. to make modifications to the City's 'PERMITS' Plus® System; and WHEREAS, the City has received a quote from Idea Integration, Inc. to make the necessary modifications to accomplish this activity, in the amount of $49,375.00; and WHEREAS, the Administration would recommend that the City Commission approve Change Order No. 7, in the amount of $49,375.00, for this purpose. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration to appropriate funds and issue Change Order No. 7 to the Statement of Work for the Handheld Computer Inspections System, issued pursuant to the E-Business Enterprise Services Agreement, with Idea Integration, Inc., in the amount of $49,375.00, for FY 2003-2004, in order to facilitate moving to 'PERMITS' Plus® Release 5, and SQL 2000. Item Summary/Recommendation' Change Order No. 7 Services or Deliverables for support of City of Miami Beach moving to Permits' Plus Release 5 and SQL 2000: · Idea Integration will perform the same user based testing used during the development of the Wireless inspection system. · Updating and execution of the existing user test plans. · Documenting the results. · The correction of any problems discovered during testing will be billed separately as noted below. · The City of Miami Beach will supply a complete test environment including: a. All servers and remote access for Idea Integration's personnel b. Access to Release 5 of Permits Plus c. SQL 2000 database supporting Release 5 of Permits Plus and the Wireless · Web server running the Wireless Inspection Application and the Supervisor web site. · The upgrading of the stored procedures includes all development and testing of the procedures. The new procedures will be delivered to the City for installation by the City's staff. · Hourly bill rate based on the State of Florida IT services contract and schedule. Work on the project to begin February 4, 2004 and would normally take a minimum of 90 days to complete. The Administration recommends approving the resolution. BUDGETED AMOUNT AND FUNDING $49,375 Funding to be appropriated from the Information Technology Reserve Fund (Budget Account 550.0630.000674), FY 2003-2004. ANALYSIS The City's Handheld Inspection System was approved by the City Commission on April 10, 2002, in the amount of $209,135. Thereafter, the Idea Integration, Inc. began the development of the City's Handheld Inspection System software. As the project progressed, there was a need to modify the original specifications for the system. These modifications have been accomplished in the form of six (6) Change Orders in the total amount of $54,460. This brings the total expenditures for software development for the Handheld Inspection System to $263,595. The following is a chart showing the six (6) Change Orders and their implementation and cost status: Commission Memorandum Idea Integration February 4, 2004 Page 2 of 3 Amount Description 1 $5,200 CMB Code Compliance Division modified Handheld Inspection System by introducing a "Courtesy Notice." 2 No Cost Change Order was never approved by the City. 3 $23,250 City had to change the type of Handheld devices that they had chosen due to Microsoft Corp. dropping support of the Operating System, January 2003. 4 $4,260 The City transferred Sanitation Inspections into Code Compliance and it then became a subtype under Code Compliance. 5 $21,750 Idea Integration, Inc. was unable to use the'PERMITS' Plus Data X Software to update the database due to the very slow response time. They were required to write directly to the database which necessitated a very extensive modification of the Handheld Inspection System, June 2003. 6 No Cost Troubleshooting implementation issues, December 2003. Due to the need to upgrade to the 'PERMITS' Plus System software to a new software release, Release 5, and to upgrade to the latest database technology of SQL 2000, a seventh Change Order is required. The following Change Order No. 7 modifies the Statement of Work for the Handheld Computer Inspection System issued, pursuant to the E-Business Enterprise Services Agreement, by and between Idea Integration ("Company") and The City of Miami Beach ("Client"), dated April 10, 2002. The estimate of hours and fee schedule is as follows: Testing of the Handheld Wireless Inspection System, Release 1, against 'PERMITS' Plus, Release 5, user testing and documentation for all departments and all types and subtypes including the documentation of results. 115 hours @ $125.00 1 per hour Rewriting of stored procedures in the Handheld System to enable them to use SQL 2000 capabilities and interact cooperatively with the new 'PERMITS' Plus Release 5. Rewriting, testing and documenting all effected procedures. 280 hours @ $125.00 1 per hour CONCLUSION The Mayor and City Commission should adopt the Resolution, authorizing the Administration to appropriate funds and issue Change Order No. 7 to the Statement of Work for the City's Handheld Computer Inspection Software System issued, pursuant to the e-Business Enterprise Services agreement, by and between Idea Integration and the City of Miami Beach, in the amount of $49,375, for the period of FY 2003-2004, to facilitate moving the City's Handheld Inspection System to 'PERMITS' Plus Release 5, and SQL 2000.
