Bill McCane C 04-21-00 To: Date: Subject: Public and Private School Inspections Attached to this memo you will find a copy of the "Summary of Public and Private School Inspections" and a copy of the violation notice for each school that had violations. At this time, the inspectors are in the process of reinspecting those schools that had violations. Those schools that have a Y / C in the Violation column indicates that they are now in compliance. A review of the violations found at the private schools will show that the vast majority of the violations could be categorized as "maintenance" items (i.e., a fire extinguisher needs an annual inspection or an exit sign needs to have a light bulb replaced). No school was found to have conditions that were an immediate threat to life safety. A review of the public school inspections shows that the most pressing need is to provide a secondary means of egress from the classrooms. Copies of the inspection reports have been sent to the Principal and to the Director of Safety at Miami-Dade County Schools. Regarding public school inspections, as you may already know, in the past month, two meetings have taken place with representatives of the five fire departments in Miami-Dade County and officials of Miami-Dade County Public Schools. The purpose of the meetings is to develop a good working relationship between all parties so that we can amicably resolve the life safety problems at the public schools in a timely manner. Some items that have been agreed upon so far are: 1) Inspections will be scheduled in advance and will be done as a team consisting of a fire department inspector and a school board inspector and/or maintenance person. 2) Violations will be reported on a standardized form to be used by all jurisdictions. 3) Violations will be prioritized (i.e., Priority 1, Priority 2, etc.) and each priority will have predetermined time limit in which the work must be completed (i.e., 3 days, 7 days, 30 days, etc.). Having attended one of these meetings myself, I can attest that the School Board is as committed to correcting the life safety problems in the schools as the fire departments are. All they ask is that we be mindful of their one constraint: the lack of money. Section 5.5 (16) (c), regarding "Emergency lighting" states: "Emergency lighting is provided in all student-occupied areas and group toilets and is maintained in an operational condition at all times, and externally or internally illuminated exit signs are continuously illuminated whether in the general or emergency power mode." @ My inspection revealed exit signs are not illuminated in the first and second floor breezeway, Kindergarten corridor North (eight (8) signs), Kitchen (one (1) sign), Cafeteria (one (1) sign), and in room 1-109 (AlC & chiller room, two (2) signs). As stated by the Zone Mechanic, "Some exit signs are not connected to auxiliary power source and do not illuminate in the emergency power mode." Section 5.5 (16)(f) 2 c, and 5.5 (15) (a) 5 a, states: "Electrical rooms are free of storage. " and "Mechanical equipment lOoms and air-handler rooms are free of any type of storage. " @ My inspection revealed storage (light fixtures) in Main Electrical Room 1-110 and electrical room 2-29 (three (3) ladders), & Mechanical Room 1-83. Please remove storage from these rooms and all Electrical & Mechanical rooms. 5). Section 5.5 (13) (z) 2 f, states: 'Workshops involving the use of combustible or flammable paint, liquids, or gases, or their storage are kept in a safe, secure, and orderly condition at all times." Section (13) (aa) 2. B., states "Buildings and/or rooms used for the storage, handling, and disposal of flammable, poisonous, or hazardous materials or liquids, and equipment powered by internal combustion engines and their fuels are kept in a safe, secure, and orderly condition at all times and shall comply with all applicable NFPA standanJs @ My inspection revealed aerosol flammable liquids (paint) and solvents improperly stored in Room 1-104. SREF Section 5.5 (15) @ "Fire Sprinklers," states: "Each automatic fire sprinkler system, when provided, is maintained in an operable condition at all times and provides complete coverage for all portions of the areas to be protected; the area within eighteen (18) inches of a sprinkler head is free and unobstructed by storage, equipment, or any device which might reduce the effectiveness of the sprinkler head. Required periodic system test results and inspection reports are maintained in the administrator's office. @ My inspection revealed the annual inspection and/or testing of your sprinkler system in the auditorium stage area is due. A licensed Fire Sprinkler Contractor must perfonn this inspection. After inspection and/or testing, the Contractor perfonning the service will place a "date of inspection" tag or sticker on the system which serves as proof that the system is in proper working order. Please have this sprinkler system inspected and/or tested and provide tag or sticker on the system. Please correct these violations as soon as possible.
