April 14, 2000 FROM: TO: Mayor Neisen O. Kasdin and Members of the City Commission Lawrence A. This Resolution was passed by the Joint Board because of their concern with the commercialization of existing public space, particularly with the substantial amount of public funds which have been and are proposed to be invested within the public spaces and rights-of-way throughout the City. The Joint Board would like to see changes to the Land Development Regulations of the Miami Beach Code brought forward which regulate the number, location, placement and design of newspaper racks and further suggests that a "freeze" or moratorium on any new or proposed newspaper racks be imposed by the City Commission until such time as amendments to the Code have been drafted.
